3.1. Data description

Statistics on eggs for hatching and farmyard poultry chicks are collected under (market) Regulation (EC) No 617/2008. They are the earliest available information to foresee production of poultry meat and eggs, as the numbers of chicks of various utilities placed in the farms of each Member State, i.e. the number of chicks placed by the hatcheries of this Member State increased by the net import of chicks.

In Poland, statistics on eggs for hatching and farmyard poultry chicks is conducted on the basis of Commission Regulation (EC) No 617/2008 of 27 June 2008 laying down detailed rules for implementing Regulation (EC) No 1234/2007 as regards marketing standards for eggs for hatching and farmyard poultry chicks.
Statistics Poland conducts the full survey covering all hatcheries. The monthly summary on activity of hatcheries based on data from previous moth is sent to Eurostat. Statistics Poland doesn`t use administrative data.
The surveys frame is the sets of units carrying out activities related to poultry hatching.
The surveys collect data on:
• Production of eggs for hatching placed in incubation (by species, category and type),
• Production of poultry chicks  (by species, category and type),
Once a year the annual data on structure and utilization of hatcheries is sent to Eurostat.
Data on imports and exports of chicks - (by species, category and type) comes from Intrastat/Extrastat statistics .
The following foreign trade data are drawn from Intrastat/Extrastat statistics:
• CN code 01051111 -  Grandparent and parent female chicks of fowls of the species Gallus domesticus laying stocks of a weight of <= 185 g,
• CN code 01051191 - Laying stock "fowls of the species Gallus domesticus" of a weight of <= 185 g (excl. grandparent and parent female chicks),
• CN code 01051119 -  Grandparent and parent female chicks fowls of the species Gallus domesticus of a weight of <= 185 g (excl. laying stocks),
• CN code 01051199 -  Live fowls of the species Gallus domesticus of a weight of <= 185 g (excl. grandparent and parent female chicks and laying stocks)
• CN code 01051200 -  Live domestic turkeys, weighing <= 185 g,
• CN code 01051300 - Live domestic ducks, weighing <= 185 g,
• CN code 01051400 - Live domestic geese, weighing <= 185 g,
• CN code 0105 15 00 - Live domestic guinea fowls, weighing <= 185 g
Statistics on eggs for hatching and farmyard poultry chicks for a given month must be transmitted to Eurostat earlier than  we receive data on foreign trade drawn from Intrastat/Extrastat database  for this give month. According to the Commission Regulation (EC) No 617/2008 monthly data  must be sent to Eurostat “not later than four weeks after the end of the month to which the figures refer”.
For this reason, the values of foreign trade for the current month are estimated, and in the next month is adjusted based on the results of the Intrastat/Extrastat reports.

In INTRASTAT system the type of reporting obligation depends on value of parties trade turnover with Member States. It is connected with statistical thresholds system - established basic and detailed threshold. Thresholds are established separately for arrivals and for dispatches and they are updated each year by the President of Statistics Poland. Parties for which the value of trade turnover with Member States either in the year preceding given reference year or in given reference year has exceeded the value of accordingly established basic threshold are liable to reporting obligation which means that they are obliged to submit INTRASTAT declaration every month. Parties for which value of trade turnover with Member States falls between the value of basic threshold and the value of detailed threshold are released from filling in total statistical value in PLN, terms of delivery code, mode of transport code and statistical value in PLN. Parties who exceeded detailed threshold are required to provide full scope of information (all boxes) in INTRASTAT declaration. Parties for which the value of trade turnover with Member States either in the year preceding given reference year or in given reference year had not exceeded the value of accordingly established basic threshold are released from reporting obligation and their trade are estimated in foreign trade statistics. EXTRASTAT system, which uses data registered on SAD documents and refers to Polish trade turnover with third countries (UE non–member countries) has no reporting thresholds.

3.1.1. Model description

Monthly data on hatching of poultry is transmited to Eurostat before the official Extrastat/Intrastat data on trade of chicks is available. Therefore, Poland complements the missing data on trade of chicks with estimated values in the current month.

Estimated values concerning trade of chicks are replaced by preliminary Extrastat/Intrastat data in the next month just after they are available. Extrastat/Intrastat data is constantly updated and corrections may concern all previous months of a given year and all those correction are transmitted to Eurostat.

Completing missing data on trade of chicks with estimated data allows for a full analysis of data on poultry hatching and trade of chicks. This is particularly important due to the short production cycle of poultry, especially broilers, which lasts up to 6 weeks.

Data on foreign trade in chicks are estimated on the basis of historical data.

For each given poultry variable two average values are calculated i.e. the average value calculated on the basis of previous 12 months and the average value calculated on the basis of the previous 3 months. Those two average values are compared with each other. If the difference between those two average values does not exceed 30%, we choose the average value of 12 months and this value is transmitted to Eurostat. If the difference between those two average values is bigger than 30%, then we choose the average value of the last 3 months and this value is transmitted to Eurostat. Due to the high volatility in foreign trade data, both between years and months, in each case, the expert makes the final decision, depending on the current market situation and expert knowledge.Data on imports and exports of chicks - (by species, category and type) comes from Intrastat/Extrastat statistics.
