Reference metadata describe statistical concepts and methodologies used for the collection and generation of data. They provide information on data quality and, since they are strongly content-oriented, assist users in interpreting the data. Reference metadata, unlike structural metadata, can be decoupled from the data.

Statistics on eggs for hatching and farmyard poultry chicks are collected under (market) Regulation (EC) No 617/2008. They are the earliest available information to foresee production of poultry meat and eggs, as the numbers of chicks of various utilities placed in the farms of each Member State, i.e. the number of chicks placed by the hatcheries of this Member State increased by the net import of chicks.
In Spain, the main objective of this statistical operation is to provide monthly information on hatcheries (production of hatching eggs set for hatching and use of chicks) and annual information on their structure.
The data are of an administrative nature, i.e. they are obtained from the Register of Hatcheries, and are of a census nature, i.e. the monthly survey collects incoming hatching eggs as well as incoming chicks for hatching, as well as day-old chicks from all hatcheries located in the national territory, by species, category and type of hatchery.
The annual survey provides information from the Register of Hatcheries about the hatchery structure, by capacity expressed in number of hatching eggs, and by utilisation.
Concerning the Hatchery Survey:
The variables of analysis are the incoming hatching eggs as well as the day-old chicks from all hatcheries located in the national territory, by species, category and Utilisation.
The classification variables in the monthly survey are: - Geographical variables (National). - Types of birds (roosters, hens, chickens, ducks, geese, turkeys, guinea fowl). - Productive levels, category by link in the productive chain (grandfathers, grandmothers, fathers, mothers, use of chicks), - Utilisation or productive aptitude (for laying, meat or mixed).
In relation to the Hatchery Structures survey:
The variable of analysis is the hatchery capacity expressed in number of eggs to be hatched for hatching.
The classification variables are: - Geographical variables (National). - Size of hatcheries. - Number of hatcheries. - Total capacity (maximum number of hatching eggs). - Occupancy level (number of eggs entered into incubation during year n).

Territorial units are defined according to the NUTS classification, established in accordance with Regulation (EC) No 1059/2003 of the European Parliament and of the Council of 26 May 2003 on the establishment of a common classification of territorial units for statistics (NUTS).
the Combined nomenclature is used for import/export of chicks.

The collection, processing and dissemination of data from statistical operations for official purposes is regulated by the provisions of Law 12/1989, of 9 May, on Public Statistical Function (LFEP), and in the Fourth Additional Provision of Law 4/1990, of 29 June.
The LFEP states that the National Statistical Plan is the main instrument for organising the statistical activity of the General State Administration and contains the statistics to be compiled in the four-year period by the services of the State Administration or any other entities dependent on it, and those that are to be carried out totally or partially with the participation of the Autonomous Communities (AC) and the Autonomous Communities (ACs) and Local Corporations by virtue of cooperation agreements with the State statistical services or, where applicable, with the State statistical services or, where applicable, in execution of the provisions of the laws.
All statistics included in the National Statistical Plan are statistics for state purposes and are compulsory.
The National Statistical Plan 2021-2024, approved by Royal Decree 1110/2020, of 15 December, is the plan currently in force.
At the Community level, the implementation of a single Common Organisation of Agricultural Markets (Council Regulation (EC) No 1234/2007) lays down certain rules for the production and marketing of eggs for hatching and of farmyard poultry chicks.
Commission Regulation (EC) No 617/2008 of 27 June 2008 implementing the Council Regulation as regards marketing standards for eggs for hatching and farmyard poultry chicks lays down a number of obligations with regard to the information to be communicated to EUROSTAT (European Statistical Office) concerning hatcheries.
The statistical operation is intended to meet the requirements of these Regulations.

Among the users of the statistical operation, the following should be highlighted:
- Public Bodies, both Central Administration and Autonomous Communities, which use the results for their agricultural sector management function. Also, the results are used as input for other official statistical operations such a National accounts (National Accounts, including European Accounts of Agriculture), Gross nutrient balance, emissions inventory...
- European Union bodies, such as EUROSTAT, which requires the data for the study of the poultry sector in Spain as a member country.
- Economic agents in the poultry sector, such as companies and producer associations.
- Researchers and the academic and scientific world.
- The media.
- Individuals.
Each of these users has different needs depending on the objective and usefulness of the information they require, but in any case, and in general, this statistical operation contributes to the knowledge of the activity and structure of the poultry industry.

Activity of Hatcheries and Structure of Hatcheries operations are carried out through collaboration agreements with the Autonomous Communities.
On a monthly basis, those Autonomous Communities with hatcheries in their territory send the data to the Sub-Directorate General for Analysis, Coordination and Statistics of the MAPA for the compilation of the monthly statistics on activity of hatcheries. These data originate from administrative sources, specifically the register of hatcheries.
In the case of the annual statistic on the structure of hatcheries, the Autonomous Communities send annual data on capacity and occupancy levels in the hatcheries located in their territory.
The compilation process by the Subdirectorate General for Analysis, Coordination and Statistics of the MAPA, is the sum of the data received. In the event that, in any month, an Autonomous Community does not send the data on activity of hatcheries, it may be imputed by the data from the same month of the previous year on a provisional basis until the definitive data is available.
The data on the foreign trade of chicks is obtained from the foreign trade statistics at national level, based on administrative records.
