3.1. Data description

Statistics on eggs for hatching and farmyard poultry chicks are collected under (market) Regulation (EC) No 617/2008. They are the earliest available information to foresee production of poultry meat and eggs, using the number of chicks of various utilities placed in the farms of each Member State, i.e. the number of chicks placed by the hatcheries of this Member State increased by the net import of chicks.

Data about external trade of chicks is taken directly from the foreign trade statistics and Estonia does not deliver these statistics to Eurostat.
Data about hatcheries are collected by monthly statistical questionnaires according to the current requirements.

Threshold used for foreign trade statistics.

The Member States must ensure that at least 97 % of their intra-EU exports by value and 93 % of their intra-EU imports by value are covered. Foreign trade Intrastat questionnaires shall be submitted by economic units that are registered in the VAT bearers register and whose turnover for trade with EU Member States exceeds the statistical threshold set for the reporting year. The statistical threshold is set by Statistics Estonia on the basis of the foreign trade data for the previous year. In the calculation of the thresholds, the turnovers of dispatches and arrivals are examined separately. Data are to be submitted only for the flow the turnover of which has exceeded the statistical threshold. In 2021, the value of the statistical threshold for dispatches of goods is 130,000 euros and for arrivals of goods 230,000 euros.

Foreign trade Extrastat data are based on customs declarations and contain almost all the information on the trade with non-EU countries. There are no data losses caused by non-response or by other issues.

Statistics on eggs for hatching and farmyard poultry chicks are collected under (market) Regulation (EC) No 617/2008. 

National acts are Official Statistics Act and Government Regulation "List of Statistical Activities of Statistics Estonia for 2020-2024" (https://www.riigiteataja.ee/en/eli/ee/506012015002/consolide/current and https://www.riigiteataja.ee/akt/311022020006 (in Estonian)).

Subsection 28 (1) of Official Statistics Act: At the request of a producer of official statistics, respondents are required to submit in due time true and complete data to the extent of a questionnaire prepared pursuant to subsection 1 of § 16 and published pursuant to subsection 2 of § 18 of this Act.

Subsection 28 (4) of Official Statistics Act: At the request of a producer of official statistics, controllers of databases shall submit the data collected in the administrative records and databases specified in subsection 29 (1) of this Act.

Section 29 of Official Statistics Act. Use of administrative records and databases

(1) Upon the performance of statistical activities, a producer of official statistics shall primarily use data collected in administrative records and databases as well as data generated or collected in the course of the activities of state and local government authorities, legal persons in public law and private law, if such data allow the performance of statistical activities complying with the quality criteria of official statistics.

(2) A producer of official statistics has the right to make proposals for amending the composition of data and the classifications used in the administrative records and databases, if the coverage of data and the composition, level of detail and quality of data in the administrative records and databases do not allow the production of official statistics complying with the quality criteria of official statistics.

Monthly survey for the activity of hatcheries. The structure of hatcheries is collected once a year with the questionnaire for December.

The trade of chicks is collected through foreign trade statistics. Intrastat questionnaire is used for enterprises that have trade transactions with EU countries and Extrastat (Customs declarations) for enterprises that have trade transactions with non-EU countries.
