3.1. Data description

Statistics on eggs for hatching and farmyard poultry chicks are collected under (market) Regulation (EC) No 617/2008. They are the earliest available information to foresee production of poultry meat and eggs, as the numbers of chicks of various utilities placed in the farms of each Member State, i.e. the number of chicks placed by the hatcheries of this Member State increased by the net import of chicks.

In Germany, the survey in hatcheries is a central federal statistic. The organization and data collection is the task of the Federal Statistical Office. It takes place as an online survey. All hatcheries are obliged to submit their reports to the statistical offices by electronic means. For this purpose, the online procedures provided by the Federal Statistical Office have to be used. The survey is mandatory for the respondents. It is a total survey with cut-off threshold. All hatcheries with a capacity of at least 1 000 eggs excluding the hatching room are surveyed.
Every hatchery issues a monthly questionnaire. The questionnaires are collected via the online registration procedure IDEV. The Federal Statistical Office compiles country results and the federal result. As a matter of principle, the Federal Statistical Office asks for information that is missing or is not plausible. Since the survey is a total survey, no sampling methods are used and therefore no sample-related errors can occur. An extrapolation too is not required. The burden on respondents is limited by the relatively small size of the questionnaire.
The survey is designed to minimize and control possible errors. Basically, the results of the survey are to be classified as very accurate due to the structure as a total survey with cut-off thresholds. The minor response failures meet the high quality standards of official statistics. The quality of the results depends crucially on the knowledge of the survey population (hatcheries). Mistakes in population identification can be reduced by correctly delineating the coverage of the surveys. Crucial for this is the comprehensive knowledge of the hatcheries. The population is based on Council Directive 2009/158/EC of 30 November 2009 on the animal health conditions governing intra-Community trade in, and imports from third countries of, poultry and hatching eggs. The approval is granted by the competent authorities under state law of the federal states and is published in the Federal Gazette by the Federal Ministry of Justice and Consumer Protection.
Online questionnaires that are returned by respondents only after the processing has ended are considered as missing answers in the surveys. Due to hatcheries being legally obligated to provide information (national law), almost all questionnaires are filled out. The number of response failures is thus very low. By implementing plausibility checks, accidental and missing entries are largely recognized and corrected or added.
Ongoing revisions refer to minor corrections of individual reporting periods (monthly or annual results). They take place as part of the ongoing processing and are generally possible at any release date. As a rule, however, any minor corrections to the monthly results will only be taken over when the annual results are published. Such revisions are performed so that the data user can access the best possible results.
Experience has shown that the data requested in the surveys are available to the hatcheries without the need to research the data first. Therefore, the results can be determined promptly. Monthly results are usually available five weeks after the end of the reference month.


TC:

The subject of foreign trade statistics is Germany's cross-border trading of goods with other countries. All physically incoming or outgoing goods and electricity are statistically covered. Services of whatever type are generally not included in foreign trade statistics, except for processing transactions in connection with cross-border movements of goods, which are covered and shown in foreign trade statistics.
For methodological reasons, a distinction is made between intra-Community trade (trade with EU Member States) and extra-Community trade (trade with non-member countries) in foreign trade statistics since 1993.
In Principle, all VAT registered businesses in Germany that are engaged in intra-Community trade are responsible for providing information for the purposes of intra-Community trade statistics. Businesses are exempted from the obligation to submit a declaration for the purposes of intra-Community trade statistics if, in the current and the previous year, their scope of dispatches to other Member States or their scope of arrivals from those countries each have not exceeded to currently specified threshold of Euro 500,000 for dispatches and Euro 800,000 for arrivals.
The customs declarations, that are submitted to the customs offices, form the basis for extra-Community trade statistics. The reporting period is generally the month of import or export of goods (extra-Community trade) or the month in which the intra-Community transaction took place (intra-Community trade).

To ensure confidentiality during dissemination data are aggregated. The primary confidentiality for those aggregates is calculated using p%-rule and the secondary confidentiality is added mechanically into the aggregates with the aid of the tool Tau-Argus. Confidential cells are suppressed.

There is usually no non-response in extra-Community trade statistics. As for intra-Community trade statistics, adjustments for non-response are made at the businesses level in a breakdown by partner countries, Bundesländer (German regions) and chapter levels of the Commodity Classification for Foreign Trade Statistics. Currently, the scope of first adjustments for non-response amounts to 5.0 % for dispatches and 8.5 % for arrivals. Non-response is gradually reduced by subsequent (late) declarations. In the final data for 2020 the scope of remaining adjustments were for nonresponse amounted to only 0.5 % for dispatches and 1.3 % for arrivals.

The traditional data collection on forms (SAD, Form N) has been almost completely replaced by modern declaration procedures. According to § 11a (2) of the BStatG, all companies and businesses are required to report their reports by electronic means to the Federal Statistical Office or the relevant customs office.

Extra-Community trade:
Statistics on imports and exports in trade with third countries are based on customs declarations. Under ATLAS (Automated Tariff and Local Customs Clearance System) the information required for customs treatment (including statistical data) is transmitted electronically to the relevant customs office. After evaluation by the German customs administration, statistical data is transmitted to the Federal Statistical Office on a daily basis electronically.

Intra-Community trade

After a comprehensive data entry control for intra- and extra-trade the goods-related data processing for intra- and extra-trade takes place in parallel as part of an automated processing (ASA).
As the first plausibility checks, the notifications undergo an intensive completeness check at company level. On the basis of a comparison of the reports from the previous twelve months, abnormalities are detected and queried by the companies. Subsequently, the release takes place for further processing, whereby the process is concentrated on the output.
In view of the high number of individual data sets, a so-called compaction takes place at the moment when the declarations are imported into the automated processing. The data records within a report file, which are identical in all processing characteristics except the value, the net mass and the special measurement unit, are combined to form a processing record. The plausibility check then runs via these data records.
Combination checks examine different variables in combination with each other with the aim to detect implausibilities. Again, questionable cases are clarified by queries to the applicant / respondent and corrected if necessary. Only when all data is plausible will the release be published. Adjustments (estitmates) for trade below thresholds
The Federal Statistical Office estimates the scope of intra-Community trade below the exemption threshold on the basis of the data provided by the tax authorities on the relevant intra-Community acquisitions and deliveries. The adjustments are broken down by countries, Bundesländer (German regions) and chapter level of the Commodity Classification for Foreign Trade Statistics.The value of the relevant intra-Community trade below the threshold was 1.6 % of the total value of dispatches to the EU and 4.0 % of the total value of arrivals from other Member States.
