3.1. Data description

The statistics on eggs for hatching and farmyard poultry chicks are collected under (market) Regulation (EC) No 617/2008. They are the earliest available information to establish short-term production estimates and to foresee the production of poultry meat and eggs. These estimates are supposed to apply to the number of chicks placed by the hatcheries on farms plus the net import of chicks.

The Czech Statistical Office compiles these statistics using administrative data sources to comply with the relevant legislation. It makes them available via the EU database and publishes yearly aggregates. National users draw more detailed information from primary sources.

Classification on species and type of poultry annexed (ANNEX III, Part I) to Commission Regulation (EC) No 617/2008 is used.
For TC,

Pursuant to Act No 154/2000 Coll., as amended and the implementing Decree 136/2004 Coll., as amended, hatcheries are obliged to report the number of eggs placed in incubation and production of chicks hatched (AH, SH) monthly to the Central Register.

Statistics on cross border movements of goods (TC, i.e. live poultry of the CN code 0105 1x xx) for data until 2021 followed the EU legal acts:

- Regulation (EC) No 638/2004, as amended; in force until 31 December 2021,

- Commission Regulation (EC) No 1982/2004, as amended; in force until 31 December 2021,

and the national legal acts:

- Act No 242/2000 Coll., as amended,

- Government Regulation No 244/2016 Coll., as amended; in force until 31 December 2021.

The data for AH and SH are obtained from the Central Register maintained by the Ministry of Agriculture of the Czech Republic and administrated by the agency Mezinárodní testování drůbeže (MTD, s.p.).
The data for TC are obtained from the Database on cross border movements of goods administrated by Czech Statistical Office. These data are provided and subsequently available in the Comext database administrated by Eurostat. Nevertheless, the data from the Comext database have not been treated as mentioned in 13.3.4.11. Data confidentiality during dissemination is ensured by internal directive of the Czech Statistical Office which states that statistical information can be released in case it is produced as an aggregation of at least three subjects. Furthermore, the share for the greatest individual value cannot exceed 85 % of the total aggregation. In case of exceeding this value the data are treated as confidential.
For TC:
Following a reasoned request of an importer or exporter of goods, its statistical results are made unidentifiable in order to comply with the principle of statistical confidentiality.

The hatchery register administrator collects individual reports from hatcheries, validates and summarizes them and passes aggregate statistics to the Czech Statistical Office, which is the reporter to Eurostat.
Database on cross border movements of goods contains individual reports from importers and exporters. This database is administrated by the Czech Statistical Office. Data are validated for relations between characteristics (e.g. CN code) and variables reported (e.g. unit price). Automatically aggregated values are reported to Eurostat.
