3.1. Data description

Following the results of the Grant actions a new table with relevant questions was added to the existing questionnaire of annual agricultural statistical data collections in December.

The agricultural enterprises and private holdings with more than 350 hens are sending their data electronically.

The survey is carried out on-the-spot in the private holdings by surveyors conducting face-to-face interviews with the farmers.

Within the Grant 2014 several scenarios to get data on the number of laying hens and the production on eggs for human consumption were tested.

In particular the possibility to use administrative data sources (Information from the Poultry Product Board) as well as of information from the packing centres were verified and tested.

3.5. Statistical unit

1) The agricultural enterprises which are keeping laying hens and producing eggs for human consumption are observed fully. The enterprises are produced 81 percent of the total eggs for human consumption in 2018.

2) The key private holdings above a special threshold (here belongs the holdings with more than 350 laying hens) are observed fully. These 40 private holdings are producing only 4 percent of the total eggs for human consumption.

3) The private holdings are surveyed on a sample which represents app. 5.5 % of all private holdings in 2018. There can be private holdings above the threshold, and there can be small households below the threshold which can also keep some laying hens and produce eggs

Assessing the representativeness of the population, it can be stated that observing farms with at least 5000 hens would not give satisfactory results, since they represent only 68.3 percent of the national number of laying hens. If we add those holdings which keep laying hens between 350 and 5000 heads, the share goes up to 69.9 percent out of the total number. The production of the agricultural holdings with at least 5000 heads is 83.7 percent out of the national production of eggs for human consumption. Adding the holdings with laying hens between 350 and 5000 heads, it results 85.1% out of the total production.

Data on eggs have been collected in Hungary since 1970, however, it was not available by the given deadline in the required details. Comparable data in line with the Eurostat requirements are available from 2015.

In accordance with the results of the Grant actions the reference date on the number of laying hens should be a given day in November/December instead of 31 December.

Currently are livestock data collected on the reference date as of 1 December in private holdings.

Based on the information collected from the agricultural enterprises (as of 1 and 31 December) coefficients are calculated in order to estimate the stock of 31 December of the private holdings.

Survey results are published as national totals and by counties (NUTS 3).
Outputs of the annual sample survey on poultry are disseminated till 15 February. However, data on eggs for human consuption have not been published in Hungary yet. Publication is planned in the second half of 2019.

Data on eggs are produced by the statistical office, the Poultry Product Board  (PPB) and the packing centres whose information is gathered in the system of nation-wide authority.

Despite the fact that the domain is the same, the reference periods, reporting units and purposes are diverse.

The data of the PPB are used for updating the list of the data suppliers and for cross-checkings.

Data on eggs are collected every December by agricultural enterprises, key private holdings and private holdings with a combined survey method (electronically in case of agricultural enterprises and big private holdings and using electronic devices in case of small private holdings during the face to face interviews).

Processed results are transmitted to the Eurostat till 30 June.

The sample of the survey is based on the Agricultural Census carried out in 2010 (AC 2010) and the Farm Structure Survey conducted in 2016 (FSS 2016).

From all agricultural survey districts in Hungary (approx. 14 000) 648 were chosen, where the holdings reaching the threshold are enumerated. 5.0 per cent of all private holdings, some 21.0 thousand private holdings are included in the sample.

18.5.1. Data compilation process - data weighting

The total livestock of private holdings is estimated by sample estimation of means by counties and strata, completed with the data of exhaustively surveyed key holdings.

18.6. Adjustment

The observation of those units which are above the 350 laying hens threshold is full scope. Sincs they keep only 70% of the total population, sample survey is carried out together with the regular December survey for those who are under this threshold. The response rate is 98%, there is no need for imputation. Overcoverage or undercoverage are not occured.


19. Comment Top

Data from agricultural enterprises are collected electronically. Face to face interview during the regular December agricultural survey is organised for those private holdings which are under the threshold of 350 hens and part of the sample.
The Agricultural Data Collection Department is responsible for organizing the work of enumerators. Since the data collection carried out electronically, the collected data can be checked almost simultaneously by the repsonsible colleagues of the HCSO. The built-in checkings not allows to send failured data and the questionnaires of the respondents can not be finished until the errors are not corrected or explanations should be made in case of so-called acceptable errors.

After the estimations, county-level data are compared to the figures of the previous period or the corresponding period of the previous year.
