In a general statistical sense, the statistical data accuracy refers to how close the estimations are as against real values. The pesticide use in agriculture in 2018 was a sample survey. The related tools were: statistical questionnaire (PUA), interviewer’s methodological guide, pesticide nomenclature and agricultural holding nomenclature. At county level, the data entry errors were spotted and solved by the specialists of the County Statistical Offices. The most frequent data collection or entry errors were those related to the correlation of pesticide-treated areas with the pesticide amount used per area unit. Other types of data collection/entry errors were due to the unit of measure (kg or litres), trade product name and its code. At central level, the results were compared with data from other surveys (pesticide sales in 2018 and main crop areas in 2018). The list of active substances in pesticide composition is in line with Annex III to Regulation (EC) No 1185/2009. The bias between the frame population and target population represents the coverage error. The non-response error appears as a result of missing values and accounts for 1.7% (939 holdings). According to the completeness code, we have the following statistics: - full interview for 46 236 holdings (83.5%); - closed-down farms = 1290 (2.3%); - temporarily inactive holdings = 6 934 (12.5%); - refused interview for 98 holdings (0.2%); - unidentified holdings = 55 (0.1%); - unvisited holdings = 31 (0.1%); - other cases = 755 (1.3%). |

11.1. Confidentiality - policy | |||
According to the European Statistics Code of Practice (principle 5) the confidentiality of the provided information and its exclusive use for statistical purposes is guaranteed. The legal framework which guarantees the confidentiality and protection of statistical data is Regulation (EC) No 223/2009 of the European Parliament and of the Council of 11.03.2009 on European statistics and Law No 226/2009 on the organization and functioning of official statistics in Romania. The confidential statistical information relative to individual units are protected and used only for statistical purposes. Law No 226/2009 of the Romanian official statistics stipulates at Art. 35 – Dissemination of individual data – data can be disseminated solely for research purposes. At art. 36 – Confidentiality of official statistical data, par. (1) – statistical data are considered confidential if they refer to a single natural or legal person or if they allow the direct or indirect identification of the concerned natural or legal person. The statistical data obtained after individual data processing can be disseminated after a suitable aggregation. Art. 37 – NIS and the other official statistics producers are bound to ensure throughout the whole statistical process, administrative, organizational and technical measures to protect the confidentiality of individual statistical data and to prevent the unauthorized access to them, as well as their unpermitted dissemination, transfer and destruction. To this end, NIS drew up and approved implementation norms and procedures with respect to the measures foreseen by the law. NIS staff including the one belonging to the territorial offices along with the personnel temporarily employed in individual data collection and processing are obliged to observe data confidentiality for the duration and after the end of their employment. |

According to Law No 226/2009 on Romanian official organisation and functioning with its subsequent amendments and additions, the individual data registered on the PUA 2018 questionnaires are confidential and to be used only for statistical purposes. Keeping the data confidential by NIS permanent staff is mandatory as provided by Law No 226/2009. The statistical disclosure control by NIS temporary staff is mandatory as stipulated in their employment contracts. |
