2.1.1. Main characteristics of statistics
For each active substance listed in the Annex III of the regulation (EC) No 1185/2009, the quantities used in kg and the area treated in ha per crop recorded per crop in a given year. The data concerns the most representative crops on the french territory. It is collected from a number of surveys on farmers cultivation practices, which are conducted by thematic area : viticulture (grapes for wines), arboriculture, vegetables and crops from arable land (cereals, industrial crops and forage). |
|||
2.1.2. Reference period of data collection
data concerns different years according crops : - viticulture : 2016 - arboriculture : 2015 and 2018 - vegetable : 2018 - crops from arable land : 2017 |

2.2. Classification system
The classification used for pesticides corresponds to Annex III of Regulation (EC) No 1185/2009 (http://data.europa.eu/eli/reg/2009/1185/2017-03-09) of the European Parliament and of the Council. The classification system for crops derives from the Annual crop statistics Handbook 2019 (https://ec.europa.eu/eurostat/cache/metadata/Annexes/apro_cp_esms_an1.pdf). |

|||
2.4. Statistical concepts and definitions
The data reported are the quantity of each active substances listed in Annex III of Regulation 1185/2009 contained in plant protection products used on a selected crop, expressed in kg. The area treated with each substance are expressed in hectares. |
|||
2.5. Statistical unit | |||
The statistical unit corresponds to a crop parcel, defined as an area of adjoining land planted with the same species, same variety (or group of similar varieties), same planting or sowing date, same previous crop and treatment in terms of homogeneous cultivation practices (fertilisation, tilling, phytosanitary treatments). |
|||
2.6. Statistical population
Depending on the thematic area, the universe from which the sample is drawn comes from different administrative databases : - viticulture (2016) : vineyard register (customs); - arboriculture (2015 and 2018): 2012 orchards inventory; - vegetable crops (2018): CAP graphic parcel register and farms specialized in vegetable production according to the SIRUS directory (national statistical institue directory which contains all the trade units and all the employing units). - arable crops (2017): CAP graphic parcel register |

|||
2.7.2. Inclusion of special territories
Guadeloupe and Martinique for bananas Guadeloupe, Martinique and Réunion for sugar cane |
|||
2.8. Coverage - Time | |||
2010-... |
|||
2.9. Base period | |||

See the attached Excel file in the Annexes. |
|||
3.4. Data validation | |||
The data are checked and validated at the beginning of the collection phase. Incompleteness controls and threshold values are used to alert and check the quality of the data. Controls in the data entry software, used to collect the questionnaires, make it possible to check the dose provided by each phytosanitary product in comparison with the reference dose at the time of registration. This controls also check the consistency between the targets and the crop protection products used.

|||
3.4.3. Specification target of data validation
3.5. Data compilation | |||
Initial weights are determined by methodologists. After collection, non-response adjustment is applied. Then, final weights are calibrated on the metropolitan national surface of the considered crop (overseas surface for sugar cane and banana). |

5.3.1. Data completeness - rate
Not applicable for Pesticide Use Statistics because in this data collection, there is no target on the number of data. Member States are asked to collect data on representative crops without stipulating the number of crops. |
|
|||
6.1. Accuracy - overall
Errors on the commercial product used are possible especially as there are several products with very similar trade names. However, this type of non-measurable error does not necessarily imply an error in the quantification of the active substances provided. Some errors in quantity of active substance may be due to an incorrectly filled out part of the treated area (especially with regard to herbicides). In addition, when the plot is not treated entirely, there may be confusion between the dose applied only to the treated area or and the overall dose per hectare. But the data is collected on Tablet PCs ; minor and major checks are defined, which increases the quality of data entry and limits outliers. Calculation tools are also embedded in the application, such as per-hectare dose calculations for the information given to the plot by the farmer. |

|||
8.2. Comparability - over time
Not applicable for Pesticide Use Statistics, because it is not based on time series. |
|||
8.2.1. Length of comparable time series
Not applicable for Pesticide Use Statistics, because it is not based on time series. |
|||
8.3. Coherence - cross domain
Comparisons between the quantities used and the quantities sold have been carried out on some active substances. The data do not match for glyphosate : sales are higher than use. But this can be explained because glyphosate uses are not restricted to agriculture. For ohter herbicides, quantity used for arable land crops in 2017 and viticulture in 2016 corresponds to 80% of the average sales on 2016 and 2017. Further comparison works will be carried out. |
|||
8.4. Coherence - sub annual and annual statistics
Not applicable for Pesticide Use Statistics, because the data collection is based on a five-year period. |
|||
8.5. Coherence - National Accounts
Not applicable, because it has no relevance for national accounts. |
|||
8.6. Coherence - internal
A good internal coherence of the data was ensured due to the harmonised classification of pesticides and crops. |

Spread over the reference period (5 years), the preparation and follow-up of surveys by their respective managers represents 4 full-time equivalents for one survey. In the regions, the burden for a survey is estimated at 15 full-time equivalents (excluding interviewers). The cost of the 5 surveys carried out during the reference period is approximately 6,400,000 euros. The burden on the respondent is approximately between 1 and 1.5 hour. |
