2.1. Data description

Collection of data pursuant to REGULATION (EC) No 1185/2009 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 25 November 2009 concerning statistics on pesticides, ANNEX II, STATISTICS ON AGRICULTURAL USE OF PESTICIDES.

The pesticide survey in Bulgaria in 2012 was a sample survey conducted in compliance with the requirements of Regulation (EC) No 1185/2009. The aim of the survey is to obtain current and reliable information on the quantities of active substances used in agriculture.

2.1.1. Main characteristics of statistics

The data is comprehensive and covers the whole country. The selection of crops takes into account the most relevant crops for the national action plan. The selection is designed to be representative of the crops cultivated in the Member State and of the substances used. The crops covered by the statistics are wheat, barley, maize for grain, sunflower, rape crop year 2018, covering 75% of the arable land in Bulgaria and 52% of the UAA in Bulgaria.

2.2. Classification system

The classification used for pesticides corresponds to Annex III of Regulation (EC) No 1185/2009 (http://data.europa.eu/eli/reg/2009/1185/2017-03-09) of the European Parliament and of the Council.
The classification system for crops derives from the Annual crop statistics Handbook 2019 (https://ec.europa.eu/eurostat/cache/metadata/Annexes/apro_cp_esms_an1.pdf).

The data reported are the quantity of each active substances listed in Annex III of Regulation 1185/2009 contained in plant protection products used on a selected crop, expressed in kg.

The main sample was selected of population of holdings in IACS ’2018 - wheat, barley, corn for grain, rapeseed and sunflower from which a sample of farms was drawn up. The sample was selected at the level of statistical region. A different number of interviews is filled in for each farm depending on whether it grows any of the listed 5 crops in separate statistical regions.

Data is entered at district level in data entry application, where a set of minimum controls at entry and queries for individual and aggregated data are laid. Individual data are checked for completeness and coherence by a serie of logical and mathematical controls. The individual data is checked through series of logical and mathematical controls. The completeness of the records is checked for the obligatory fields of the questionnaire. The completeness of the units from the list to be surveyed is also checked.

Tools used for data validation:

- manual for interviewers;

- online computer system.

Validation is done at district (local collection centre) and central level (final collection centre) of the MAFF.

According to Regulation 1185/2009 the five most important crops (with the biggest area or 75% of arable land) have been chosen in order  to limit the error coverage, low level measurement error and low level of processing error (data gathered on paper questionnaires and followed by manual data entry in the programm). The selection of holdings for observation came from a list provided by the IACS that contained holdings growing the observed five crops in the year of observation.

6.3.2. Measurement error

Measurement errors were mostly detected by control in the computer module or by the additional monitoring of the data at central level. When errors were discovered the regional experts and the surveyors contacted the holder for data clarification and data correction.

6.3.3. Non response error

If the holder was not available during the first visit, the surveyors were to re-arrange another visit by specified date and time. For this purpose they were supplied with telephone contacts. The questionnaires with inconsistent or missing answers were returned to surveyors for follow up interviews or data clarification by phone.

This is as a result of the survey on agricultural use excluding:

2. The quantities and pesticides products applied in domains such as forest, railroad transport, public parks and gardens and other public sites.
