Data are conformed to the requirements of the REGULATION (EC) No 1185/2009 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 25 November 2009 concerning statistics on pesticides According to the article 16 of Plant Protection Products Act (ZFfS-1) pesticides products sold in wholesale on the domestic market are yearly reported to the Administration for Food Safety, Veterinary Sector and Plant Protection (UVHVVR). There quantities of active substances are calculated according to their shares in the products sold. The same article regulates the use of those data at the Statistical office of the Republic of Slovenia (SURS) to produce official statistics. Before 2011 data were taken over but published only aggregated at the level of major groups based on custom declaration (slight differences in classification). |

The data set comprises the annual sales of active substances contained in plant protection products placed on the national market for one calendar year according to the Regulation (EC) No 1185/2009 as amended by Commission Regulation (EU) 2017/269 of 16 February 2017 as regards the list of active substances. |

Sources and methods of data collection The source of data are the administrative records on the plant protection products market of the Administration for Food Safety, Veterinary Sector and Plant Protection (UVHVVR). The UVHVVR provides to SURS data at the level of individual active substance in the frame of the survey Pesticide sale. Definitions The Regulation 1185/2009 deals with the pesticides which are plant protection products; however, it is expected that biocide products will become part of this regulation once the first evaluation of active substances in biocide products is available. Active substance is a substance in the plant protection product which is biologically active and serves to achieve the intention, while non-active substances help to formulate the plant protection product. Fungicides are products for the extermination of fungi provoking vegetal diseases, including bactericides for extermination of microbes. Herbicides are products for the extermination of weeds or undesirable plants in general. Insecticides are products for the extermination of insects, including acaricides for the extermination of mites. Molluscicides are products for the extermination of snails. Plant growth regulators are natural or synthetic chemicals that are sprayed or otherwise applied to a seed or plant in order to alter its characteristics. Other plant protection products include mineral and vegetal oils, soil sterilants, rodenticides for the extermination of rodents, disinfectants and all other plant protection products. |

Data is collected from a single administrative source (UVHVVR). UVHVVR collects this data according to Plant Protection Products Act (ZFfS-1) for purposes of monitoring wholesale quantities of active substances in plant protection products. Data is reported by wholesale companies to UVHVVR and contains quantites (kg) of plant protection products sold to retailers within annual timeframe as main variables. |

Acquisition of data is done by UVHVVR by means of gathering sale reports of PPP (Plant protection products) sold from wholesalers. Data is then recalculated to show only the quantity of active substance. Wholesalers face €1500 - €5000 fine if they fail to report their data upon request. Deadline for reports for previous reference year is 31 March. |

No additional operations are needed. All calculations are performed by UVHVVR. UVHVVR extracts quantities of active substances from wholesalers reports and sorts them into chemical classes. |

Data give a total coverage of what is sold in wholesale in SI in the related year (pesticides sold according to the permits of plant protection products use in emergency situations are included). However, quantities that individual farmers bought abroad are not taken into account. The week point is that these data can not be disaggregated to lower territorial units as they don't allow any conclusion on where the retail and actual use occurs. In general data on the amount of active substances sold are used for various analysis. Most often they are used as a proxi of active substances used in agriculture, like the European Environment Information and Observation Network (EIONET) indicator: Consuption of pesticides (http://kazalci.arso.gov.si/en/content/consumption-pesticides-2). |

Data collected are conform to all demands of the REGULATION (EC) No 1185/2009 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 25 November 2009 concerning statistics on pesticides regarding pesticides sale and are published on the level of chemical classes. Users on the other hand demand for: - spatial breakdown of data; data on pesticide sale are based on administrative data of the Administration of the Republic of Slovenia for Food Safety, Veterinary Sector and Plant Protection upon the wholesale, so the precise location of sale to the final user can not be defined - hierarchical breakdown, i.e data on the level of active substances; according to the ECONOMIC INTEREST ASSOCIATION OF MANUFACTURERS, DISTRIBUTORS AND REPRESENTATIVES OF PHYTOSFARMING MEANS, these data could be published with a 3 years delay, but not before the National Statistical Officie defines the similar strategy for all protected data in all surveys. In general data on the amount of active substances sold are used for various analysis. Most often they are used as a proxi of active substances used in agriculture. According to the REGULATION (EC) No 1185/2009 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 25 November 2009 concerning statistics on pesticides , Slovenia has 2 sets of data on pesticides use in agriculture (2014 and 2017) and they are published on the level of active substances. Still users relay on sale data because they are yearly data. |

The production of pesticides sales statistics at the Statistical office of the Republic of Slovenia is estimated as 0,25man/year. |
