2.1. Data description

Authorisation holders are obliged to supply data on the exact amount of product placed on the Swedish market. We have automated the data collection. Authorisation holder logs in via our web portal and reports the product's quantities and sales values. The amount active substance is calculated based on this information and the concentration of that active substance given as a condition in the authorisation. The different forms of an active substance are then recalculated to be comparable to the approved form. The most common recalculation is from the salt form of an active substance to the equivalent amount acid.

2.2. Classification system

The classification of the active substances in plant protection products is annexed (Annex III) to Commission Regulation (EU) 2017/269 of 16 February 2017 amending Regulation (EC) No 1185/2009 of the European Parliament and of the Council concerning statistics on pesticides.

The active substances are classified according to chemical and functional similarity. Aggregation levels in descending order comprise: major groups, categories of products, chemical classes and active substances.

2.3. Coverage - sector

The statistics cover the wholesale and retail trade sector operating in placing plant protection products on the market.

All authorisation holders of plant protection products report the quantity of all active substances that are placed on the market nationally (incl. import and export data).

2.4. Statistical concepts and definitions

This data collection comprises pesticide sales data based on the term 'placing on the market' as defined in Regulation (EC) No 1107/2009 of the European Parliament and of the Council of 21 October 2009 concerning the placing of plant protection products on the market. The scope of the Regulation covers plant protection products and their active substances as can be seen from the key terms of the act immediately below:

 

Plant protection products: products consisting of or containing active substances, safeners or synergists, and intended for one of the following uses:

  • protecting plants or plant products against all harmful organisms or preventing the action of such organisms, unless the main purpose of these products is considered to be for reasons of hygiene rather than for the protection of plants or plant products;
  • influencing the life processes of plants, such as substances influencing their growth, other than as a nutrient;
  • preserving plant products, in so far as such substances or products are not subject to special Community provisions on preservatives;
  • destroying undesired plants or parts of plants, except algae unless the products are applied on soil or water to protect plants;
  • checking or preventing undesired growth of plants, except algae.

 

Active substances: substances or micro-organisms, including viruses, having general or specific action against harmful organisms or on plants, parts of plants or plant products.

 

Quantity: implies kilograms of the active substances sold.

 

Regulation (EC) No 1185/2009 of the European Parliament and of the Council establishes a common framework for the systematic production of Community statistics on the placing on the market and agricultural use of those pesticides which are plant protection products as defined in Article 2 (a)(i). The statistics shall apply to the annual amounts of pesticides active substances placed on the market in accordance with Annex I and the quantity of active substances shall be aggregated according to the list in Annex III (as amended).

Our national regulation KIFS 2008:3 comprises requirements for packaging and labelling and information about bans on the sale and use of substances that are and are not permitted to be included in pesticides or biocidal products. The Swedish Chemicals Agency's collection of data applies to all pesticides that have been approved during the previous year. If a company holds an approval or a parallel trading permit for a pesticide, the company must annually report quantity information and sales values ​​for them to KemI's Product Register.
At the same time as the quantity information is submitted, the user category is also stated. The five user categories are Agriculture, Forestry, Fruit and Garden, Industry and Household. The groups Agriculture and Forestry refer to agents that are used against pests and weeds in cultivation, for example herbicides or fungicides. Fruit and Garden primarily refers to professional use. The Industry group includes agents used in industrial processes, such as wood preservatives for pressure and vacuum impregnation and sludge control agents, but also agents against vermin and pests that may only be used professionally by decontamination companies. The household consumption group includes such products that are used for private consumption, e.g. wood preservatives, antifouling paints for leisure boats, pesticides and pests, mosquito repellents and home garden remedies.

 The National Pesticides Regulation KIFS 2008:3 saying that: Anyone who at any time during a calendar year has held a product approval for a plant protection product, an approval for a biocidal product or an approval issued in accordance with the Ordinance (2000: 338) on biocidal products containing nematodes, insects or arachnids or the Ordinance (2006 : 1010) on plant protection products containing nematodes, insects or arachnids, must submit quantitative information to the Swedish Chemicals Agency. The same applies to a holder of a parallel marketing authorization for a plant protection product in accordance with Article 52 of Regulation (EC) No 1107/2009. The information shall, as far as possible, report: 1. how much of the pesticide has been transferred for use in the Swedish market, with the addition of what the holder himself has used of the agent in Sweden, 2. a rough estimate of how the use of the product is distributed between agriculture, forestry, commercial fruit and horticulture, industry and household consumption (KIFS 2017: 10). The authorisation holders are obliged to give the information. We have automated the data collection. Authorisation holder logs in via our web portal and reports the product's quantities and sales values, before a fixed date. The deadline for authorisation holders to make the annual report is 28 of February of the following year.

Trends are checked and other than small deviation will be double checked – both primary data and calculated data. The authorisation holder may also be contacted.

3.5. Data compilation

Different chemical forms of an active substance can be authorised. The equivalent amount to the approved substance is calculated. The procedure for summing active substances into new variables ( hierarchical classes such as main groups, product categories, chemical classes) is done manually by administrators. The missing data is supplemented by contacting  the authorisation holders. We never have a problem  according to no response from the authorization holders. If we find any discrepancies, then we contact the authosisation holders and double check the data information they have reported. All data comes from one source via the Swedish Chemicals Agency's web portal.

5.1. Relevance - User Needs

Swedish official statistics on active substances in all types of pesticides, both plant protection products and biocial products, is published each year from mid 1980ties. The data published may be downloaded from the web: https://www.kemi.se/en/statistics/quantities-of-sold-pesticides . In order to be able to sell or use a pesticide in Sweden, it must be reviewed and approved by The Swedish Chemicals Agency. Depending on the pesticide classification, a competency training may also be required to use the pesticide. About the needs: Clearer distribution of use, e.g. between different parts of the country, between different production orientations and systems. Utilization of new technology for computer-based plant cultivation programs, diversified field treatment (GIS) or safer replenishment technology, etc. The main useres of the statistics are companies, business organizations, researchers, institutions and other authorities both within Sweden and within the EU. They need more open and accessible statistics in order to use numbers in their calculations.

If a company is the holder of an approval or a parallel trade permit for a pesticide, the company must, according to Statistics Regulation 1185/2009, annually report the quantity data and sales values for them to the Swedish Chemicals Agency's Product Register. Responsibility for revision of chemical products and goods is shared between several authorities. This is partly due to whether the company manufactures or imports the product or product and whether they use it themselves or resell it. In practice, this can mean that a company is supervised by several different authorities. Pesticides sold and used in Sweden should generally be approved by the Swedish Chemicals Agency. The company applying for the approval of a pesticide must show that the product does not present unacceptable risks to human health or the environment when used. According to the Regulation (EC) No 1185/2009, the data is published by Eurostat 15 months after the end of the reference year and the national quality report 20 months after the end of the reference year.

The Swedish Chemicals Agency produces chemical statistics that should be accessible to everyone, but the statistics and other withdrawals from the product register are always checked for privacy.The principle of publicity is a fundamental principle of Swedish state law and means that the public and the media are entitled to access to the activities of the state, municipalities and county councils. The principle of publicity means, among other things, that the activities of the government and other authorities should be open as far as possible. In one of our constitutions, the Freedom of the Press Ordinance, there are provisions on the public's right to access public documents. This right is an expression of the principle of publicity. This means that anyone can read the authorities' documents to the extent that they are not covered by confidentiality. In Chapter 24 Section 8 of the Public and Privacy Act states: https://www.riksdagen.se/sv/dokument-lagar/dokument/svensk-forfattningssamling/offentlighets--och-sekretesslag-2009400_sfs-2009-400 , among other things. following. "Confidentiality applies in such special activities of an authority that relates to the production of statistics for information relating to an individual's personal or financial circumstances and which can be attributed to the individual".
Therefore, in order for the information to be disclosed and to be included in the chemical statistics, it is necessary that the holders concerned have consented to publish the quantity data. When reporting the amount information, there is a question in the form where the holders can check if they allow the confidentiality to be waived. If the holders do not want to give up the confidentiality, the Swedish Chemicals Agency cannot publish the information in accordance with Chapter 24. Section 8 of the Public and Privacy Act. This means that such information is dotted in tables where individual active substances are reported, but that the amounts are included in the reporting of total quantities of active substance.
