The data set comprises the annual sales of active substances contained in plant protection products placed on the national market for one calendar year according to the Regulation (EC) No 1185/2009 as amended by Commission Regulation (EU) 2017/269 of 16 February 2017 as regards the list of active substances.

Republic of Croatia assumed the obligation to submit statistical data on pesticides according to Regulation (EC) 1185 / 2009 of the European Parliament and the Council on the day of accession to the EU on 1th July 2013. According of that the Republic of Croatia adopted the Act on the Sustainable Use of Pesticides 14/2014 which brings national action plan of the requirements and maintaining data collections and keeping records on the sale of pesticides.

2.2. Classification system

The classification of the active substances in plant protection products is annexed (Annex III) to Commission Regulation (EU) 2017/269 of 16 February 2017 amending Regulation (EC) No 1185/2009 of the European Parliament and of the Council concerning statistics on pesticides.

The active substances are classified according to chemical and functional similarity. Aggregation levels in descending order comprise: major groups, categories of products, chemical classes and active substances.

2.3. Coverage - sector

The statistics cover the wholesale and retail trade sector operating in placing plant protection products on the market.

All authorisation holders of plant protection products report the quantity of all active substances that are placed on the market nationally (incl. import and export data).

2.4. Statistical concepts and definitions

This data collection comprises pesticide sales data based on the term 'placing on the market' as defined in Regulation (EC) No 1107/2009 of the European Parliament and of the Council of 21 October 2009 concerning the placing of plant protection products on the market. The scope of the Regulation covers plant protection products and their active substances as can be seen from the key terms of the act immediately below:

 

Plant protection products: products consisting of or containing active substances, safeners or synergists, and intended for one of the following uses:

  • protecting plants or plant products against all harmful organisms or preventing the action of such organisms, unless the main purpose of these products is considered to be for reasons of hygiene rather than for the protection of plants or plant products;
  • influencing the life processes of plants, such as substances influencing their growth, other than as a nutrient;
  • preserving plant products, in so far as such substances or products are not subject to special Community provisions on preservatives;
  • destroying undesired plants or parts of plants, except algae unless the products are applied on soil or water to protect plants;
  • checking or preventing undesired growth of plants, except algae.

 

Active substances: substances or micro-organisms, including viruses, having general or specific action against harmful organisms or on plants, parts of plants or plant products.

 

Quantity: implies kilograms of the active substances sold.

 

Regulation (EC) No 1185/2009 of the European Parliament and of the Council establishes a common framework for the systematic production of Community statistics on the placing on the market and agricultural use of those pesticides which are plant protection products as defined in Article 2 (a)(i). The statistics shall apply to the annual amounts of pesticides active substances placed on the market in accordance with Annex I and the quantity of active substances shall be aggregated according to the list in Annex III (as amended).

3.1.3. Main characteristics of source data

The Ministry of Agriculture collects data and information of sale of pesticides by Phytosanitary Information System (FIS).Data are collected annually and all active substances in pesticides sold in wholesale in Croatia are covered. 

Phytosanitary Information System (FIS) is a software application designed, developed and implemented with the aim of improving operational efficiency and establishing Information and Communications Technology (ICT) as a support system for all business processes, registers and databases necessary to perform daily tasks of employees of the Phytosanitary Policy Sector  in accordance with users’ needs, EU, international and national requirements and standards and is part of the information system of the Ministry of Agriculture in Croatia.

The Ministry of Agriculture has approved direct access to the FIS database and data on the active substance  are available to responsible persons in Croatian Bureau of statistics (CBS) and can be downloaded anytime.

No additional operations are needed. The electronic system don't make any computation of aggregates or conversion of unit.

In any case iti is necessary to clarify the reasons for a revision (mistake in data source or calcualtions or due to the unexpected changes in the methodology or data sources).

The information is provided in the Ordinance on Conditions and Terms of Using Confidential Data for Scientific Purposes (Official Gazette, No. 137/13) which defines in detail conditions, modalities and measures for protecting confidential information (research proposal submitted by independent researchers or research entities referred to in Article 2 of the Ordinance; access to confidential data on the basis of research proposals submitted and approved; confidential declaration has to be signed by any individual researcher using confidential data; special contract has to be concluded inter CBS and independent researcher or research entity; access to confidential data may be granted only for the period of the duration of the research project, max 5 years; obligations for taking all legal, administrative, technical and organisational safeguards of the confidential data for scientific purpose which have been granted; confidential data must be destroyed when the research project is finished; after expiry of the research project, the researchers or research entity are obliged to provide CBS with references to all reports that have been produced using the data; termination access to data etc.).

According to Article 41 of the Official Statistics Act (Official Gazette, No 103/03; 75/09, 59/12, and 12/13 - consolidated version), Croatian Bureau of statistics (CBS) has the right to use all administrative data sources free of charge while the holders of administrative data have to make this data available in accordance with the CBS request, free of charge.

The statistical confidentiality of  Croatian Bureau of statistics (CBS) is regulated in Chapter IX Confidentiality and protection of statistical data, Articles 59-66 of Official Statistics Act (Official Gazette, No 103/03; 75/09, 59/12, and 12/13 - consolidated version). In accordance to these articles, statistical data on legal and natural persons, if these data can directly or indirectly be related to legal or natural persons shall be considered statistically confidential, may only be used for statistical purposes, and shall be expressed in aggregate form.
