Main characteristics

2.1.1 Describe shortly the main characteristics of the statistics  

The Economic Accounts for Agriculture (EAA) provide detailed information on income in the agricultural sector. The purpose is to analyse the production process of the agricultural industry and the primary income generated by this production. The accounts are therefore based on the industry concept. The EAA accounts are detailed data on value of output (producer prices and basic prices), intermediate consumption, subsidies and taxes, consumption of fixed capital, rent and interests, capital formation etc. The values are in current as well as in constant prices. Agricultural Labour Input (ALI) and Unit Values (UV) are an integrated part of the overall concept of Economic Accounts for Agriculture.

2.2. Classification system

The EAA is an integral part of the European system of accounts and therefore for their compilation the Eurostat's general classification of economic activities, NACE Rev. 2, is used.

2.3. Coverage - sector

EAA cover the Agricultural sector.

2.4. Statistical concepts and definitions

One of the principal objectives of the EAA is to measure agricultural income and changes therein.
The three agricultural income indicators can be described as follows:
Indicator A: index of the real income of factors in agriculture per AWU
Indicator B: index of real net agricultural entrepreneurial income, per non-salaried AWU
Indicator C: net entrepreneurial income of agriculture

2.5. Statistical unit

In order to analyse flows generated by the production process and the use of goods and services, it is necessary to select units which emphasise relationships of a technico-economic kind. This requirement means that as a rule institutional units must be partitioned into smaller and more homogeneous units with regard to the kind of production. Local kind-of-activity units (local KAUs) are intended to meet this requirement as a first but practically-oriented operational approach

The agricultural holding, which is the unit currently used for statistical studies of agriculture (censuses, surveys of the structure of agricultural holdings), is the local KAU most appropriate to the agricultural industry.In addition to agricultural holdings, the agricultural industry comprises units made up of groups of producers (e.g. cooperatives) which produce wine and olive oil and specialised units which provide machines, material and labour for the performance of contract work.

OUTPUT CHECKS: usable output - consumption, stock checks check of the balance of quantity (i.e. Does production generation = use of production?),  checks whether the ending stocks of the previous year are similar with the initial stocks of the current year, checks of a price for a use position, this consistency check that presumes that all primary data should be positive values - the reason for such mistakes is often the use of residuum values;                                

INPUT CHECKS: columns check of the figures for product balances edited (within a selected time frame) for:
- Losses
- Intra-unit consumption (seeds, feeding stuffs and other)
- Sales to other agricultural units
If there are no figures edited for input in the sheet “primary data”, OPAL automatically calculates the sales to other agricultural units, namely:
- Sales to other agricultural units of cereals, protein crops, oil seeds and oleaginous fruits, forage plants and potatoes to input position "Feedingstuffs supplied by other agricultural holdings" (cell D1139)
- Sales to other agricultural units of seeds to input position "Seeds and planting stocks supplied by other agricultural holdings" (cell D1094)
- Sales to other agricultural units of other products to "Other goods and services supplied by other agricultural holdings"(cell D1160).
Important:  If there is data edited for the input positions mentioned then the figures for “Sales to other agricultural units” are of priority. This means that in case of inconsistencies, the input values are calculated by keeping the given proportions between the input positions similar (scaling of entered data on inputs). If there is only data for one input position edited, then 100 % of the “sales to other agricultural units” is put to this position.
  If the input data must remain as initially entered by the user (rather than using the OPAL calculations), then this is also possible. In this case, OPAL will continue calculating with the values out of the product balance and record differences in the sheet “input check”. This also holds for the data on losses and intra-unit consumption.

The set of procedures employed to modify statistical data to enable it to conform  to national standards like TRAMO-SEATS, ARIMA... were not used. There were used the methodological adjustments in the case that national data not require the EAA methodology.

One month before the reference period - the first EAA estimate is compiled and published at the beginning of December. The first estimate based on the available crop production data, the majority of the data are not available at this time and has to be estimated.

Comparison of the data on subsidies and capital transfers with the Agricultural institute. Discussion of the content of subsidies in the period when the new measures of the agricultural policy are introduced. No considerable differences since the good relations and regular transmission of the data from Agency for Agricultural Markets and Rural Development.
Usually there are no considerable differences - the differences can be explained with the using of the different methodology or taking into account the different principles (like paid instead of accrual)

11.1.3 Describe the data confidentiality policy in place

The National Statistics Act (hereinafter the ZDSta) stipulates within fundamental principles of national statistics in Article 2 that “national statistics shall be implemented on the principles of … confidentiality …”. The principle is concretised in further provisions of the ZDSta, while for explanation one can turn to some international documents.

11.2. Confidentiality - data treatment
11.2.1 Describe the procedures for ensuring confidentiality during dissemination

The ZDSta stipulates that security of data collected through the programme of statistical surveys includes technical and organisational measures and other appropriate logical and technical procedures which provide security of rooms and computer equipment, security of data transmission and transfer, prevention of access of unauthorised persons to the equipment for data processing, which would enable subsequent finding of how and when the data were processed, by whom and for what purpose. Procedures and measures under the previous paragraph are established by the Head of Office in accordance with law.
