Main characteristics

2.1.1 Describe shortly the main characteristics of the statistics  

The Economic Accounts for Agriculture (EAA) provide detailed information on income in the agricultural sector. The purpose is to analyse the production process of the agricultural industry and the primary income generated by this production. The EAA accounts are detailed data on value of output (producer prices and basic prices), intermediate consumption, subsidies and taxes, consumption of fixed capital, rent and interests, capital formation etc. The values are in current as well as in constant prices. Agricultural Labour Input (ALI) and Unit Values (UV) are an integrated part of the overall concept of Economic Accounts for Agriculture.

2.2. Classification system

The EAA is an integral part of the European system of accounts and therefore for their compilation the Eurostat's general classification of economic activities, NACE Rev. 2, is used.

2.3. Coverage - sector

EAA cover the Agricultural sector.

2.4. Statistical concepts and definitions

One of the principal objectives of the EAA is to measure agricultural income and changes therein.
The three agricultural income indicators can be described as follows:
Indicator A: index of the real income of factors in agriculture per AWU
Indicator B: index of real net agricultural entrepreneurial income, per non-salaried AWU
Indicator C: net entrepreneurial income of agriculture

2.5. Statistical unit

In order to analyse flows generated by the production process and the use of goods and services, it is necessary to select units which emphasise relationships of a technico-economic kind. This requirement means that as a rule institutional units must be partitioned into smaller and more homogeneous units with regard to the kind of production. Local kind-of-activity units (local KAUs) are intended to meet this requirement as a first but practically-oriented operational approach

2.6. Statistical population

The agricultural holding, which is the unit currently used for statistical studies of agriculture (censuses, surveys of the structure of agricultural holdings), is the local KAU most appropriate to the agricultural industry. In addition to agricultural holdings, the agricultural industry comprises units made up of groups of producers (e.g. cooperatives) which produce wine and olive oil and specialised units which provide machines, material and labour for the performance of contract work.

3.1. Source data

Overall summary

3.1.1 Total number of different data sources used

The EAA is based on NA-data (the "Aggregated account for agriculture"). The "Aggregated account for agriculture" is calculated yearly by the "Budget committee for agriculture" (BCA) and is the basis for the yearly agricultural negotiations between the state and farmers unions. The BCA is made up og representatives from state, farmers unions and other neutral parts.

The NA-data for agriculture is supplemented by the "Account for reindeerproduction" and "Account for forestry".

The sources for the "Aggregated account for agriculture" is based on data from Statistics Norway, Norwegian Agriculture Agency, other public bodies connected to agriculture and food administration, national FADN-data, farmers buying and selling cooperatives and several other companies and firms involved in agricultural business.

In total, there is about 120 different data-sources connected to the yearly calculation of the "Aggregated account for agriculture".

 

The breakdown is as follows:

Statistics Norway, Norwegian Agriculture Agency and Norwegian Food Safety Authority are the main contributors of public administrative data.

The most important among commercial administrative data sources are:

TINE (milk-marketing cooperative), Nortura (meat and egg-marketing cooperative), FK Agri and Felleskjopet Rogaland-Agder (grain-marketing and purchasing cooperatives), Honningsentralen (honey-marketing cooperative), Norges pelsdyralslag (fur-marketing cooperative)

It is carried out by sending requests for data information (to the annual NA) to about 120 respondents.

- the secretariat working out the calculations/data

- control of data and calculations by others in the secretariat

- the members of the "Budget Committee for Agriculture" (the committee responsible for the calculations)

The Budget Committe for Agriculture is responsible for working out the NA ("national EAA-data"). There is no law regulating this. The formal basis for the calculations/data is an agreement between the state and farmers unions. The NA-data worked out is the basis for the yearly negotiations between state and farmers unions.

The peer review however, gave moments to take into concideration.
