Main characteristics

2.1.1 Describe shortly the main characteristics of the statistics  

 

The Economic Accounts for Agriculture (EAA) provide detailed information on income in the agricultural sector. The purpose is to analyse the production process of the agricultural industry and the primary income generated by this production. The accounts are therefore based on the industry concept. The EAA accounts are detailed data on value of output (producer prices and basic prices), intermediate consumption, subsidies and taxes, consumption of fixed capital, rent and interests, capital formation etc. The values are in current as well as in constant prices. Agricultural Labour Input (ALI) and Unit Values (UV) are an integrated part of the overall concept of Economic Accounts for Agriculture.

The Croatian Bureau of Statistics performs  official statistics activities in line with the provisions of the Official Statistics Act (Official Gazette, No 12/2013 – consolidated text). Its regular statistical surveys are based on the Programme of Statistical Activities of the Republic of Croatia 2018 – 2020 (the Official Gazette No. 31/18) and the Annual Implementation Plan of Statistical Activities of the Republic of Croatia.

The Regulation  EC No 138/2004 of the European Parliament and of the Council of 5 December 2003 on the economic accounts for agriculture in the Community (OJ L33, 05.02.2004) sets the legal basis for establishing a harmonized methodology for the compilation of the EAA. The regulation has been amended by Regulations 306/2005; 909/2006, 212/2008 (212/2008 relates to data from 2010) and 1350/2013.

Provision of unit values as well as provision of regional data  is based on Gentlemen's agreement. Regions are defined according the NUTS as in list of Regions NUTS 2013 used for EAA regional data.

2.2. Classification system

The EAA is an integral part of the European system of accounts and therefore for their compilation the Eurostat's general classification of economic activities, NACE Rev. 2, is used.

2.3. Coverage - sector

EAA cover the Agricultural sector, according Nace Rev 2. The production of wine and olive oil (exclusively using grapes and olives grown by the same holding) and agriculatural contract work are also included.

2.4. Statistical concepts and definitions

One of the principal objectives of the EAA is to measure agricultural income and changes therein.
The three agricultural income indicators can be described as follows:
Indicator A: index of the real income of factors in agriculture per AWU
Indicator B: index of real net agricultural entrepreneurial income, per non-salaried AWU
Indicator C: net entrepreneurial income of agriculture

 

Agricultural production equals the sum value of output of crops, animals, agricultural services and the value of inseparable non-agricultural secondary activities.
Intermediate consumption is the value of inputs used for agricultural production. It is valuated at purchase prices.
Gross value added at basic prices equals the agricultural production at basic prices less intermediate consumption at purchase prices.
Net value added at basic prices equals agricultural production at basic prices less fixed capital consumption.
Factor income equals net value added less taxes on production plus other subsidies on production.
Net operating surplus/mixed income equals factor income less compensations of employees.
Net entrepreneurial income equals net operating surplus/net mixed income less paid rents and interest plus received interest that refers exclusively to agricultural production.
Agricultural labour input comprises all persons and employees who work as salaried or non salaried labour force on typical agricultural jobs in agricultural industry. It is measured by annual work units.

2.5. Statistical unit

In order to analyse flows generated by the production process and the use of goods and services, it is necessary to select units which emphasise relationships of a technico-economic kind. This requirement means that as a rule institutional units must be partitioned into smaller and more homogeneous units with regard to the kind of production. Local kind-of-activity units (local KAUs) are intended to meet this requirement as a first but practically-oriented operational approach

Economic accounts in agriculture cover the whole agricultural production by both private family farms and legal entities and tradesmen.
 Statistical units are legal entities and parts thereof as well as tradesmen classified into section A Agriculture, hunting and fishing, division 01  and private family farms.

Private family farm is an economic unit of a household that is engaged in agricultural production.

2.6. Statistical population

The agricultural holding, which is the unit currently used for statistical studies of agriculture (censuses, surveys of the structure of agricultural holdings), is the local KAU most appropriate to the agricultural industry.In addition to agricultural holdings, the agricultural industry comprises units made up of groups of producers (e.g. cooperatives) which produce wine and olive oil and specialised units which provide machines, material and labour for the performance of contract work.

 

The economic accounts for agriculture cover the overall agricultural production (the production on private family farms and at business entities), which, according to the National Classification of Activities 2007. – NKD 2007., which is in line with te NACE Rev.2,  includes Section A Agriculture, forestry and fishing. The processing of grapes and olives on own holding is also included (the output of inseparable non-agricultural secondary activity) as well as agricultural contract work.

The  revision of EAA data was done for 2013-2015. The main purpose of the revision was to adjust the EAA calculations to the European System of National Accounts – ESA 2010, and to other European and national regulations, and to improve the quality of existing estimates and calculations based on the methodological revision.

Work on the backward calculations of 2005-2012 is on-going, and the results will be available at the  end of October, 2018 in PC AXIS database on the CBS web page.
