2.1.1 Describe shortly the main characteristics of the statistics  

The Economic Accounts for Agriculture (EAA) provide detailed information on income in the agricultural sector. The purpose is to analyse the production process of the agricultural industry and the primary income generated by this production. The accounts are therefore based on the industry concept. The EAA accounts are detailed data on value of output (producer prices and basic prices), intermediate consumption, subsidies and taxes, consumption of fixed capital, rent and interests, capital formation etc. The values are in current as well as in constant prices. Agricultural Labour Input (ALI) and Unit Values (UV) are an integrated part of the overall concept of Economic Accounts for Agriculture.

Additional comments on data description

The Economic Accounts for Agriculture are compiled on the basis of Regulation (EC) No. 138/2004 of the European Parliament and Council on the Economic Accounts for Agriculture in the Community as amended. There is no specific national regulation regarding EAA compilation. Agricultural and forestry accounts are, however, enumerated in Schedule II of the Federal Act on Federal Statistics (Federal Statistics Act 2000) BGBl. I No 163/1999 (as last amended by BGBl. I No 136/2001BGBl. I No 71/2003BGBl. I No 92/2007, BGBl. No 125/2009BGBl. I No 111/2010 and BGBl. I No 40/2014).

The EAA is an integral part of the European system of accounts and therefore for their compilation the Eurostat's general classification of economic activities, NACE Rev. 2, is used.

One of the principal objectives of the EAA is to measure agricultural income and changes therein.
The three agricultural income indicators can be described as follows:
Indicator A: index of the real income of factors in agriculture per AWU
Indicator B: index of real net agricultural entrepreneurial income, per non-salaried AWU
Indicator C: net entrepreneurial income of agriculture

2.5. Statistical unit

In order to analyse flows generated by the production process and the use of goods and services, it is necessary to select units which emphasise relationships of a technico-economic kind. This requirement means that as a rule institutional units must be partitioned into smaller and more homogeneous units with regard to the kind of production. Local kind-of-activity units (local KAUs) are intended to meet this requirement as a first but practically-oriented operational approach

The agricultural holding, which is the unit currently used for statistical studies of agriculture (censuses, surveys of the structure of agricultural holdings), is the local KAU most appropriate to the agricultural industry.In addition to agricultural holdings, the agricultural industry comprises units made up of groups of producers (e.g. cooperatives) which produce wine and olive oil and specialised units which provide machines, material and labour for the performance of contract work.

Only for few items not covered by official data information is collected exclusively for EAA purposes.

3.5. Data compilation
3.5.1 Describe the data compilation process

The compilation of the EAA is carried out as a rather permanent process that is annually repeated. The main steps of the process are the collection of input data that constitute the basis for the EAA figures, the data processing including extrapolations and models conducted to estimate missing data as well as adjustments made to the input data and finally the presentation of the EAA results. Work usually starts in September/October with the collection of input data for the first EAA estimate which is carried out in November of the current year n. To overcome data gaps inevitably existing at this point of time working group meetings for the main agricultural product groups are held. A second estimate is compiled in January of the following year n+1 taking into account newly available input data. Semi-definitive EAA data are calculated at the beginning of July n+1. These are further updated in the wake of the calculations for the following reporting year. EAA data are usually final in July n+2. However, as the latest available input data is being continually incorporated into the EAA, already completed reporting years can also be subject to revisions.

Continuous comprehensive checks are part of the compilation processs.

3.5.2 Additional comments
3.6. Adjustment

The following adjustments are made to conform to EAA standards:

Concerning data derived from the FADN such as non-agricultural secondary activities and intermediate consumption (IC): As the selection framework of the national FADN also includes small-scale forests and to avoid their duplicate recording in the EAA and the EAFMa, the extrapolated data are adjusted for the share attributed to small-scale forestry.

IC - horticulture: An upward adjustment is made for intermediate consumption in the realm of horticulture, since this activity is largely unrepresented in the national FADN. The adjustment is assessed on the basis of horticultural output according to EAA calculations and input/output coefficients derived from a FADN subsample.

IC - Agricultural Services/Other goods and services: FADN data on expenditure on transport and machinery services per hectare of reduced agricultural area are extrapolated to national level. The extrapolated values are adjusted for agricultural expenses included in the FADN item ‘transport and machinery services’ which do not constitute agricultural services according to EAA definitions. Their estimated share is deducted and recorded under item 19900 Other goods and services. Furthermore the share which can be attributed to forestry services (according to FADN data) is deducted.

GFCF in buildings: Calculations are based on FADN data. On the assumption that agricultural holdings submitting their records to FADN have higher investment rates than the average agricultural holding, the extrapolated values are adjusted by discounts (2017: 10%). 

Interest paid: Actual interest paid are adjusted to eliminate the amount of FISIM on loans (i.e. the estimated costs for FISIM on loans are substracted) and to take into account interest-rate subsidies.

Interest received: Actual interest received are adjusted to take account of the amount of FISIM on deposits, i.e. the estimated costs for FISIM on deposits are added.

Statistics Austria is managed according to the principles of Total Quality Management (TQM). This comprehensive quality strategy is concerned with quality throughout the entire organisation. Beyond the central focus on the quality of products it also comprises efficiency, qualification and motivation of staff members, as well as customer relation management and the relation to the respondents.

TQM is seen as an ongoing process with the objective of continuous improvement. Concrete projects and measures for goal achievement are defined and implemented in each of the TQM areas specified.

The Austrian Statistics Act sets one of the main focuses of the Statistics Council's work on quality assurance. A working group called Quality Assurance Committee exists, aiming at a continuous monitoring and evaluation of Statistics Austria's quality of work.

Statistics Austria developed Quality Guidelines covering the whole statistical process chain. The quality guidelines give orientation to staff for individual steps in the production process.  A further aim of the Quality Guidelines is to transfer the message to all users that Statistics Austria is striving for high quality standards, following – whenever possible - best practices for all products.

Statistics Austria uses standard documentation to provide users with information about the underlying concepts, definitions, methods used and the quality of the statistics (meta-information) in a standardised format.The introduction of this documentation, which is based on a multi-dimensional quality concept compliant with EU standards (relevance, accuracy, up-to-date nature, access, comparability, coherence), has created a basic framework for the ongoing internal and external evaluation of the quality of statistical production processes and products.

In cooperation with the Statistic Committee’s Quality Assurance Committee, feedback meetings on the quality of the various statistical products on the basis of the standard documentation are held regularly within the framework of Statistics Austria’s quality management programme.

The content and objectives of the feedback meetings concern critical examination of the quality aspects of statistics with particular consideration of the methods and processes used; identification of quality improvement potential; development of recommendations for improvement measures; and improvement of the standard documentation relating to the statistics in question, with special attention to the views of users and external experts.

Standard documentations on the EAA and the Regional Agricultural Accounts (RAA) were produced and made available on the Internet in 2009.

In cooperation with the Statistic Committee’s Quality Assurance Committee, feedback meetings on the quality of the various statistical products on the basis of the standard documentation are held regularly within the framework of Statistics Austria’s quality management programme. A feedback meeting on EAA and RAA took place in 2009. The recommendations refered mainly to the standard documentation itself, such as the clarification of the exact subject matter of the EAA, the distiction from National Accounts and the description of the basic concepts and methods. As regards possible improvements of the EAA, the inclusion of further secondary acitivities and services provided by agriculture was mentioned.

Further user needs which have been met:

  • Regarding timeliness of data provision: Semi-definitive EAA data are already compiled in July n+1 (instead of September n+1) in order to be able to provide them for the Green Report of BMNT. Regional EAA data are published already in October n+1 due to user needs of the Federal States (Bundesländer).
  • Regarding regional data below Nuts 2 level: EAA data at Nuts 3 level are caluclated at irregular intervals on behalf of BMNT.

In autumn 2017 Statistics Austria conducted a user satisfaction survey. 108 experts participated in this survey on a voluntary basis and answered via a web based questionnaire. On the one hand the survey covered institutional aspects of general importance. On the other hand users had the possibility to evaluate important quality aspects on product level such as frequency and modes of data usage, as well as the relevance and the general quality of the used data.

User consultation/contact specifically related to EAA data needs is mainly ensured by meetings with users inside and outside the statistical system and informal contact with relevant users.

In the Austrian EAA statistical revisions are carried out regularly in order to incorporate the most current information from censuses, annual surveys, administrative data sources and other sources and to implement improved calculation methods. There are two important types of revisions, namely routine revisions related to the regular data production process (e.g. estimated values for missing data are replaced by reported figures) and major revisions, due to changes in methods and sources. The latter comprise comprehensive revisions taking place at periodical intervals due to the introduction of new concepts, definitions or classifications into the accounting system.

The EAA are annual statistics that are updated several times a year. The general time table is the following:

• First estimate: publication in December of the current year n

• Second estimate: publication in February of the following year n+1

• Semi-definitive data: July n+1 (In order to comply with national requirements (Green Report of the BMNT), semi-definitive data for the preceding year is compiled already by the start of July and not in September of the following year as stipulated by Regulation (EC) No. 138/2004)

• Definitive data: July n+2

However, as currently available information from surveys with differing frequency is continually integrated into the calculation system and some statistics are only available at intervals of serveral years there are revisions also for already completed reference years. Furthermore the implementation of new data sources and improvements in the calculation methods may lead to revisions that – where necessary – are also implemented for preceding years in order to avoid discontinuities of time series.

EAA figures are compared with the results of the national FADN data as published in the yearly Green Report of BMNT. It however has to be taken into account that FADN is also used as a data source for the calculation of individual EAA variables such as intermediate consumption and some other items.

Developments in the EAA data are largely coherent with the combined developments of agricultural production and agricultural price statistics as these are used as source data for EAA compilation.

EAA and FADN results for 2017 show similar development trends. The observed discrepancies can in most cases be attributed to methodological differences.

As far as coherence between EAA and NA data for the agricultural industry is concerned, it has to be considered that the EAA is used as a data source for National Accounts. However bridge tables have to be compiled taking into account conceptual differences between the two accounting systems. The NA data for the agricultural industry therefore deviate from the EAA data.

Statistics Austria disseminates EAA data mainly via electronic publications. The data are accessible via predefined tables, extractions from STATcube database and via summary reports (available on the Internet as a pdf file containing the results and meta information). Key results of the second estimate 2017 were also made available in the form of a press release.

The response burden related to data collection for EAA is very low, as the compilation of the Austrian EAA data is mainly compiled by using other statistics and administrative sources.
