2.1. Data description

The vineyard data set includes data on the structure of vineyards in the European Union. It covers the holdings growing vines intended to produce grapes for other purposes than table grapes or growing plants for vegetative propagation of before mentioned vines and the area covered by these vines.  The data concerns the vine types, degree of specialisation of vine-grower holdings, main varieties of grapes and age of plants. Some indicators are collected at national level, others a NUTS2 level. The data are extracted from the vineyard register. The Member States, which have more than 500 ha of vines for other purpose than table grape production need to collect the data.

2.2. Classification system

The classification system used in the vineyard data has several dimensions:  type of vineyards, degree of specialisation of the holding, main varieties (> 500 ha t national level), age of plants and size classes of holdings. More information can be found in the Handbook.

2.3. Coverage - sector

Growing of grapes for other purposes than table grapes (mainly for wine, juice, raisins) (part of NACE rev.  2 classification of A01.21: growing of grapes) and plant propagation for vines (part of NACE rev.  2 classification of A01.30: plant propagation).

We used available data from the vineyard register. For the purposes of the Vineyard structure survey the information from the Register was summarized, processed and structured, as required by the Regulation (EU) № 887/2014 to fill in the tables. The filled in data concerning area under vines, broken down by designation: for production of wines with a protected designation of origin (PDO), wines with protected geographical indication (PGI) and other wines by variety, year of planting and area.

4. Quality management Top

All questions concerning the content of the vineyard register and the provision of individual data in accordance with Regulation (EU) № 1337/2011, were reviewed and discussed with experts from EAVW:

1. Tables of characteristics and parameters set out in Regulation (EU) № 1337/2011 and the technical format for data transmission on vineyards under Regulation (EU) № 887/2014 of 14 August 2014 which should be submitted to Eurostat with data from the vineyard register of Bulgaria.

2. The opportunities and options by which the necessary information can be structured and processed after completion of the wine year and data update in the register.

3. It was found that the vineyard register does not contain information about holdings with area under vines for raisins and non-classified  vineyards.

After examining the information from the Register, the experts EAVW fulfilled the following commitments:

 - Identify and provide the Agrostatistics department with the available data for individual holdings in the vineyard register, updated up to 31 July 2015;

 - Identify the location of the holdings on NUTS 2 level;

- complete the available to individual farm data in the vineyard register with the information for type of production- for the production of wines with PDO, PGI and other wines;

4.2. Quality management - assessment

   Grading  Comments
How would you describe the overall quality of the structural vineyard statistics?  Good

The vine and wine register maintains information, which complies with the requirements of the European statistical indicators of vineyards in accordance with Regulation (EC) № 1337/2011 of the European Parliament and the Council. In the vineyard register there is no reference whether vineyards are maintained on an annual basis or not. The vineyards are removed from the Register after the owner submits a declaration/application for change of use.

How would you describe the relevance of the structural vineyard statistics?  Very good

The vineyard register maintains information on the characteristics, included in the Regulation 1337/2011. The register contains information on the identification of the vineyard holding, registered according to the location of the property, on the characteristics of the vineyard parcels, as well as information regarding the certificate of origin of the wine grape, changes in the structure of the holding, the unique identification number (UIN) and information regarding the replanting rights, planting rights from the national reserve, support for restructuring and conversion and green harvesting.

How would you describe the accuracy of the structural vineyard statistics?  Satisfactory

 The holding (producers of wine grape varieties) are obliged to provide information about every change in the characteristics of the vineyards. The problem is that not all farmers promptly apply re-registration changes.

How would you describe the comparability of the structural vineyard statistics with other agricultural statistics, e.g. FSS and Annual Crop Statistics?  Good

The definition for vineyard holding in the register on vine and wine coincides with the statistical definition for vineyard holding. The register includes all holdings producing wine grape varieties, regardless the destination – for sale or own consumption. The threshold for registration in the vineyard register coincides with the threshold for registration in the farm register - 0.1 hectares.

The location of a vineyard holding is different - in the vineyard register "the vineyard holding" is an economic and technological unit with unified management, situated on the territory of a wine region whereas in the statistics the location of the holding is considered at NUTS2 level. The discrepancies found in the distribution of the 22 farms, located in one of the wine-growing regions, but falling within the NUTS 2 regions.

The register does not contain information about vines not yet in production. It contains the planting year of the vineyards. It is assumed that the vineyards planted during the last 3 years are not yet in production;

There is also a possibility, different family members, representing the same holding, could register the holding in different sources of information.

Evaluation of indirect identification (e.g. address) - cannot be compared automatically, because different addresses could be registered.

How would you describe the coherence (over time) of the structural vineyard statistics?  Very good

The EAVW Information System allows the extract of data for a certain period The EAVW submits to the European Commission data related to wine year, covering the period from 01 August to 31 July –same as in the statistical surveys.

How would you describe the coherence (across regions in your country) of the structural vineyard statistics?  Good

The vineyard and statistical regions (NUTS2) do not overlap entirely. With additional data processing, the wine-growing regions can be regrouped on administrative level in order to achieve comparability.

How would you describe the accessibility of the structural vineyard statistics?  Very good

The EAVW prepared and installed the software "Statistics of vineyards" in order to extract information from the information system on vine and wine, administering the vineyard register.

How would you describe the clarity of the structural vineyard statistics?  Very good

8. Coherence and comparability Top

Administrative data

8.1. Comparability - geographical

Were there any differences in the definition of the characteristics between the national/regional data and those described in Regulation 1337/2011? YES
If yes, which definitions were different?

In the vineyard register " vineyard holding " is an economic and technological unit with unified management, situated on the territory of a wine region whereas in the statistics the location of the holding is considered at NUTS2 level.

How would you describe the impact of the differences in definitions for the data comparability at EU level? Very small

Additional comments

Only 22 are the holdings, which are located in one wine region but fall into two different NUTS2. This difference did not affect the quality of the data.

8.2. Comparability - over time

Was the national methodology used for compiling 2009 and 2015 structural vineyared data comparable?  Major differences
Were the definitions used for compiling 2009 and 2015 structural vineyared data comparable?  Minor differences
Was the regional breakdown used for compiling 2009 and 2015 structural vineyared data comparable?  Same NUTS2 regions

Additional comments

A statistical survey of the structure of the vineyards was conducted in 2009.In 2105 we use an administrative data source on the vineyards (Vineyard register).

8.3. Coherence - cross domain

With which other data sources the vineyard data have  been compared?  Annual crop statistics (ACS) and FSS
Other statistics
Other registers

IACS

If no comparisons have been made, why not?
Result of the comparison with ACS Small differences
If differences were detected, to which characteristics are they linked ? Total area
Description of the differences

The difference in the total area is due to the over coverage.

Result of the comparison with FSS Small differences
If differences were detected, to which characteristics are they linked ? Total area
Description of the differences

The difference is due to the area in the register with vines aged over 30, which are not harvested, and old information on the heirs of the deceased owners. Also, FSS'2013 covered only active holdings and their maintained vineyards.

Other comparison results Small differences
If differences, please give a brief description of the results of this comparison.

IACS does not cover the population of the Register.
