3.1. Data description | |||
The Continuing Vocational Training Survey (CVTS) collects information on enterprises’ investment in the continuing vocational training of their staff. Continuing vocational training (CVT) refers to education or training measures or activities which are financed in total or at least partly by the enterprise (directly or indirectly). Part financing could include the use of work-time for the training activity as well as financing of training equipment. Information available from the CVTS is grouped around the following topics: - Provision of CVT courses and other forms of CVT (training/non-training enterprises) - CVT strategies - Participants in CVT courses - Costs of CVT courses - Time spent in CVT courses - Characteristics of CVT courses - Assessment of CVT activities The CVTS also collects some information on initial vocational training (IVT). Overall quality of the data should be good, as the results compare well to other sources and earlier CVT surveys. Response rate dropped to 76% (from 89% in 2015) due to COVID-19. A larger than usual sample had been drawn to counter this expected drop in response rate. |

Sampling method: The sampling method followed closely the rules set out in the CVTS 6 manual (section 4.3.). For each of the defined stratum cells, the sample size was determined according to the formula presented in section 4.3.5. of the CVTS 6 manual. Estimation /grossing-up procedures: Weight for each responding enterprise in stratum h = Number of enterprises in the population in stratum h / Number of responding enterprises in stratum h. |

Measurement errors might have occurred because enterprises could not provide the data corresponding to the exact definition of the concepts we asked for. So they had to estimate some variables based on the information they had:

Data was collected from the enterprises through a web-based questionnaire including data filters and cross-checks in order to minimize incoherence in data. Most questions had to be answered on a mandatory basis. Data was directly imported from the web-questionnaire to the final database minimizing errors due to coding and editing. A limited number of imputations had to be done in order to complete data for two key variables: C3tot (Paid working time spent on all CVT courses) (2%) and C7sub (CVT course costs sub-total) (5%). Other variables with limited imputation (1%) are : C1tot, C2m and C2f. |
