3.1. Data description

With the survey on accommodation statistics data on tourist accommodation establishments capacity (number of establishments, number of rooms and bedplaces) and on occupancy (tourist arrivals and overnight stays) are collected. Since 2012 the occupancy rate of bed places and the occupancy rate of bedrooms have also been monitored.

3.2. Classification system

Types and categories of accommodation establishments coincide with national classifications: Catering Act (OJ RS, No. 93/07) and Rules on Categorization of the Accommodation Facilities (OJ RS, No. 22/18). For the classification of the territory NUTS classification is used: NUTS 1 (Slovenia), NUTS 3 (statistical regions) and LAU 2 (individual municipality and municipalities aggregated to tourism types of municipality and macro destinations).

According to the national Standard Classification of Activities, groups 55.1 (Hotels and similar establishments), 55.2 (Holiday and other short stay accommodation) and 55.3 (Camping grounds, recreational vehicle parks and trailer parks) are covered.

According to Regulation 692/2011, the statistical unit is the local kind-of-activity unit (accommodation establishment) offering short-stay accommodation to tourists. The survey also defines tourist arrivals and overnight stays as statistical units.

7.1. Confidentiality - policy

The reference framework for Regulation (EC) 692/2011 of the European Parliament and of the Council on tourism statistics is Regulation (EC) No 223/2009 of the European Parliament and of the Council, of 11 March 2009, on the transmission of data subject to statistical confidentiality to the Statistical Office of the European Communities.
Nationally data confidentiality is covered by the National Statistics Act (Official Journal 45/95 and 9/01) - data collected with statistical reports can be used for statistical purposes only and shown as aggregates, so that it is not possible to identify individual reporting units.

7.2. Confidentiality - data treatment

Statistical Disclosure Control for tabular data:
We use the threshold rule and the p% rule for primary protection of the accommodation capacities, namely the number of all beds, so that an individual accommodation establishment cannot be recognized. We also use secondary protection. Primary and secondary sensitive cells are replaced with letter "z" (in Slovenian) or "c" (in English). The protection of the accommodation capacities is then used for / transferred to tourist arrivals and overnight stays.
Threshold rule:
The cell is primary sensitive if fewer than t contributors contribute to the value of the cell. Parameter t is a pre-specified threshold value.
p% rule:
The cell is primary sensitive if the largest contributor can be determined to an accuracy of better than p% of the true value. Parameter p is pre-specified

10. Accessibility and clarity Top
10.1. Dissemination format - News release

Provisional data are published regularly as absolute values, indices and shares at the latest on the 25th day after the reference month for the previous month in e-release named First Release. Data meet the criteria of the quality of official statistical data, but do not fully meet the quality that can be met with additional statistical procedures.
Final data are published as absolute values and shares at the latest on the 55th day after the reference month, only in SiStat Database, without the news release. They meet the criteria of the quality of official statistical data, and the quality that can be met with additional statistical procedures.
Regarding publishing indices in First Release, two different indices are published. The first index is the comparison between the value of the variable in the observed month and its value in the same month of the previous year. The second index is cumulative, where the comparison of the period from the beginning of the year until the end of the observed month to the same period of the previous year is made.

Provisional and final data on accommodation establishments, tourist arrivals and overnight stays are published in the SiStat Database at the same time; provisional data at the latest 25 days after the reference period for the previous month and final data 55 days after the reference period. Final data are based on more complete data about the phenomenon and analyses; they are published as absolute values, percentages and indices, at a more detailed level by types of accommodation facilities, statistical regions, types of municipalities (according to their touristic characteristics) and municipalities in monthly data and also by tourist macro regions in annual data.

10.4. Dissemination format - microdata access

In Slovenia, the entities entitled to obtain the statistically protected micro data include the registered research institutions, registered researchers, and the researchers of government offices. The statistically protected micro data can be obtained for statistical-analytical purposes, and  scientific research purposes, where the analysis involves a public benefit or something positive for the people of Slovenia. They have to sign the contract with SURS and the statement in which they state they would respect the law on personal data protection and that they would demolish the data in the period of two weeks after the end of the data usage.

10.5. Dissemination format - other

Data regarding capacity and occupancy in marinas are also collected, but not transmitted to Eurostat. More detailed data on accommodation establishments are collected and partly also disseminated nationally but not transmitted to Eurostat.

Overall data quality is very good: all the requirements of the Regulation are followed, data are published relatively rapidly, the response rate is good, data and metadata are easily accessible to users (some improvements are foreseen by the end of 2023 - updated quality report), etc.
With the use of the new administrative sources from 2018 on the selection of observation units is complete: the statistical survey covers all accommodation units operating under the Hospitality Industry Act (ZGos) and registered in the Register of Accommodation Establishments. Therefore the survey costs have been reduced, the input data quality is higher, burden on reporting units has lowered. Based on daily electronic reporting on arrivals of guests and their characteristics and for monthly electronic reporting relevant for the calculation of occupancy data improved data quality from 2018 on substantially.

12.1.2 Main users on a national level

All requirements of Regulation 692/2011 on tourism statistics  and most of the needs of national data users are taken into consideration. Namely, at SURS for all individual fields of national statistics (for tourism as well) statistical advisory committees are formed. Members of these committees (external and internal experts) can suggest what kind of data would be desired to collect - according to their opinion there are no major unfulfilled user needs. Sometimes certain users also want more detailed data (for example the number of tourist arrivals and overnight stays even more disaggregated by type and category of accommodation establishment within the municipality or settlement),  but this is usually not possible, because of the confidentiality issues. With the new administrative sources SURS will be in the near future able to fulfil also the users needs for what concerns  data on tourists by sex, age and detailed citizenship. The main users of data are the Bank of Slovenia, the Ministry of Economic Development and Technology, the Slovenian Tourist Board, the Chamber of Commerce and Industry of Slovenia, municipalities, universities, researchers, etc.

13.1. Accuracy - overall

The survey on accommodation statistics is not a sample survey, so the estimates do not contain sampling errors. With the use of the new administrative sources from April 2018 on, the selection of observation units is complete; the coverage of accommodation establishments is full and continuous.
On the other hand, there are some non-sampling errors, such as: a) non-response errors which are due to the fact that we do not get back the completed data from all reporting units, or the reporting unit does not submit all key variables; b) errors due to over-coverage. This type of error occurs when within data on arrivals and overnight stays respondents (providers of short-stay accommodation) send data on seasonal workers or on any other persons that are (according to the tourism statistics methodology) not tourists. Over-coverage occurs also if the unit no longer offers accommodation for tourists. This kind of unit is during the process of data editing given an appropriate status and it is excluded from observation; c) measurement errors. Due to the implementation of a completely new data collection system through eTurizem application, some users had difficulties understanding definitions and terms of legal requirements, technical issues, etc.
Also other inaccuracies may affect the data. These non-sampling errors may arise from a number of sources, including: errors in the reporting of data by accommodation providers, imputation of missing data, etc. Every effort has been made to reduce non-sampling errors to a minimum by efficient operating procedures and systems used to compile statistics. Data are statistically edited with a combination of systematic corrections (through several logical controls) and imputation procedures. In data imputation we use the methods of logical imputation, hot-deck imputation and historical imputation.

13.3.3 Methods used for dealing with/minimising unit-non response

Since 2018 responding units (providers of short-stay accommodation) have been by the national Hospitality Industry Act obliged to register accommodation establishments and update information in the register within 8 days after the occurrence of any changes. The accuracy of data in the register is monitored by the Market Inspectorate. Data on guests have to be transmitted into eTurizem within 12 hours after the arrival at the accommodation establishment. Accuracy and punctuality of data transmitted is monitored by the Police and by the inter-municipal inspectorates. For reporting monthly data on availability and occupancy of capacities (by the Residence Registration Act they need to be reported by the 1st day of the month following the reference month) a gentle reminder is sent to the providers of accommodation on the 3rd day of the month following the reference month in order to send data on time.

In the case of unit non-response imputation methods for applicable variables are used.

No item non-response. At the registration of the accommodation establishment variables covered by Regulation 692/2011 are obligatory. Registration of the accommodation establishment is not possible if all requested variables are not provided in the application for the registration.

15. Coherence and comparability Top
15.1. Comparability - geographical

No problems regarding geographical comparability.

Data are territorially classified according to the Decree on the Standard Classification of Territorial Units, level SKTE 5 - direct comparisons between some municipalities are not fully enabled in the case of territorial changes in a certain municipality. The list defines territorial changes since 1995 and the date when SURS started to implement the changes in data dissemination.
Comparability with other ESS member states: data are collected according to Regulation (EU) No. 692/2011 of the European Parliament and of the Council concerning European statistics on tourism. Data are disseminated to Eurostat once a month (final monthly data T+55 days from the reference month and once a year (T+6 months from the reference year) and are comparable to other ESS member states.


Comparability with other international organisations: data are disseminated to the OECD and UNWTO - due to standardised concepts data are mutually comparable.

15.2. Comparability - over time
15.2.1 Hotels and similar accommodation (NACE 55.1)

The length of comparable time series;
Currently comparable time series for monthly and annual data is available for the 2010−2022 period (and on). The length of comparable time series for monthly data is 156 months and for annual data 13 years.
Break in time series: the first change in the methodology and the first break in the time series occurred in 2008. The main differences in the new methodology were: the changed way of preparing the framework of the observed units; imputation of data for units that did not communicate data in time; introduction of a coverage threshold for monthly data reporting. A different way of publishing data was also introduced. The data until June 2010, prepared according to the old methodology, are available in the SiStat Database in the archive ( Tourism – Accommodation of tourists – Accommodation statistics, monthly data – Archive OR Tourism – Accommodation of tourists – Accommodation statistics, annual data – Archive ).
The survey methodology was changed in 2018 again. The main differences in the new methodology are: the changed way of preparing the framework of the observed units (full coverage); abolition of the coverage threshold for monthly data reporting; usage of data obtained from administrative sources. A different way of publishing data was also introduced. Data until December 2017, prepared according to the old methodology, are available in the SiStat Database in the archive (Tourism – Accommodation of tourists – Accommodation statistics, monthly data – Archive OR Tourism – Accommodation of tourists – Accommodation statistics, annual data – Archive ).
Data on tourist arrivals and overnight stays, and on tourist accommodation capacities for the 2010–2017 period were recalculated and newly estimated according to the new survey methodology introduced in 2018 (full coverage of accommodation establishments on a monthly basis). Recalculation of data for 2017 is based on micro data by using imputation procedures at the level of individual units (accommodation establishments) for the missing part of the population. New estimates for the 2010–2016 period were made by adequate model at the macro level (aggregates at the lowest level of particular domains). Other factors, influencing time series comparability;
In line with the methodology used, all newly registered accommodation establishments are included in the observed population. All accommodation establishments with statuses "inactive", "seasonally" or "temporarily" closed and those which no longer practise the activity are excluded from the observed population. Changes of the observed population are methodologically adequate, but affect partial data incomparability in time series.

16. Cost and Burden Top

Total number of working hours of SURS's employees spent on the survey in 2022 is estimated at 1,300. On average the reporting units spent 2 minutes to enter data on the guest if data are entered directly into the eTurizem application and 10 seconds to report data on the guest if data are transmitted into eTurizem directly from the front desk programmes for the check-in of guests. For completion of the monthly report reporting units need on average 7 minutes. On average in 2022 9,000 units needed to report data.

Due to the needs of users for timely information on tourist arrivals and overnight stays, provisional data are published in the First Release T + 25 days for the previous month. Provisional data are published as absolute numbers, indices and shares. They meet the criteria of the quality of official statistical data, but do not fully meet the quality that can be met with additional statistical procedures.
Final data on accommodation facilities, tourist arrivals and overnight stays are published in the SiStat Database 55 days after the reference period. Data are based on more complete data and analyses; they are published as absolute numbers, indices and shares at a more detailed level by types of accommodation facilities, statistical regions and types of municipalities.

Solely the Register of Accommodation Establishments and eTurizem (electronic reporting system), which are managed by the Agency of the Republic of Slovenia for Public Legal Records and Related Services (AJPES). The Register of Accommodation Establishments is a public database of accommodation establishments. According to the Hospitality Industry Act, all providers of accommodation establishments (caterers, landlords, holders of secondary activity on farms, marine operators if offering accommodation establishments) must register their accommodation establishments in the register. A precondition for the registration of accommodation establishments is the registration of the accommodation provider in the Business Register of Slovenia.

The eTurizem is a system for reporting data on tourists and their overnight stays for the purpose of keeping guest records, monitoring the calculation of the tourist tax and for reporting data for statistical purposes.

The survey covers catering and other tourist accommodation establishments. On 1 December 2017 the Register of Accommodation Establishments was established, managed by the Agency of the Republic of Slovenia for Public Legal Records and Related Services.
This means that SURS has the appropriate administrative sources available for the survey on monthly accommodation statistics, which enables full and continuous coverage of all accommodation establishments.
The selection of observation units is complete: the statistical survey covers all accommodation units operating under the Hospitality Industry Act and registered in the Register of Accommodation Establishments. In the register hotels, motels, boarding houses, overnight accommodations, inns, hotel and apartment settlements, mountain huts and other vacation facilities, camping sites, private accommodations at private providers of accommodation, farms with accommodation and marinas are registered.

From 2018 on: Administrative data for the survey "Tourist arrivals and overnight stays" (TU/M) carried out by SURS are obtained from two administrative sources: data on accommodation establishments from the Register of Accommodation Establishments (RNO) and data on tourist arrivals and overnight stays and on occupancy of accommodation capacities via the system for electronic reporting named eTurizem. Accommodation providers and hosts daily report data on tourists (guests) and their overnight stays at the latest 12 hours after the arrival of tourists. The data on the operation, indivisible units sold, the number of days when the accommodation unit was opened and the number of beds are reported by accommodation establishments monthly for the previous month (also via the eTurizem system).

18.4. Data validation
18.4.1 Capacity 

All data are verified by the system of automated logical controls in Entry Program: SOP (taking into consideration all Eurostat's validation rules). Comparison with data relating to the same period in the previous year is also made within this process of data validation. After that, data are transmitted to the database and some editing concerning other automated corrections is made (procedures made with SAS).

18.4.2 Occupancy 

All data are verified by the system of automated logical controls in Entry Program: SOP (taking into consideration all Eurostat's validation rules). Comparison with data relating to the same period in the previous year is also made within this process of data validation. After that, data are transmitted to the database and some editing concerning other automated corrections is made (procedures made with SAS).

18.5. Data compilation

After data validation and process of editing, data imputation follows: Missing and in some cases inconsistent data are estimated by using the set of the imputation methods. The SAS based general application, which is used in most of SURS's surveys, is used to carry out this part of the process. The imputation methods that are used are on the disposal in this general program for imputations. Only few additional parameterizations of the already existing methods are needed to fulfil the needs of the survey imputation process. In general, the following groups of methods are used:


• Logical imputation method
By using this method, we insert values that are derived from the values of one or more other variables or fixed values.
• Historical method
When using this method, imputation may use any data given by the respondent from previous responses to estimate the missing responses, in our case we look for values in the same month of the previous year or calculate an average value in the last 24 months.
• Historical trend method
By this method, the historical value of the variable is multiplied by the average growth of responding (in both periods) units in the same stratum. With growth rate, we here refer to the ratio between current and historical data.
• Hot deck imputation – donor based imputation
By using this method, we insert the value, which is taken from the appropriately selected donor. The imputation is performed in a way that the same donor is chosen for all the missing variables of a particular unit.


Weighting and grossing-up procedures, adjustment for non-response, calibration are not used.
