3.1. Data description

Capacity: This survey provides data for the main indicators specific to accommodation capacity existing on July 31, excluding non-functioning establishments (major reparation and rehabilitation work). The main objectives of this survey are followings: annually collection of data concerning the number of tourism accommodation establishments existing on July 31,  number of existing rooms and bed-places, by type of establishments, number of stars, tourism area, localities, counties and development regions.  There are included in the survey only the  tourism accommodation establishments with an existing capacity of at least 5 bed-places. Since 2006, NIS surveyed all accommodation establishments irrespective of the number of bed places.

Occupancy: This survey is focused on the monthly occupancy of the tourism accommodation establishments having at least 10 bed-places and being licensed by Ministry of Tourism. The main objectives is to establish the occupancy of accommodation establishments by Romanian and foreign tourists. Started 2010, NIS carried a survey about the establishments with 10 bed-places. For the establishments with a capacity between 5-9 bed places, NIS carried out an annual survey, because in the data base TEMPO the data series includes establishments with a capacity at least 5 bed-places too.

  • CAEN Rev.2, the classification of Activities used in Romania. This classification if fully compatible with NACE Rev.2.
  • National nomenclature of statistical territorial units, based on NUTS (NUTS 0, NUTS 1, NUTS 2, NUTS 3, NUTS 5);

Statistical Law no. 226/2009 regarding the organisation of official statistics. According to Law no. 226/2009 all individuals and legal units are required to submit data to the INS on request. Sanctions are possible but the INS prefers to use persuasion to gain the necessary data. All statistical data are collected on the basis of national legal acts approved by Romanian Governmet (i.e the "Programme of Statistical Surveys of National Statistics).

7.1. Confidentiality - policy

Principle of confidentiality is stipulated by the Law 226/2009 on the organization and functioning of official statistics in Romania. Confidentiality statistics is a basis principle of official statistics (chapter II(e)): confidentiality of information provided by respondents (households, establishments, administration etc.) and its use only for statistical purposes are absolutely guaranteed.

7.2. Confidentiality - data treatment

The professional staffs involved in the actions of the individual statistical data collection are trained to respect the principle of confidentiality. The character "confidential" is mentioned on the questionnaire used to collect data. Statistical data processing is done by trained staff using an IT application accessible with "user name" and "password".

Statistical data results can be disseminated, if in the process of aggregation, results refer to at least three reporting units and if none of them represents more than 80 %.

No individual data: name, address, business profile, capital, turnover and number of employees shall be considered confidential.

The statistical process is monitoring regarding relevance, accuracy, timeliness, punctuality, coherence and comparability. Self assesment of the survey manager are carried out from time to time.

The system of official statistics follows international and European quality standards. NIS Romania has adopted the UN Fundamental Principles for Official Statistics as well as the European Statistics Code of Practice.

Overall data quality is good, all requirements of the Regulation are taken in consideration, data and metadata are easily accessible to users.

11.2.2 Main weaknesses

Weaknesses include potential undercoverage of small accommodation establishments with secondary activity.

Coverage errors, non-response rates, imputation rates as well as coefficients of variation are not available.

11.2.3 Quality improvements compared with previous reference year

There has been an increase in reporting by units for the two statistical surveys.
