Regional Data: The territorial classification of regional data is broken down according to the NUTS and LAU classifications. Data is also available by the degree of urbanisation (thinly populated area, intermediate density area, densely populated area) and the coastal or non-coastal character of the locality where the establishments are located. Data on nights spent is also available for selected cities.

4. Unit of measure Top

Number of establishments, bedrooms, bedplaces, arrivals and nights spent are expressed in absolute values.

Occupancy rates are expressed in percentage.

5. Reference Period Top
5.1 Capacity

2022

In terms of capacity data, the reference period/date is the maximum capacity over the reference year. This maximum capacity is considered at the level of the establishment: the peak value for the individual establishment and not the peak month at aggregate level for e.g. a NACE and/or a region.

5.2 Occupancy

Occupancy data refer to a specific month or specific calendar year.

Annual data: reference period is 2022;

Monthly data: reference period is August 2022 (= peak month in arrivals and overnights).

7.2. Confidentiality - data treatment

Frequency rule - data are confidential when based on less than 3 units
Dominancy rule - data are confidential when one unit represents more than 85% of share.

Only aggregated data are published. The results tables published are analysed to avoid that private information could be deduced from them

11. Quality management Top
11.1. Quality assurance

Not applicable.

11.2. Quality management - assessment
11.2.1 Main strengths

The response rate is controlled for every type and categories and at NUTS II level and main municipalities for the purpose of the monthly press release. The non-response rate is about 15% for preliminary data, 10% for revised data and less than 3% for definitive data.

Sampling error, coverage rates and imputation rates are not computed.

Fatal and partial validation rules are implemented to prevent the main filling in mistakes of the respondents.
Further quality monitoring is done in terms of response coherence and errors are reported to the respondents and corrected.
Annually data is revised and checked for further incoherence that can be detected in late responses.

11.2.2 Main weaknesses

Coverage errors arise mainly from establishments licensed by municipalities (local accommodation services mainly) due to their volatility to the economic cycle and frequent changes of the enterprise which is explored.

11.2.3 Quality improvements compared with previous reference year

Despite the increase in the sample, the non-response rate is similar to that of the previous year.

12. Relevance Top
12.1. Relevance - User Needs
12.1.1 European level

See: Regulation 692/2011

12.1.2 Main users on a national level

Users can find in the webpage data series containing detailed information for supply statistical operations. Data is disseminated at the level of municipality in most of the cases (after the confidentiality treatment is applied).
Furthermore, for Occupancy , users are free to ask for further data and within a 5 day period they receive data for customized requests.

13. Accuracy Top
13.1. Accuracy - overall

The missing answers imputation has proven to be generally good for the majority of types and categories. However, for smaller regions and smaller units, the estimation can be a bit more volatile, especially for more informal accommodation units.
There are fatal rules that prevent errors originated by misconceptions. However, there are some concepts that monthy originate some confusion among respondents. They are encouraged to correct the mistakes and final data is cleaned from incoherences at this level.

13.2.2 Additional comments on sampling error

13.3. Non-sampling error

13.3.1 Coverage-errors

13.3.1.1 Over-coverage

Over-coverage can occur for establishments that declare to be opened and are in fact temporarly closed. This is overcomed when gernerating revised data (i.e. 2 periods after). Nevertheless, the over-coverage rate is systematically under 0,5%.

13.3.1.2 Under-coverage

Occasional under coverage error can occur due to establishments that are not comunicated by licensing entities in due time.

In case of unit non-response, an imputation method is used.

13.3.4 Item non-response

13.3.4.1 Item non-response

There is no item non-response. Any questionnaire containing item non-response is considered a unit non-response and no data from that unit is used.

13.3.4.2 Methods used for dealing with/minimising item-non-response

There is no item non-response. Any questionnaire containing item non-response is considered a unit non-response and no data from that unit is used.

13.3.5 Additional comments on non-sampling error (e.g. in case the reference month is very different from other months in terms of non-response)

15. Coherence and comparability Top
15.1. Comparability - geographical

See 3.7

At the NUTS 1 to NUTS 3 levels, the results may be easily compared on a geographical basis. Where the categories are based on LAU (location close to the sea, degree of urbanisation) the compatibility can be affected by occasional boundary changes.

15.2. Comparability - over time
15.2.1 Hotels and similar accommodation (NACE 55.1)

See 3.8.1

Comparability of data is ensured over the last years (since 2008). For earlier years, some minor methodological changes occurred.

15.2.2 Holiday and other short-stay accommodation (NACE 55.2)

See 3.8.2

Comparability of data is ensured over the last years (since 2008). For earlier years, some minor methodological changes occurred.

15.2.3 Camping grounds, etc. (NACE 55.3)

See 3.8.3

Comparability of data is ensured over the last years (since 2008). For earlier years, some minor methodological changes occurred.

15.3. Coherence - cross domain

Comparability across domains for profits of the accommodation services can be improved for within the Integrated Business Accounts System (IBAS) that reported to be operating in the 55 NACE position, there are enterprises that are in fact operating in the food and beverage activity.

15.4. Coherence - internal

Coherence between annual and monthly data

16. Cost and Burden Top

Cost and burden are not systematically collected

17. Data revision Top
17.1. Data revision - policy
17.1.1 Capacity

Data revision policy has 3 stages. The first release is based on preliminary data (in m+30 days). It is followed by a period time when the preliminary data is revised (m+60 days) considering new responses and correction of minor errors. For the annual data release (y+1 in May) the definitive data is generated with higher response rates and final validation procedures.

17.1.2 Occupancy

Data revision policy has 3 stages. The first release is based on preliminary data (in m+30 days). It is followed by a period time when the preliminary data is revised (m+60 days) considering new responses and correction of minor errors. For the annual data release (y+1 in May) the definitive data is generated with higher response rates and final validation procedures.

17.2. Data revision - practice
17.2.1 Capacity

Data revision practises are according to the policy and consist in updating previous data with fresh sets of responses after identifying possible errors.

17.2.2 Occupancy

Data revision practises are according to the policy and consist in updating previous data with fresh sets of responses after identifying possible errors.

18.4. Data validation
18.4.1 Capacity

The on-line filling in by the respondent has some rules that prevent errors. Further warning rules exist and a later check of raw data is done. The revised data is an additional moment of validation where errors of late responses are corrected and final data generation is a final step of cross-checking for final incoherences.

18.5. Data compilation

The imputation rules are based on four estimation methods according to the previous information of each establishment. The estimation iterates between method 1, 2, 3 or 4 in order to obtain the best estimation possible based on previous responses and/or strata data.
