3.1. Data description

The source of data about the capacity and occupancy of tourist accommodation establishments in Poland is a complete statistical survey conducted by the Statistics Poland. Information is obtained through the KT-1 reports in each month. The reporting units provide the following: precise location, type and category of the establishment, number of rooms, bed places and catering establishments. Furthermore, they provide information on the establishment's occupation in individual months. i.e. on the number of days of the establishment's activity, nominal number of bed-places or rooms, as well as the number of persons accommodated, and the number of overnight stays and rented rooms (separately for foreign tourists). Moreover, the information on number of rooms adapted for persons with reduced mobility (including wheelchair users).

3.2. Classification system

Establishment's classifications and categories are compatible with the 3 main NACE groups of accommodation (55.1 – hotels and similar establishments, 55.2 – holiday and other short-stay accommodation, 55.3 – camping grounds, recreational vehicle parks and trailer parks).

For regions the NUTS classification is used.

All local kind-of-activity units (accommodation establishment) offering short-stay accommodation as a paid service (although the price might be partially or fully subsidised) to tourists as defined in NACE 55.1, 55.2 and 55.3

NACE 55.1:  at least 10 bed places, in use during the reference period, providing paid short-stay accommodation services. This group includes hotels, motels, boarding houses and other similar hotels establishments. In 2021 it included 4459 units.

NACE 55.2:  at least 10 bed places, in use during the reference period, providing paid short-stay accommodation services. This group includes hostels, shelters, holiday centres, holiday youth centres, etc. In 2021 it included 7261 units.

NACE 55.3:  at least 10 pitches, in use during the reference period, providing paid short-stay accommodation services. This group includes camping sites and tent camp sites. In 2021 it included 358 units.

Statistical survey program of official statistics (PBSSP) is a specification that establishes topical, objective and subjective scope of statistical survey and responsibilities connected therewith. PBSSP is the fundamental reference document for getting information on a certain survey.

Statistical survey program of official statistics is annually determined by the Council of Ministers, in way of a Regulation.

Statistical Council determines the project of PBSSP for each consecutive year upon a proposal prepared by the President of Statistics Poland.

Overall quality is good: census based data collection covers 12 187 tourism accommodation establishments (as of July, 31). Completeness of reports from tourist accommodation establishments is checked to minimize unit non-response.

Monthly survey covers units with 10 or more bed places (KT-1 survey). Small units below this threshold are included in the annual sampling survey (KT-2 survey).

11.2.2 Main weaknesses

There are still units that are not included in the survey frame. Small or seasonal units can be missed in the register (it is not a big number).

11.2.3 Quality improvements compared with previous reference year

Overall quality is good: census based data collection covers 9 942 tourism accommodation establishments (as of July, 31). Completeness of reports from tourist accommodation establishments is checked to minimize unit non-response. Since 2016 data are elaborated including the imputation for units which refused to participate in the survey.

Monthly survey covers units with 10 or more bed places (KT-1 survey). Small units below this threshold are included in the annual sampling survey (KT-2 survey).

User needs are constantly monitored in different ways. There is a system of annually organised consultation on the needs of the government and local authorities. We follow additional orders for data put in the Statistics Poland information centre. Representatives of the Statistics Poland participate in meetings of statistical nature organised by other relevant organisations and universities. There are also press conferences where journalists can put questions.

Before 2000, data was collected once a year for 9 months of the given year and for 3 month of the previous year. Due to the necessity to fully adjust the Polish tourism statistics to the requirements of the EU Directive11, since 2003 the survey on tourism collective accommodation establishments has been conducted on a monthly basis.

Since 2012 the survey on tourist accommodation establishment has covered additionally data on guest rooms and agrotourism lodgins. With this, the term” tourism collective accommodation establishments” was changed to” tourism accommodation establishments”.

Checking and validating are two-stage process. The process of compilation of data starts t+20 days after the end of the reference month and lasts until the end of the month. While working with the electronic form on the website, the correctness of information entered is being controlled. If there are no absolute errors, one can save the form in the database system. Data from the database, obtained by means of the electronic form, are exported to the logical and accounting control system (published on the CITRIX platform), where they undergo a final quality verification which is more detailed than the one in the electronic form. Also, data for establishments which provided reports in the paper form after the deadline are entered into database system and checked.

KT-1 survey: All accommodation facilities with 10 or more bed places were obliged to send monthly KT-1 reports to the 10th day of the month after the reference month. The Statistics Poland prepares four quarterly and one annual publication (all available on Statistics Poland website) issued in the year following to the reference year.

KT-2 survey: Units are required to send annual KT-2 report to 20 January of the year following the reporting year.
