The data set inldudes statistics for arrivals and guest nights by resident country. as well as capacity utilization of bed places and rom. Statistics are published at different regional levels: county (NUTS 2), tourism region, municipality and municipality group. Guest nights in private cabins, holiday houses, apartments and rooms arranged by Norwegian-registered intermediaries are published at a regional level.

All local kind-of-activity units (accommodation establishments) offering short-stay accommodation as a paid service to tourists as defined in NACE 55.1, 55.2 and 55.3

Statistics Norway use NACE on three levels, i.e. all LKAUS with primary, secondary or tertiary activities in accommodation services are included in the population.

Statistics are published at different regional levels: county, tourism region, municipality and municipality group. Data is open and avalaible in the StatBank. Other regions are available on order.

3.8.1 Hotels and similar accommodation (NACE 55.1) (Year)

The accommodation statistics for hotels and similar establishments were established in 1950. Due to several changes in the scope of the statistics, these are not comparable for the whole period. Except for two extensions (1990 and 1995), when more nationalities were included in the statistics, the hotel statistics are fully comparable from 1985. In connection with the revision of the Hotel Act in 1984, the approval system was removed and this resulted in an increase in the number of establishments.In 2013 the number of establishments increase again as the cut-off was removed and all hotel establishements are covered. Thus data according to Regulation 692/2011 is available from 2013 onwards. 

3.8.2 Holiday and other short-stay accommodation (NACE 55.2) (Year)

The accommodation statistics for holiday dwellings were established in 1998 and can be compared from 1998 to 2002. In 2002, some establishments in the hotel statistics were reclassified as holiday dwellings. As a result the statistics are not comparable from 2002 to 2003. From 2004, some larger holiday dwellings with larger huts report number of guest nights instead. These holiday dwellings accommodate families/travel companies of more than three people. This has affected the comparability from 2003 to 2004.The holiday dwellings  reported their statistics in unit nights up to 2013. Unit nights were however converted to guest nights based on empirical studies, indicating that an average family/travel company sharing a hut consists of three people.From January 2013 the prodction of the statistics are severly changed. New cut off based on international regulations (cf. Poulation above). It is guest nights that are collected (not unit nights) and establishments are identified in Business Register. These changes have lead to more establishments in the population. Some establishments have changed NACE. All together the changes makes data for  holiday dwellings NOT comparable with data from 2012 and before. Figures for Hostelling International Norway were published for the first time in Statistics Norway's annual publication in 1965 and included in Statistics Norway's monthly figures from July 2002. Holiday dwellings and youth hostels were combined in 2020 to enable publishing at county level.

3.8.3 Camping grounds, etc. (NACE 55.3) (Year)

The accommodation statistics for camping sites were established in 1968 and were revised in 1988, 1996 and 1998. In 1988, a register with information on opening hours and capacity was established, enabling estimates for non-respondents. In 1996, more nationalities were included, in accordance with Council Directive 95/57/EC of 23 November 1995 on the collection of statistical information in the field of tourism. In 1998, the cover was extended to include overnight stays in caravans on seasonal contracts. The camping statistics were also extended to include the winter and autumn season and to include consecutive monthly publication. The camping statistics are therefore comparable from 1998. rom January 2013 the prodction of the statistics are severly changed. New cut off based on international regulations. It is guest nights that are collected (not unit nights) and establishments ard identified in Business Register These have lead to more establishments in the population. Some establishments have changed NACE. All together the changes makes data for camping NOT comparable with data from 2012 and before.

Figures for Svalbard been included in the Accommodation statistics since 2013 and pulblished nationally.

The statistics are developed, produced and disseminated pursuant to Act no. 32 of 21 June 2019 relating to official statistics and Statistics Norway (the Statistics Act).

7.1. Confidentiality - policy

Statistics Norway does not publish figures if there is a risk of the respondent’s contribution being identified.

More information can be found on Statistics Norway’s website under Methods in official statistics, in the ‘Confidentiality’ section.

To ensure confidentiality, the ‘suppression’ method is used in these statistics.

7.2. Confidentiality - data treatment
  • • The National Statistics Institute takes all the necessary logical, physical and administrative measures to ensure the data protection in all the stages of the statistical process.                 
  • • Microdata files provided to users are anonymized by excluding identification information and by aggregating categories of certain variables to prevent indirect identification.                       
  • • Only aggregated data are published. The results tables published are analysed to avoid that private information could be deduced from them.                          
  • • Data allowing direct identification are kept just while they are necessary to guarantee the quality of the processes.”

 As a general rule, figures are not published if fewer than three units form the basis of a cell in a table or if the contribution of one or two respondents constitutes a very large part of the cell total.

Statistics Norway uses quality models in line with the European Statistics Code of Practice (COP).

11.2.1 Main strengths

Overall data quality is very good, which is ensured by good population frame, low non-response rateas well as good control system.

11.2.2 Main weaknesses

The main weakness can be mentioned are classification error and imputation due til non-response. About 2 per cent of the establishments do not respond. For these establishments, the number of guest nights and sales are calculated based on the establishments that responded.

11.2.3 Quality improvements compared with previous reference year

Statistics Norway continually works to improve reporting of data, and the quality of statistics will gradually improve along with this.

Users include public authorities, organizations, consulting firms, research institutions, as well as international organizations like Eurostat.
Knowledge of the tourist traffic to Norway is important for research and for measuring the results of Norwegian marketing efforts abroad and form a basis for the Government's backing of tourism as a growth area.

The Division for National Accounts in Statistics Norway is also an important user.

Evnen though there are cut-offs for Nace 55.2 and Nace 55.3, SN has not imputed figures for the establishments with capacity below cut-off. Sampling errors are thus not applicatble.

Due to certain weakness of the business register under-coverage is possible. We have to-ways communication between the Tourism Register and our business register and run the population check every month which helps to reduce under-coverage.

First of all, Statistics Norway's data collection is regualated by the Statistics Act which means SN can issue compulsory fine for those that does not report within the deadline. Secondly, Statistics Norway offer the possibility to repport automaticaly, which help to reduse the burden for the hotels and raise the reponse rate.

Numbers in 13.3.2 are for July 2022

16. Cost and Burden Top

Statistics Norway runs a seperate survey on burden for the respondents once a year. Information about average time to anwser the survey as well as if the repondents need help from others are collected. This survey shows that the average monthly bruden is about 20 minutes.

This statistics finances by the Norwegian gorvement and it take about 2 man-year to produce this statistics.

We run a pre-defined error controls when data is imported in the editing database. Then we correct forms that have been flaged as with errors,make correction and sometimes contact the establishments again. Around 3 weeks in to the data collection, we run macro controls on county level. We take contacts with the establishments that were identified as sending data with errors until we are satisified with the statistics on county level.
