3.1. Data description

The purpose of the statistical survey on accommodation statistics is to monitor internal tourism (domestic and inbound) giving information on capacity and occupancy of tourist accommodation establishments.

Capacity: Number of tourist accommodation establishments, number of bedrooms and bed places classified in groups according to NACE Rev.2: 55.1, 55.2, 55.3 and 55.9 (for national purpose) by types and category of tourist accommodation establishments. 

Occupancy: Arrivals and nights spent of residents and non-residents at tourist accommodation establishments by groups, type and category of accommodation establishments, tourist arrivals and nights spent by country of residence, occupancy rates of bed places and bedrooms in group Hotels and similar accommodation, mode of tourist arrivals (individual or organised arrangement), tourist arrivals and nights by gender and by age groups.

Survey in accommodation statistics covers all tourist accommodation establishments providing, as a paid service, short-term or short-stay accommodation services as described in groups 55.1 (hotels and similar accommodation), 55.2 (holiday and other short-stay accommodation) and 55.3 (camping grounds, recreational vehicle parks and trailer parks) of NACE Rev. 2. For national purposes NACE 55.9 other accommodation is also covered.

Capacity: According to Regulation 692/2011, NACE 55.1, 55.2 and 55.3 are covered. For national purposes NACE 55.9 is also covered (includes uncategorised establishments).

All local kind-of-activity unit (accommodation establishment) offering short-stay accommodation as a paid service (although the price might be partially or fully subsidised) to tourists as defined in NACE 55.1, 55.2 and 55.3

Group 55.1 Hotels and similar accommodation includes the following types of accommodation establishments: hotels, heritage hotels, all-suite hotels, integral hotels, diffuse hotels, spa-type accommodation, special standard hotels, tourist resorts, tourist apartments, boarding houses and guest houses in use during the reference period, providing paid short-stay accommodation services. 

Group 55.2 Holiday and other short-stay accommodation includes rooms, apartments, studio-type suites, summer houses, rural summer houses, hostels, spas, overnight accommodation, vacation establishments for children, inns offering accommodation services, mountain lodges, hunting lodges, pupils’ homes or students’ homes and Robinson-type accommodation establishment in use during the reference period, providing paid short-stay accommodation services.

Group 55.3 Camping sites and camping grounds include camping sites, small camps, quickstop camping, quickstop camping – Robinson-type accommodation establishments and organised off-site camping sites in use during the reference period, providing paid short-stay accommodation services.

For national needs, all local kind-of-activity unit (accommodation establishment) offering short-stay accommodation as a paid service (although the price might be partially or fully subsidised) to tourists as defined in NACE 55.9 Other accommodation. Group 55.9 Other accommodation includes uncategorised establishments.

7.2. Confidentiality - data treatment

CBS takes all the necessary logical, physical and administrative measures to ensure the data protection in all stages of the statistical process.

The protection of confidential statistical data include technical and organisational procedures, as well as other appropriate procedures that ensure the physical and logical protection of confidential data.

The manner of protection of confidential statistical data is determined by an instruction issued by the Director General of the Croatian Bureau of Statistics, or by an appropriate act issued by the authorised person of another producer of official statistics.

Only aggregated data are published. The results tables published are analysed to avoid that private iinformation could be deducted from them. 

Confidential statistical data are presented in a form in which a statistical unit cannot be identified neither directly nor indirectly and they may not be a basis for determining any rights and obligations of reporting units, such as administrative, legal or tax purposes, nor for the verification of reporting units.

Access to confidential statistical data that enable only indirect identification of a statistical unit may be granted exceptionally, based on a written request, for conducting statistical analyses solely for scientific purposes in accordance with the provision of Article 23 of Regulation (EC) No 223/2009.

8.1. Release calendar

A release schedule for the coming year, specifying dates, reference period and level of statistical publication is published each October in the Calendar of Statistical Data Issues and each December in the CBS Publishing Program.

Calendar of Statistical Data Issues contains the review of publications planned to be issued in 2022 and by the end of May 2023, which depends on when the processing of a particular statistical survey can be finished and on whether it is feasible to make a particular kind of publication or not.

Once a year CBS issues the Publishing Programme (in Croatian and English), in order to inform data users on our publishing activity as thoroughly as possible. Programme is free of charge and is available on web site of the Croatian Bureau of Statistics.

Statistical publications are released simultaneously to all users at the same time (11:00 CET).

Users are informed about the data release by the release calendar. The release policy determines the dissemination of statistical data to all users at the same time. 

If user did not find the desired statistical data and information, user can send to CBS question via online form.

Statistical data could be obtained on Statistical Office's web pages, via mail, phone, fax and e-mail, by ordering statistical publications and by visiting the Information Centre during office hours.

10.2. Dissemination format - Publications

This Report presents data on the total turnover of domestic and foreign tourists as well as on accommodation capacities in the Republic of Croatia in 2022. The data source for the tourism statistics is the administrative data source system eVisitor. The first part, the Retrospective Review, contains data referring to the period from 1985 to 2022 and from 2018 to 2022 respectively, while the second one contains data for 2022. 10.3. Dissemination format - online database

Capacity and Occupancy: Data on accommodation facilities, tourist arrivals and overnight stays are published in the PCAxis Database. Monthly and annually data are published in the PCAxis Database in different tables as absolute numbers and at a more detailed level: at national level, at regional NUTS level 2, counties, towns, municipalities, according to division 55 of NKD 2007, and by types of tourist accommodation establishments, by organisation of tourist arrivals and by age groups and sex. 

Tourism in Seaside Resorts and Municipalities, 2022

Data in the area Tourism in Seaside Towns and Municipalities presents tourist arrivals and nights (Tables 1., 2. and 3.) as well as accommodation capacities, broken down into four groups (Hotels and similar accommodation, Holiday and other short-stay accommodation, Camping sites and camping grounds and Other accommodation) in all settlements appurtenant to seaside towns/ municipalities (Table 4.). According to the methodology, seaside towns/municipalities are the ones that are adjacent to the sea or in close vicinity of the sea. Accommodation capacities are shown as the number of rooms and the number of beds. Rooms include the number of rooms, apartments, camping sites and/or camping grounds. Data on the number of beds include permanent and extra beds.

Micro-data is not disseminated. Capacity and Occupancy: The access to microdata is restricted. We grant access to our microdata for scientific purposes only.

The statistically protected microdata can be obtained for statistical-analytical purposes, and scientific research purposes, where the analysis involves a public benefit. They have to sign the contract and the statement in which they state they would respect the law on personal data protection.

In order to establish a comprehensive system of quality, the Croatian Bureau of Statistics applies the model of Total Quality Management, which also contains the Code of Practice of European Statistics. This model offers a possibility of continuous improvement for each business process. It focuses not only on products and services, but also to users and their satisfaction, the active participation of employees, long-term business success and social benefit. The communication is recognized as a key element of all statistical processes that affect the business success.

Capacity: Survey is based on total coverage so there is no sampling error. There is no item non-response rate. No imputation is applied. Data on accommodation establishments and their capacities in Statistical register on accommodation establishments in CBS are regularly updated and checked with data from Ministry of Tourism and Sport (which is responsible for categorisation of accommodation establishments) and with data from administrative data source.

Occupancy: Survey is based on total coverage so there is no sampling error.  During the visual control and editing phase all data are checked and if there are any inconsistencies, the tourist board or the respondent is contacted.

If the accommodation facility operated during the reference month, it has the legal obligation to fill in data on accommodation facilities. All legal entities and natural persons that provide overnight accommodation services in an accommodation establishment, as well as natural persons who provide hospitality services in households and on private family farms, according to the Ordinance on the eVisitor System (NN, No. 43/20), check in and check out tourists via the eVisitor system, as the central electronic system for checking in and checking out tourists in the Republic of Croatia.

Due to the methodological differences and population frame between these two sources (demand side: sample survey, residents population aged 15 years or more included; supply side: total coverage, obligatory, also arrivals and overnight stays of residents aged less than 15 years are included) data are not fully comparable.

The statistical survey on tourist traffic (number of tourist arrivals and nights) and accommodation capacities is carried out by CBS using data from the administrative source eVisitor system. The Croatian Bureau of Statistics takes over part of database from Croatian National Tourist Board and further processes it statistically.

18.4. Data validation
18.4.1 Capacity 

During the statistical analysis of administrative data source, data verification according to algorithms for particular types of errors is conducted. Visual control and data verification reduce processing errors to a minimum. If the accuracy of submitted data needs to be checked, an expert from Tourism Statistics Department contacts the reporting establishment or local tourist board by phone. Finally, an expert from Tourism Statistics Department analyses results.

Eurostat and national data validation rules are applied.

18.4.2 Occupancy

Finally, an expert from Tourism Statistics Department analyses results.

18.5. Data compilation

Data processing on the Survey Processor software enables automated creation of monthly and annual datasets from processed capacity and occupancy data.

No imputation is applied because during the visual control and editing phase all data are checked and if there are any inconsistencies, the tourist board or the respondent is contacted.

The tourist registry in the eVisitor system is kept separately for every legal entity and natural person offering accommodation services as part of the hotel and restaurant activity (boarding houses, hotels, hostels, etc.) or  accommodation services in households and rural households.
