3.1. Data description

Accommodation statistics are statistics produced monthly by Statistics Finland that describe the supply and use of accommodation services in Finland.

The supply of accommodation services is described with the capacity data of accommodation establishments, that is, the numbers of establishments, rooms and beds.

The use of accommodation services is described with the use of the capacity of accommodation establishments, which is measured with the occupancy rate of rooms and beds. In addition, the use of accommodation services is measured with the numbers of customers, i.e. persons arriving at the accommodation establishment, and overnight stays, which are broken down by the customer's country of residence.

3.2. Classification system

Accommodation establishments are classified according NACE classes 55.1, 55.2 and 55.3. and national standard industrial classification (TOL 2008) which contains sub-categories for NACE. Regional classification NUTS 2, NUTS 3 and LAU 2. The countries of residence of the guests staying overnight at accommodation establishments are classified according to the official classification of countries.

3.3. Coverage - sector

Data are collected monthly from accommodation establishments offering accommodation services with at least 20 beds or caravan/camper pitches with electrical connection. Accommodation establishments are establishments of enterprises that mainly operate in NACE industries 551, 552 and 553.

The compilation of statistics is guided by the general act of the national statistical service, the Statistics Act (280/2004, amend. 361/2013). Notwithstanding the provisions on data secrecy, entrepreneurs are obliged to provide Statistics Finland with such data that are necessary for the compilation of statistics. Only the necessary data that are not available from administrative data sources are collected from data suppliers.

Data according to the Regulation on tourism statistics are disseminated to Eurostat.

The data protection of data collected for statistical purposes is absolutely guaranteed in accordance with the Statistics Act (280/2004), the Personal Data Act (532/1999) and the Act on the Openness of Government activities (621/1999), as well as the requirements of the EU's General Data Protection Regulation (2016/679). The data materials are protected at all stages of processing with the necessary physical and technical solutions. Statistics Finland has compiled detailed directions and instructions for confidential processing of the data. Employees have access only to the data essential for their duties. The premises where unit-level data are processed are not accessible to outsiders. Members of the personnel have signed a pledge of secrecy upon entering the service. Wilful breaching of data protection is punishable.

As a precondition for presenting data, the statistics include a sufficient number of accommodation establishments, none of which are in a dominant position.

Statistics Finland's release calendar lists in advance all the statistical data and publications to be released over the year. Statistical releases can be found under statistics-specific releases. Statistical data are released on the Internet at 8 am, unless otherwise indicated. The calendar is updated on weekdays. Statistics Finland's release calendar for the coming year is published every year in December.

11.1. Quality assurance

When compiling statistics, Statistics Finland observes the European Statistics Code of Practice (CoP) and the Quality Assurance Framework (QAF) based on them. The Code of Practice concerns the independence and accountability of statistical authorities and the quality of processes and data to be published. The principles are in line with the Fundamental Principles of Official Statistics approved by the United Nations Statistics Division and are supplementary to them. The quality criteria of Official Statistics of Finland are also compatible with the European Statistics Code of Practice. The principles are also compatible with those of the European Foundation for Quality Management (EFQM).

Every year Statistics Finland conducts statistical auditing that helps to ensure the quality of statistics.

The strength of the statistics is a total sample of nearly 1,400 accommodation establishments, which enables accurate data over time and regionally. Other strengths are the length of the time series and good comparability over time.

The data of the statistics are needed to monitor and promote domestic tourism and tourism from abroad to Finland, and for the planning of national and regional investments in tourism. The users of the data include central government, municipalities, tourism enterprises and organisations, and research institutes. The  statistics are also used as reference data in the compilation of the travel balance of payments and the tourism satellite account.

13.3.3 Methods used for dealing with/minimising unit-non response

The aim is to minimise non-response by monthly reminding respondents to supply data first by email and after that by telephone, which is conducted by Statistics Finland's interviewers.

Capacity: In case of non-response, capacity (rooms and beds) from previous year are used.
Occupancy: Imputation methods are used to deal with non-response. Primary method is cold-deck imputation: in case of non-response, the missing monthly data for a certain establishment is imputed with the data for previous year and same month up to 5 years back. In case no previous data exists, the secondary method is nearest neighbour imputation: the missing data is imputed by a closest match based on month, region and size of establishment. The nearest neighbor method was, however, used as the only method from March 2020 onwards due to the COVID-19 pandemic.

Occupancy: NACE 55.1 - No issues with obligatory variables. Breakdown of voluntary variables (not required by Regulation) such as nights spent based on purpose of trip (recreation / business) are usually estimates given by the establishments.

In case of errors or missing data, the data is corrected either by estimating it or by requesting an update from the establishment.

The target of near zero non-response has been achieved concerning large establishments, contributing nearly half of nights spent. Annual unit non-response for hotels and similar is 6%, holiday and other accommodation 15% and camping grounds 18%.

Occupancy: The unit non-response tends to be greater for the smaller establishments. Main reasons are the lack of resources and systematic data collection required to fill in the form. Non-sampling error is primarily associated with imputation methods used for dealing with non-response. Some errors may be due reporting errors from data providers. For this purpose automated validation methods are used to check the data provided and data is corrected when necessary.

15.3. Coherence - cross domain

The accommodation statistics partially overlap with the statistics on Finnish travel as concerns paid accommodation. There are, however, differences in the target groups and methods. Accommodation statistics include only establishments with at least 20 beds while the statistics on Finnish travel include all paid accommodation used by Finns. Accommodation statistics include overnight stays by Finns of all ages, while the statistics on Finnish travel include only overnight stays by Finns aged 15 to 84. In addition, the statistics on Finnish travel are sample statistics and accommodation statistics are collected from all establishments meeting the criteria.

Statistics Finland’s accommodation statistics are the only regularly produced statistics describing the supply and use of the services of accommodation establishments with physical measures. Monthly data on the sizes and the wages and salaries sum of accommodation establishments are obtained with Statistics Finland’s monthly indicators on services (’Other services’), in which accommodation activities are classified under section H together with food service activities. Accommodation activities can be distinguished as a separate industry at the 2-digit level of the classification. The monthly data on overnight stays at hotels and the occupancy rates of hotel rooms obtained from the accommodation statistics correlate strongly with the turnover data of accommodation activities.

Coherence between annual and monthly data: Final annual data equals the sum of final monthly data (already revised), but the monthly data provided to Eurostat is preliminary. The deviation between provisional monthly figures and final annual figures are minor, typically within 0,5% regardless of variable.

Monthly published data are preliminary data and final data for the statistical reference year are published once a year in connection with the annual release. The preliminary data for the statistical reference year can thus be always updated until the annual release. The revisions are mainly caused by responses received late or corrections of errors detected in the data. Typically, revisions are very small, under 0.5 per cent of the number of overnight stays.

A major update was done in end 2011 / beginning 2012 due to the Regulation 692/2011. The accommodation register is updated continuously, with a major annual update at the end of each year due to the release of Finnish Business Register annual data. The drawback of using this register is the slow update speed of 11 months following the reference year, i.e. data for 2011 became available in November 2012.

Data from Åland are obtained through Statistics and Research Åland (ÅSUB), the statistical office of the region. Due to different statistical methods, data for Åland may differ from those published by ÅSUB.

The statistical method is total statistics on establishments in the register, when small establishments with fewer than 20 beds or caravan/camper pitches with electricity connection are excluded from the population. The statistics cover around 1,400 establishments. The coverage of the statistics is most extensive during summer when camping sites, summer hotels and other seasonal facilities are in operation.

For some reservation systems of accommodation establishments it is possible to deliver monthly data automatically to Statistics Finland as XML data transfers. This facility is used by around 200 accommodation establishments.

The basic and capacity data of accommodation establishments are continuously updated with data obtained from establishments and other sources. Other sources are web pages and administrative registers, such as the Business Register.

The web-form contains basic logical checks to prevent input of erroneous data. Further logical and consistency checks are performed once the data has been transferred to the production database. Check lists are generated containing records with logical errors or large percentage changes separately for each variable. If necessary, the data provider is requested to provide corrected data. Highest priority is given to the large establishments.

18.5. Data compilation

Capacity: In case no updated capacity data has been provided, the previously provided capacity data is used.

Occupancy: Starting from January 2004, data for the non-respondents to the monthly inquiry have been estimated with statistical methods (imputation of missing data). The used substitute data are those of the non-respondent establishment for the same statistical reference month from one year earlier provided they are available. If they are not, data of a data supplier establishment that is as identical as possible (activity, capacity, region of location) are used. Starting from March 2020, the statistics use data only from a similar supplier establishment, because due to the coronavirus situation, the establishment's data from one year ago are not representative. The method of compensating for non-response improves the comparability of the statistics over time and regionally.
