3.1. Data description

The Occupancy Surveys provide information from two points of view. On the one hand, the occupancy includes information about level of occupancy by establishment category as well as travellers, overnight stays and average stays by country of residence and establishment category and for the Spanish travellers by Autonomous Community and City; on the other hand, the capacity provides estimated number of open establishments, estimated bed places and staff by establishment category. The information about travellers, overnight stays, average stays, number of establishments and bed-places, levels of occupancy and staff is disseminated monthly at national, Autonomous Community (NUTS 2), province (NUTS 3), tourist area and tourist site (LAU 2) level.

INE Spain carries out five occupancy surveys: Hotel Occupancy Survey, Campsite Occupancy Survey, Holiday Dwelling Occupancy Survey, Rural Tourist Accommodation Occupancy Survey and Hostel Occupancy Survey, to collect information about supply side, both capacity and occupancy. The Hotel and Campsite Surveys have been carried out since 1960, the Holiday Dwelling and Rural Tourist Accommodation Surveys were implemented in years 2000 and 2001, and the Hostel Survey in 2014. The Campsite and Hostel Surveys are a census, while in the other three surveys a sample is selected due to the big size of the directory. Each month the units included in the sample fill in the questionnaire with monthly, weekly and quarterly data, depending on the survey, and the questionnaire is sent back on the first week of the following month. First a microdata editing process takes place, after that a macrodata editing process is held. A press release regarding hotels is published on the 23rd day of the following month and a press release regarding the other four surveys is published on the 30th/31st day. On those days, the on-line databases are updated, these databases contain information about capacity: number of establishments, bed-places, pitches, occupancy rates, etc., occupancy: travellers and overnight stays by nationality, average stay, etc., and also prices: price index for every survey and indicators on the profitability of the hotel sector.

10.7. Quality management - documentation

Ten standardised methodological reports for each of the statistical operations related to tourism occupancy and prices have been uploaded to the INE website, containing information about quality, accuracy, timeliness, punctuality, comparability, cost, confidentiality, statistical presentation, release policy, data revision, etc. The links are the following:

11. Quality management Top
11.1. Quality assurance

During the data collection, questionnaires are edited according to a set of soft and hard errors. At centralized level data are checked again and finally a macro-editing process takes place. If the response rate is over 10% more questionnaires are collected. New data collection methods, like the XML file, have been developed to improve the quality of the data. And regarding the web based questionnaires, a new collection portal is being developed and the occupancy surveys will be updated next year.

11.2. Quality management - assessment
11.2.1 Main strengths

The five statistical occupancy operations show a high quality.

The coverage error is avoided by updating continuously the frame, including the new establishments and deleting the duplicate ones and those that have closed.

Due to the collection process used there is no item non-response. The unit non-response rate is lower than 10% for provisional data and 3% for definitive data.

11.2.2 Main weaknesses

The timeliness for provisional data is 23 days for NACE 55.1 and 30 days for the rest, what could be a weakness for the surveys because the period of time to process the data is very short and we can not perform a thorough debugging process.

11.2.3 Quality improvements compared with previous reference year

To increase the quality also improvements in the data collection system, like the XML file, are made. Finally, the Methodological Manual for Tourism Statistics is also taken into account when obtaining the estimations to be sent to Eurostat.

12. Relevance Top
12.1. Relevance - User Needs
12.1.1 European level

See: Regulation 692/2011

12.1.2 Main users on a national level

Users can find in the webpage data series containing detailed information for nine statistical operations. Customized information not available in the webpage is sent by mail on the press release day. The users vary widely: universities, establishments, councils, tourism observatories, etc. Besides, on the press release day feedback reports containing information about ADR, RevPAR and bedroom occupancy rates are sent to the hotels using the XML file to send the statistical raw data.

12.2. Relevance - User Satisfaction

INE has carried out user satisfaction surveys in 2007, 2010, 2013, 2016 and 2019. Their objective is to learn about the perception of the users regarding the quality of the used information and if their needs are satisfied.

Besides, specific surveys, about the dissemination of the information, the quality of the publications, etc, are also carried out.

The specific needs of the users not being fulfilled are solved by customized requests, and they are taken into account as much as possible when updating the methodology.

12.3. Completeness

12.3.1 Completeness

12.3.1.1 Completeness

Compliant with the requirements of Regulation on tourism statistics 692/2011 as well as recommendations laid down in the Methodological Manual for tourism statistics.

All the information required in the Regulation 692/2011 is collected using the five occupancy surveys carried out by INE Spain and taking into account the recommendations included in the Methodological Manual. For example, no threshold is used for the data collection.

12.3.1.2 If not complete, please specify why and list deviations from Reg.

12.3.2 Thresholds used ("limitation of the scope")

12.3.2.1 Hotels and similar accommodation (NACE 55.1)

No threshold is used for the data collection.

12.3.2.2 Holiday and other short-stay accommodation (NACE 55.2)

No threshold is used for the data collection.

12.3.2.3 Camping grounds, etc. (NACE 55.3)

No threshold is used for the data collection.

13. Accuracy Top
13.1. Accuracy - overall

The coverage error is minimised continuously. The establishments directory is updated continuously in the following ways:

  • new establishments are included;
  • changes in the category and capacity of the establishments are updated;
  • final closing establishments are deleted;
  • seasonal closing establishments are not included in the sample;
  • establishments changing the NACE are deleted in one directory and included in the right one.

13.3.3 Methods used for dealing with/minimising unit-non response

When a new establishment is included in the sample, an introductory letter and some explanations on how to answer the survey is sent. There is also a system of reminders (by mail or phone calls) while the questionnaires are being collected, not only for the flash data but also for the final data release. The establishments using the XML file receive a feedback report on the press release day containing customized information about ADR and RevPAR and in some regions a customized report with information about occupancy and capacity is sent to the establishments answering the questionnaire.

Finally, establishments not filling in the questionnaire after several reminders are fined by law.

In case of unit non-response, an imputation method is used. The imputation is based on the sampled units, in the same province and category, answering the questionnaire on the reference month.

13.3.4 Item non-response

13.3.4.1 Item non-response

There is no item non-response. Any questionnaire containing item non-response is considered a unit non-response and no data from that unit is used.

13.3.4.2 Methods used for dealing with/minimising item-non-response

There is no item non-response. Any questionnaire containing item non-response is considered a unit non-response and no data from that unit is used.

15. Coherence and comparability Top
15.1. Comparability - geographical

The geographical comparability of the different breakdowns: Autonomous Communities, provinces, tourist areas and sites, is guaranteed by the availability of a methodology, survey design and common statistical processing of collection, editing and weighting. On the other hand, the comparability with the rest of the EU countries is guaranteed by the use of the Methodological Manual for Tourism Statistics elaborated by Eurostat according to the Regulation 692/2011.

15.2. Comparability - over time
15.2.1 Hotels and similar accommodation (NACE 55.1)

See 3.8.1

The Hotel Occupancy Survey (NACE 55.1)  was launched in 1999 to replace the former Survey on the Movement of Travellers in Hotel Establishments, broadening the investigation to one star hostels. In 2006 a monthly questionnaire was introduced for 3, 4 and 5 stars hotels. Moreover, the establishment directories have been updated extraordinarily a couple of times to achieve comparability over time. All the series breaks have been solved by using linking coefficients. Further information can be found in the link: http://www.ine.es/en/daco/daco42/ocuphotel/coeficientes_enlace_en.htm

15.2.2 Holiday and other short-stay accommodation (NACE 55.2)

See 3.8.2

In 2000 the Holiday Dwelling Occupancy Survey, in 2001 the Rural Tourist Accommodation Occupancy Survey and in 2014 the Hostel Occupancy Survey (NACE 55.2) were launched. Since then extraordinary updates in the establishment directories took place to get comparability over time. All the series breaks have been saved by the use of linking coefficients. Further information can be found in the following links: http://www.ine.es/en/daco/daco42/ocupapar/coeficientes_enlace_en.htm and http://www.ine.es/en/daco/daco42/ocuptr/coeficientes_enlace_en.htm

See 3.8.3

The Campsite Occupancy Survey (NACE 55.3) was launched in 1999 to replace the former Movement of Travellers in Campsites Survey which had been carried out since 1960.

15.3. Coherence - cross domain

The data regarding employed personnel is compared with the data obtained from the Short term indicators.  Besides, comparison with the Border tourism statistics and Household tourism statistics are also carried out.

15.4. Coherence - internal

Not applicable.

16. Cost and Burden Top

Cost and burden are not systematically collected.

17. Data revision Top
17.1. Data revision - policy
17.1.1 Capacity

The data revision policy is the following: once the provisional monthly data are published in t+23 (t+30) days, more questionnaires from the reference month are collected. This way the definitive data response rate is 98%.
