3.1. Data description

Capacity:

The surveys on the capacity of hotels, similar establishments and tourist campsites (NACE Rev. 2. 55.1, 55.3) and of the holiday and other short-stay accommodation establishments (NACE Rev.2, 55.2)  are monthly census surveys conducted pursuant to Regulation (EU) No 692/2011 of the European Parliament and of the Council.

They are addressed to hotels, similar establishments and tourist campsites which are registered in the Hellenic Chamber of Hotels. Capacity statistics regarding the holiday and other short-stay accommodation establishments (NACE Rev.2, 55.2) are compiled  on the basis of ELSTAT’s Statistical Register of short-stay accommodation establishments, that is regularly updated by the according register of the Ministry of Tourism.

The compiled tables for NACE Rev.2 551 contain annual data on the number of establishments, of bedrooms and of bedplaces.

Occupancy:

Monthly statistical data on arrivals and nights spent in hotels, similar establishments and tourist campsites (NACE Rev. 2. 55.1, 55.3) are collected by means of a census survey, which is carried out by ELSTAT pursuant to Regulation (EU) No 692/2011 of the European Parliament and of the Council. The afore-mentioned survey is addressed to the hotels in Greece which are registered in the Hellenic Chamber of Hotels.

The occupancy statistics regarding the holiday and short-stay accommodation establishments (NACE Rev.2, 55.2) are compiled by means of a census survey to the relevant establishments registered in ELSTAT’s Statistical Register of short-stay accommodation establishments, that is regularly updated by the according register of the Ministry of Tourism.

The main variables collected are arrivals and nights spent by country of origin and number of occupied rooms.

Moreover, the occupancy rate of bed places and the occupancy rate of bedrooms for NACE Rev.2 55.1 establishments are calculated.

For the compilation of  final data of arrivals and nights spent in hotels, similar establishments, tourist campsites and short stay accomodation establishments, both data collected by the survey and administrative data sources are used. Specifically:

NACE 55.1, 55.3

a. the establishments of the Register of hotels and tourist campsites, are identified on the basis of administrative data for each reference period.

b. the survey is conducted on the afore-mentioned establishments

c. for the percentage of accommodation establishments that are in operation but do not respond to the survey, statistical methods were used for addressing non-response by grossing-up the collected data to the 100% of the total of the available bed-places.

NACE 55.2

a. the establishments in operation for each reference month, are identified on the basis of administrative data

b. the survey is conducted on the short-stay accommodation establishments

c. for the percentage of the accommodation establishments that were in operation but despite the reminders, did not respond to the survey, statistical methods are used for addressing non-response by grossing-up the collected data to the 100% of the total of the establishments. For this purpose, the target population is stratified by the following stratification criteria: Prefecture that the establishment is located, Degree of Urbanization (densely, intermediate and thinly populated areas), coastal or non-coastal areas, class of the establishment (1 key, 2 keys, 3 or 4 keys and rest of establishments) and size of the establishments based on the number of rooms (0-5 rooms, 6-9 rooms, 10-16 rooms, 17 rooms and over).

Accommodation establishments are classified according to NACE Rev.2 classification (groups 55.1, 55.2 and 55.3).

Regional breakdowns of capacity and occupancy statistics are based on the Nomenclature of Territorial Units for Statistics.

For the country of origin of the guests, country codes based on the ISO 3166 (International Organization of Standardization – alpha-2 format) are used.

For NACE Rev.2 55.1, data are available from 1984 to 2011 according to Council Directive 95/57/EC, and from 2012 onwards according to the Regulation 692/2011 (annual and monthly data).

For NACE Rev.2 55.2, data are available from 2009 to 2011 according to Council Directive 95/57/EC, and according to Regulation 692/2011 from 2012 onwards.

For NACE Rev.2 55.3, data are available from 1995 to 2011 according to Council Directive 95/57/EC, and from 2012 onwards according to the Regulation 692/2011 (annual and monthly data).

The data for NACE Rev.2 55.1 and 55.3 are comparable from 2012 until 2017 because the same definitions and methodology for the production of results were used. For these years, data refer to approximately 80% of the available bed-places. Since reference year 2018, additional data sources were used in combination with statistical methods for addressing non-response by grossing-up the collected data to the 100% of the total of the available bed-places.

7. Confidentiality Top
7.1. Confidentiality - policy

The issues concerning the observance of statistical confidentiality by the Hellenic Statistical Authority (ELSTAT) are arranged by articles 7, 8 and 9 of the Law 3832/2010 as in force, by Articles 8, 10 and 11(2) of the Regulation on Statistical Obligations of the agencies of the Hellenic Statistical System and by Articles 10 and 15 of the Regulation on the Operation and Administration of ELSTAT.

ELSTAT disseminates the statistics in compliance with the statistical principles of the European Statistics Code of Practice and in particular with the principle of statistical confidentiality.

Protection of personal data

ELSTAT abides by the commitments and obligations arising from the applicable EU and national legislation on the protection of the individual from the processing of personal data and the relevant decisions, guidelines and regulatory acts of the Hellenic Data Protection Authority.

Pursuant to the Regulation on the protection of natural persons with regard to the processing of personal data [Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 (General Data Protection Regulation - GDPR)], ELSTAT implements the appropriate technical and organisational measures for ensuring adequate level of security against risks for the personal data it collects and has access to, in the context of carrying out its tasks, in order to meet the requirements of this Regulation and to protect these personal data from any unauthorised access or illegal processing.

The personal data collected by ELSTAT are used exclusively for purposes related to the conduct of surveys and the production of relevant statistics. Only ELSTAT has access to the data. The controller is the person appointed by law pursuant to the relevant provisions concerning the Legal Entities of Public Law and the Independent Authorities. The data are stored in the databases of ELSTAT for as long as required by the relevant legislation.

7.2. Confidentiality - data treatment
  • ELSTAT protects and does not disseminate data it has obtained or it has access to, which enable the direct or indirect identification of the statistical units that have provided them by the disclosure of individual information directly received for statistical purposes or indirectly supplied from administrative or other sources. ELSTAT takes all appropriate preventive measures so as to render impossible the identification of individual statistical units by technical or other means that might reasonably be used by a third party. Statistical data that could potentially enable the identification of the statistical unit are disseminated by ELSTAT if and only if

a) these data have been treated, as it is specifically set out in the Regulation on Statistical Obligations of the agencies of the Hellenic Statistical System (ELSS), in such a way that their dissemination does not prejudice statistical confidentiality or

b) the statistical unit has given its consent, without any reservations, for the disclosure of data.

  • The confidential data that are transmitted by ELSS agencies to ELSTAT are used exclusively for statistical purposes and the only persons who have the right to have access to these data are the personnel engaged in this task and appointed by an act of the President of ELSTAT. ELSTAT may grant researchers conducting statistical analyses for scientific purposes access to data that enable the indirect identification of the statistical units concerned. The access is granted provided the following conditions are satisfied:

    a) an appropriate request together with a detailed research proposal in conformity with current scientific standards have been submitted;

    b) the research proposal indicates in sufficient detail the set of data to be accessed, the methods of analyzing them, and the time needed for the research;

    c) a contract specifying the conditions for access, the obligations of the researchers, the measures for respecting the confidentiality of statistical data and the sanctions in case of breach of these obligations has been signed by the individual researcher, by his/her institution, or by the organization commissioning the research, as the case may be, and by ELSTAT.
  • Issues referring to the observance of statistical confidentiality are examined by the Statistical Confidentiality Committee (SCC) operating in ELSTAT. The responsibilities of this Committee are to make recommendations to the President of ELSTAT on:
    •  the level of detail at which statistical data can be disseminated, so as the identification, either directly or indirectly, of the surveyed statistical unit is not possible;
    • the anonymization criteria for the microdata provided to users;
    •  the granting to researchers access to confidential data for scientific purposes.
  • The staff of ELSTAT, under any employment status, as well as the temporary survey workers who are employed for the collection of statistical data in statistical surveys conducted by ELSTAT, who acquire access by any means to confidential data, are bound by the principle of confidentiality and must use these data exclusively for the statistical purposes of ELSTAT. After the termination of their term of office, they are not allowed to use these data for any purpose.
  • Violation of data confidentiality and/or statistical confidentiality by any civil servant or employee of ELSTAT constitutes the disciplinary offence of violation of duty and may be punished with the penalty of final dismissal.
  • ELSTAT, by its decision, may impose a penalty amounting from ten thousand (10,000) up to two hundred thousand (200,000) euros to anyone who violates the confidentiality of data and/or statistical confidentiality. The penalty is always imposed after the hearing of the defense of the person liable for the breach, depending on the gravity and the repercussions of the violation. Any relapse constitutes an aggravating factor for the assessment of the administrative sanction.
  • Pursuant to the Regulation on the protection of natural persons with regard to the processing of personal data [Regulation (EU) 2016/679 of the European Parliament and of the Council, of 27 April 2016 (General Data Protection Regulation - GDPR)], ELSTAT implements the appropriate technical and organisational measures for ensuring adequate level of security against risks for the personal data it collects and has access to, in the context of carrying out its tasks, in order to meet the requirements of this Regulation and to protect these personal data from any unauthorised access or illegal processing.

In September of each year, ELSTAT publishes a release calendar which includes the exact dates for the publication of all Press Releases for the following year.

Monthly estimates of arrivals and of nights spent by type of establishment are transmitted to Eurostat within 6 weeks after the end of the reference month.

Provisional data for the period January – September are made available on the website of ELSTAT within 3 months after the end of the reference period.

Annual data are transmitted to Eurostat within 6 months after the end of the reference year.

Final monthly and annual data are made available on the website of ELSTAT within 7 months after the end of the reference year.

Capacity: The survey is compiled in compliance with Regulation 692/2011 and the European Statistics Code of Practice.

All the necessary checks are carried out in order to eliminate any measurement errors. Quality checks and validation of data are conducted throughout the whole process of the production of statistics, from data collection to the estimation of the survey results.

Additionally, the quality is ensured by the quality policy of ELSTAT.

11.2. Quality management - assessment
11.2.1 Main strengths

Capacity:

The survey is compiled in compliance with Regulation 692/2011 and the European Statistics Code of Practice.

The survey on Capacity is not a sample survey, so there are not sampling errors.

Occupancy:

All the checks, crosschecks and comparisons of data taking place at each stage of the production- where any identified errors are duly corrected- ensure that the produced results are considered high quality results.

Moreover, EDIT-EBB tool is used for the validation of the data.

No sampling errors for NACE Rev.2 55.1, 55.2 and 55.3. Data are derived from an exhaustive survey.  

Efforts are made in order to increase response rate by means of continuous contacts with the tourist establishments (printed reminders, e-mails, etc.), as well as with the use of external interviewers for gathering data on short stay accommodation establishments (NACE Rev.2 55.2). 

11.2.2 Main weaknesses

As regards NACE Rev. 2 55.2, the coverage of short stay accommodation establishments is not always accurate as the status of monthly operation is not regularly updated. Efforts are made to update the database in a more regular basis with the use of administrative data. 

11.2.3 Quality improvements compared with previous reference year

For the compilation of the final data, additional data sources, such as administrative data provided by the Independent Authority for Public Revenue (IAPR) and the Register of hotels and tourist campsites of the Hellenic Chamber of Hotels, are used, in combination with statistical methods for addressing non-response by grossing-up the collected data to the 100% of the total of the available bed-places.

Since 2018, the same methodology is applied for the grossing-up of the statistical data to the 100% of the available bed-places. As regards all previous reference years before 2018, data refer to approximately 80% of the available bed-places.

Coverage errors may occur either because of coverage issues in the administrative data sources used for the identification of the population frame of the surveys, or because the actual month of operation is not known for those (seasonal) establishments that do not respond to the surveys.

Item non-response is very limited.

The afore-mentioned issues are addressed to a great extent by the surveys or during the data compilation phase and, therefore, the overall accuracy of the capacity and occupancy statistics is very high.

To address coverage errors that may occur due to the fact that the actual months of operation is not known for those (seasonal) establishments that do not respond to the survey, additional data sources are used for imputing the missing information.

For NACE Rev. 2 55.2, the population frame of the sampling survey is based on ELSTAT’s Statistical Register of short-stay accommodation establishments, that is regularly updated by the according register of the Ministry of Tourism. The over-coverage of short stay accommodation establishments may occur, as the status of monthly operation is not regularly updated. Over - coverage issues are addressed by the survey.

To increase the response rate to the surveys, tourist accommodation establishments are contacted regularly by means of e-mail, letter or phone, and monthly reminders for submitting the relevant data are sent out to them. To address unit non-response imputation is used .

To address item non-response either respondents are contacted, or the missing values are imputed.

In order to eliminate measurements errors, the following steps are taken:

  1. All tourist accommodation establishments are given instructions on how to fill in the survey questionnaire
  2. The staff of ELSTAT's Tourism and Cultures Statistics Section is duly trained in order to check properly the questionnaires
  3. Automated checks during data entry are ensured through the electronic application
  4. Any error, which is identified, is duly corrected after contacting with the relevant surveyed unit.

As regards the establishments, which despite the reminders still do not respond to the survey, statistical methods are applied for grossing-up of the results to the total of establishments, with the application of appropriate weighting factors to the data of the establishments that responded to the survey.

Since reference year 2018, the coverage for NACE Rev.2 55.1 and 55.3 refer to 100%.

The main sources of the statistical register of accommodation establishments are the Register of the Hellenic Chamber of Hotels (for NACE Rev.2 55.1 and 55.3 establishments) and ELSTAT’s Statistical Register of short-stay accommodation establishments, that is regularly updated by the according register of the Ministry of Tourism. Some issues of coverage errors have been identified in the case of the NACE Rev.2 55.2 establishments population frame. Specifically, because of a major change in the legal framework that concerns the licensing for operation of tourist accommodation establishments (in force since June 2017), the update of the register of tourist accommodation establishments maintained by the Ministry of Tourism had been temporarily disrupted. ELSTAT has established a close cooperation with the Ministry of Tourism aiming at improving the quality of the relevant administrative register.

18.4. Data validation
18.4.1 Capacity 

Analytical checks are conducted on the tabulated survey results both by ELSTAT and Eurostat. Qualitative and quantitative checks, checks and cross-checks of primary data, as well as comparisons with corresponding data of the previous years.

Data are validated by ELSTAT using EDIT-EBB and through EDAMIS4 ACCEPTANCE environment.

18.5. Data compilation

For the compilation of 2022 final data additional administrative sources were used in combination with statistical methods for addressing non-response by grossing-up the collected data to the 100% of the total of the available bed-places. 

The majority of tourist accommodation establishments in Greece operate on a seasonal basis. In order to address non-response for each reference year T, a final reminder is sent out to the establishments that have not responded to the survey, during the spring of the next year (T+1), when establishments that operate on a seasonal basis re-open.

For hotels, similar establishments and tourist campsites (NACE Rev. 2, 55.1 & 55.3) data  is compiled through the collection and processing of the relevant data submitted for each month of operation. Regular reminders are sent out to the establishments that do not responded to the survey, for submitting the data. For the percentage of establishments, which despite the reminders do not respond to the survey, supplementary administrative data are used and statistical methods are applied for grossing-up of the results to the total of establishments. The missing monthly data for a certain establishment is imputed based on the corresponding data of the previous year, when available, and the annual trend recorded in similar establishments. 

For short stay accommodation establishments (NACE Rev. 2, 55.2) a single stratified sampling method is applied. The stratification criteria of the short-stay accommodation establishments are: the Prefecture where the establishment is located, the class category of the establishment, the Degree of Urbanization (densely, intermediate and thinly populated area) of the Local Administrative Unit where the establishment is located and the size class of the establishment (based on the number of bedrooms).
