National legislation: Law on Statistics;

European legislation: Regulation (EC) No 223/2009 on European statistics (recital 24 and Article 20(4)) of 11 March 2009 (OJ L 87, p. 164), stipulates the need to establish common principles and guidelines ensuring the confidentiality of data used for the production of European statistics and the access to those confidential data with due account for technical developments and the requirements of users in a democratic society.

7.2. Confidentiality - data treatment

Capacity : Individual data are not published in accordance with article 25 of the Law on Statistics. The publishing of individual data can be performed only in accordance with article 26 of the same law: "Individual data may be published only if the subject to which such data relate has granted consent therefor. Such consent shall be granted in writing and should clearly specify which data it includes. The person to whom such data relate may at any time withdraw his/her consent in writing, and such withdrawal shall not apply to actions performed prior to it." 

The aggregated data on capacity are not protected.

Occupancy : Individual data are not published in accordance with article 25 of the Law on Statistics. The dominance rule is used for aggregated data on occupancy to prevent unauthorised disclosure: The cell is considered sensitive if the value of 1 largest contributor in the cell exceeds a re-specified percentage of total value for that cell.

The date for publishing of statistical information is indicated in the Release Calendar of statistical surveys of the NSI. The statistical information on the activity of the accommodation establishments is published monthly: a month after the reference period on the website of the NSI.

In order to meet the user needs, experts from tourism statistics at NSI have contacts and consultations with the main tourism authorities – Ministry of tourism (in charge for categorisation of accommodation establishments), municipalities’ sections of tourism, tourism associations and etc. The Tourism Registers of the Ministry of tourism (up to 3 stars) and of the municipalities (1 and 2 stars) provide current information on categorized accommodation establishments in Bulgaria.

User needs are fulfilled. The users are the Council of ministers, Ministry of economics, Ministry of tourism, the districts’ and municipalities’ authorities, tourist organizations, science organizations, international organizations and others.

13.3.1.1 Over-coverage

Over-coverage errors could occur if the units were registered in the activities that are observed but they are doing some other activity. In practice, the accommodation unit which no longer offers tourists activity are excluded from observation.  Over-coverage is in practise unknown and it is not measured. 

13.3.1.2 Under-coverage

Under-coverage errors occur when certain units are not included in the survey, even though by definition there are, establishment, which offers tourist bed places. It is a problem of the lack of a common Register of the accommodations in Bulgaria. When the National Tourist Register will be established, this will certainly contribute to a reduction of under-coverage errors.

Regular revisions of data on tourists at tourist accommodation establishments are under way for the reason of additionally obtained questionnaires, which were received after the deadline.

18.4. Data validation
18.4.1 Capacity 

The on line questionnaire has the preliminary controls for filling up. Data validation rule is carried out by each of the questionnaire during the loading into the database or during the data entry: logical relations between the data are checked for arithmetic errors as well as missing values. The errors are corrected by contacting the respondents. For aggregated data, the results are compared with the corresponding period in the past.

Imputation methods are used to deal with non-response. In case of non-response, the missing monthly data for a certain establishment is imputed with the data for previous year and same month up to 3 years back. In case no previous data exists, the nearest neighbour imputation is used: the missing data is imputed by a closest match based on month, region and size of establishment.
