11.2.2 Main weaknesses

No direct contact to accommodation establishments

11.2.3 Quality improvements compared with previous reference year

Implementation of automated microplausibility checks

Automated response mail to respondent when successfully imported in database

Automated response mail to respondent if errors occurred including error code

12. Relevance Top
12.1. Relevance - User Needs
12.1.1 European level

See: Regulation 692/2011

12.1.2 Main users on a national level

Capacity (Annex I, Section 1): Main users are: National administration on different levels, tourism industry, media and public, scientific community, international organisations.

Occupancy (Annex I, Section 2): Main users are: National administration on different levels, tourism industry, Media and public, scientific community, international organisations. Most unfulfilled user needs are the "reasons for stay" at establishments especially the differentiation between private and professional reason.

12.2. Relevance - User Satisfaction

[Optional]

12.3. Completeness

12.3.1 Completeness

12.3.1.1 Completeness

Compliant with the requirements of Regulation on tourism statistics 692/2011, methodologies are as far as possible consistent with the recommendation laid down in the Methodological Manual for tourism statistics.

12.3.1.2 If not complete, please specify why and list deviations from Reg.

12.3.2 Thresholds used ("limitation of the scope")

12.3.2.1 Hotels and similar accommodation (NACE 55.1)

At the national level no threshold is used, unlike the municipality level, where municipalities with less than 1000 yearly overnights are not included in the survey. On the contrary, paid private accommodation establishments with less than 10 beds are included.

12.3.2.2 Holiday and other short-stay accommodation (NACE 55.2)

At the national level no threshold is used, unlike the municipality level, where municipalities with less than 1000 yearly overnights are not included in the survey. On the contrary, paid private accommodation establishments with less than 10 beds are included.

12.3.2.3 Camping grounds, etc. (NACE 55.3)

At the national level no threshold is used, unlike the municipality level, where municipalities with less than 1000 yearly overnights are not included in the survey. On the contrary, paid private accommodation establishments with less than 10 beds are included.

13. Accuracy Top
13.1. Accuracy - overall

Capacity (Annex I, Section 1): Due to the cut-off sample design, nearly full coverage is assured. The sampling error is negligible. Non response is widely excluded, as by legislative obligations accommodation establishments have to report to municipalities. Some problems might occur, if establishments do not report the correct number of bedplaces.

Occupancy (Annex I, Section 2): Due to the cut-off sample design, nearly full coverage is assured. The sampling error is negligible. Non response is widely excluded, as by legislative obligations accommodation establishments have to report to municipalities. Non response is widely excluded, as by legislative obligations accommodation establishments have to report to municipalities. Some problems might occur, if establishments do not report the correct number of overnights. Undercoverage could be a problem if babies are not reported. It is also possible that a slight overcoverage occurs if seasonal workers are considered to be tourists.

13.2. Sampling error

13.2.1 Sampling errors - indicators (Occupancy only)

Information on Sampling errors may also be provided in the attached file.  Estimated value  CV

13.2.1.8 Monthly number of nights spent (res + non-res) (for the reference month mentioned under 5.2)

Not applicable.

13.2.2 Additional comments on sampling error

Cut off sample: no coefficient of variation used.

Annexes:
13.2 Sampling error
13.3. Non-sampling error

13.3.1 Coverage-errors

13.3.1.1 Over-coverage

Not measured, but due to the cut-off sample not relevant.

13.3.1.2 Under-coverage

Some problems occur with preparation of sampling frame as the survey is run as a cut off sample. Deviances occur as a slight under coverage is given. Only communes with at least 1000 overnights a year have to send data. Approx. 800 communes with less than 1000 yearly overnights are not included in the survey. No information about capacity in these missing communes is provided. However it is to emphasize that these 800 communes are not important for tourism, as the majority of them do not have accommodation establishments.

Occupancy: Coverage is therefore almost full due to 1000 overnight rule (at the most 0.6% of total overnights are underestimated). However, even this is not highly probable because, if there is even one hotel establishment, it must have less than 2,7 guests per day to stay under the threshold. So the cut off sample is close to a complete inventory count.

13.3.2 Unit non-response (for the reference month mentioned under 5.2)

Information on Unit non-response may also be provided in the attached file.  NACE 55.1  NACE 55.2  NACE 55.3
13.3.2.1 Number of ineligible units/ elements
13.3.2.2 Number of eligible units/elements
13.3.2.3 Number of non-contacts
13.3.2.4 Number of refusals
13.3.2.5 Number of rejected questionnaires
13.3.2.6 Number of other types of non-response
13.3.2.7 Total non-response
13.3.2.8 Unit non-response rate

13.3.3 Methods used for dealing with/minimising unit-non response

Due to legislative obligations no unit non response and item non response occurs.

13.3.4 Item non-response

13.3.4.1 Item non-response

Due to legislative obligations no unit non response and item non response occurs.

13.3.4.2 Methods used for dealing with/minimising item-non-response

if item non response occurs the respondent is instantly contacted

13.3.5 Additional comments on non-sampling error (e.g. in case the reference month is very different from other months in terms of non-response)

The survey does not have a sample component and therefore the data are not subject to sampling variability. However, other inaccuracies as non-sampling errors may affect the data. These non-sampling errors may arise from a number of sources that can be found in the municipalities that collect data from accommodation establishments including: errors in the reporting of data by providers, errors in the process of capturing data, imputation for missing data, definition and classification errors, over/under-coverage. These sources of errors are not within the realm of influence by Statistics Austria. However every effort has been made to reduce non-sampling error to a minimum by careful design and testing of questionnaires, a number of automated plausibility checks, efficient operating procedures and systems used to compile statistics.

13.3.2 Unit non-response

14. Timeliness and punctuality Top
14.1. Timeliness
14.1.1 Capacity

Due to the annual survey design, the reference period (t) ends by end of October of the reference year. First results are published in December following the reference period (t+2 months).

14.1.2 Occupancy (annual data)

The annual occupancy sums up the monthly occupancy rates

14.1.3 Occupancy (monthly data) (for the reference month mentioned under 5.2)

The survey is run on a monthly basis. Each reference period ends by end of the month (t). Within t+25 days first results are made public by a press release. The information covers number of arrivals and overnights by most important countries of origin on regional level.

14.2. Punctuality
14.2.1 Capacity

2022 annual capacity data have been transmitted to Eurostat 110 days before the deadline.

14.2.2 Occupancy (annual data)

Annual data 2022 have been transmitted to Eurostat in March 2022

14.2.3 Occupancy (monthly data) (for the reference month mentioned under 5.2)

August 2022 monthly data on nights spent (rapid key indicators) have been transmitted to Eurostat 3 days before the deadline.

15. Coherence and comparability Top
15.1. Comparability - geographical

The collection method is harmonised over all regions so no comparability problems occur.

15.2. Comparability - over time
15.2.1 Hotels and similar accommodation (NACE 55.1)

See 3.8.1

The compilation method did not change over time, variables changed due to reclassifications of accommodation establishments. Last change happened in 1998. Data comparability before and after the implementation of the Regulation 692/2011 is very good .

15.2.2 Holiday and other short-stay accommodation (NACE 55.2)

See 3.8.2

The compilation method did not change over time, variables changed due to reclassifications of accommodation establishments. Last change happened in 1998. Data comparability before and after the implementation of the Regulation 692/2011 is very good .

15.2.3 Camping grounds, etc. (NACE 55.3)

See 3.8.3

The compilation method did not change over time, variables changed due to reclassifications of accommodation establishments. Last change happened in 1998. Data comparability before and after the implementation of the Regulation 692/2011 is very good .

15.3. Coherence - cross domain

Capacity (Annex I, Section 1): The business register observes the number of accommodation establishments in NACE categories 55.1, 55.2 and 55.3. Due to methodological differences, slight deviances are observed. A comparison with data from the business register is not useful as the methods diverge. The business register collects data from establishments with more than 20 employees, which is not a criterion for the capacity survey.

Occupancy (Annex I, Section 2): Data are reconciled with the outcome of the sample survey for demand side tourism. This reconciliation is limited due to the different compilation methodology (cut-off-sample vs sample survey), target population (residents older than 15 years) and variables. Nevertheless, the number of overnights of residents in Austria can be compared by regarding the mentioned methodological deviances. Also mirror data are observed though the quality of this partner country data are regarded to be of less quality as the corresponding outbound flows of these countries are based on sample surveys.

15.4. Coherence - internal

Coherence between annual and monthly data

Capacity (Annex I, Section 1): Annual data are not the sum of seasonal data but asked separately in the questionnaire. The reason is to avoid double counting as one establishment could be counted either in the summer season or in the winter season or in both. In case the establishment is counted in both seasons it only counts for one establishment for the annual data.

Occupancy (Annex I, Section 2): Annual data are the sum of monthly data.

16. Cost and Burden Top

Cost and burden are not systematically collected

17. Data revision Top
17.1. Data revision - policy
17.1.1 Capacity

No revisions are done.

17.1.2 Occupancy

Standard regular revisions are done within 30 days after the end of the reference period (t).

1st revision: t+30 days

In exceptional cases, revisions are done after t+30 days when missing data are of high significance for the regional or even national outcome.

17.2. Data revision - practice
17.2.1 Capacity

No revisions are done.

17.2.2 Occupancy

Revisions are scheduled ( as preliminray and final data). Extraordinary revisions are not scheduled but may occur when reporting communes send a significant data set even more than 30 days after end of the reference period.

All accommodation establishments in reporting communes. A commune is defined as a reporting commune when more than 1000 overnights a year occur. No register is used therefore as the contact way is from Statistics Austria to the reporting commune. Each commune has a register about the accommodation establishments.

18.1.2.4 Coverage errors of population frame
18.1.2.4.1 Capacity

Coverage is almost full due to 1000 overnight rule. The cut off sample is close to a complete inventory count.

18.1.2.4.2 Occupancy

Coverage is almost full due to 1000 overnight rule. At the most 0.6% of total overnights are underestimated. However, this is not highly probable as if there is even one hotel establishments, it must have less than 2,7 guests per day to stay under the threshold. So the cut off sample is close to a complete inventory count. The number of establishments generating these overnights is not known as they are out of scope of the survey.

18.4. Data validation
18.4.1 Capacity

The web based questionnaire provides data checks of the summer and winter season with the yearly data sent by the municipalities; The capacity variables by type of accommodation (number of accommodation establishments, number of rooms and bed places) are compared with the variables of the previous year.

18.4.2 Occupancy

Collected occupancy data are checked by comparing with previous periods as well as by comparing with capacity data.

18.5. Data compilation

Capacity (Annex I, Section 1)

The collected data includes all rented accommodation establishments (except for those accommodation establishments located in communes with less than 1000 overnights a year), i.e. no threshold concerning the number of beds per establishment is applied. Therefore no imputation, weighting or grossing-up procedures are applied. In cases where the difference to the preceding year is conspicuous or the occupancy ratio over 100%, the municipality is contacted to verify the correctness of the data.

Occupancy (Annex I, Section 2)

When deviances with previous periods and/or capacity data occur, the reporting commune is asked for the reason. In very exceptional cases we also seek contact with the concerning accommodation establishment, to assure the right data value. By this procedure no imputation is needed as unit and/or item non response is not accepted. For the first published data (t+25days), 80% of the reporting communes are considered. The following compilation procedure is used: Results of the most important 80% communes are set in relation to the corresponding communes' results of the previous year. The change rate is the basis for calculating first results of the period, broken down in major variables. For the final data no grossing up method is used.

18.6. Adjustment

Not applicable.
