Number of tourist accommodation establishments, number of bed places  and number of bedrooms by types, by categories of facilities and by municipalities. Arrivals of residents and non-residents at tourist accommodation establishments, number of nights spent by residents and non-residents at tourist accommodation establishments, tourist arrivals and nights spent by type of accommodation establishments, tourist arrivals and nights spent by country of origin, net occupancy rates of bed places.
3.2. Classification system

According to Regulation 692/2011, the three categories used for type of accommodation, referring to NACE groups 55.1, 55.2 and 55.3 are: 'hotels and similar accommodation', 'holidays and other short-stay accommodation' and 'camping grounds, recreational vehicle parks and trailer parks'. Also, we cover 55.9 group that covers students and pupils homes which on summer works as hostels and vacation facilities.
All accommodation facilities categorised according to the Regulation on types, minimum technical standards and categorization of accommodation facilities (Nos 63/11; 47/12) are as follows:
-hotel & resort, wild beauty resort, group of hotels (hotels, small hotels, boutique hotels, hotel garni, all suite hotels, condo hotels, hostels, boarding houses and motels), tourists resorts,etno village, eco lodge, villas, houses to let, tourists apartments and rooms to let, inns offering accommodation, mountain lodges, vacation establishments, camping sites etc. In addition to these establishments regulated by Regulations statistics also includes spas, unclassified objects.
Accommodation facilities in households and rural households, according to the Law on Tourism (Official Gazette, 61/10, 22 October 2010), are facilities in which accommodation services are provided in a room, suite or summer house owned by a renter (natural persons), with a limited number of accommodation units up to 7 rooms, that is, up to 15 permanent beds, as well as in a camping site situated on land owned by a renter (natural persons), with up to 15 accommodation units, that is, 30 guests at the same time. Survey covers also uncategorised facilities, spas, inns offering accommodation.

Data collected: number of establishments, number of days establishment was available to tourists, number of bedrooms, number of beds (permanent and extra) and since 2014 number of bedrooms used in reference month.

Annual data on accommodation capacity are shown as of 31 August.

Tourism activities of persons traveling and staying in places outside their usual environment, not longer than one year, for leisure, business or other personal reasons, in addition to employment with a business entity based in the visit. Tourist is a person outside their usual mid spends at least one night in a hotel or other accommodation facility, but not more than 12 months without interruption, and the reason for his trip may be vacation, recreation, health, sports, religion, family, business and other reasons. Children are considered tourists and should be covered by this report, regardless of their age. Tourists are not considered persons in visiting staying longer than 12 consecutive months, persons engaged in an activity financed from the place of visits, people who regularly daily or weekly travel to place of work or study, migrants, border workers, diplomatic and consular representatives, refugees, displaced persons, persons in transit who do not formally enter the country, permanent residents who travel to another place with the intention to reside there permanently, people who are temporarily working in Montenegro and receive a salary for their work. A visitor is any person who travels to a place outside their usual environment for a period not longer than 12 months. The term tourist is every visitor that in some place makes at least one overnight stay in a facility provided for their accommodation. Residence is a place where a person came with the intention to live there permanently. Domestic tourist is a person with permanent residence in Montenegro who temporarily resides in any place of their permanent residence and spends at least one night in a hotel or some other accommodation. Foreign tourist is a person with permanent residence outside Montenegro, who temporarily resides in any place in Montenegro, and spends at least one night in a hotel or some other accommodation. The usual environment is an environment in which all of us live, work or perform your regular activities. for example: regular visits to relatives, friends carried out about once every two weeks, going to the village and so on. The term implies the arrivals of tourists who stay one or more nights in an accommodation unit in the reporting period. Include the children regardless of age. The number of arrivals does not correspond to the number of persons traveling. One person can travel several times a year and each time his arrival is registered in the accommodation facility where he stays. Also one person during your trip can visit more places and at all sites where staying during his trip to register his arrival.

Survey is based on total coverage so there is no sampling error. There is no item non-response rate. During the visual control and editing phase all questions are checked and in contact with reporting units all missing data are collected and filled in questionnaire. No imputation is applied.
Overcoverage error may occur when respondents for data on arrivals and overnights stays include person that according to methodology is not tourist or is not tourist in rented accommodation.
Under coverage may occurs when certain accommodation establishments (small establishments with accommodation as secondary activities and establishments in households) are not included in the survey. Central register of Tourism is not established yet, therefore data on accommodation establishments are collected from Statistical Tourism Register in CBS which is regularly updated and checked with data from Ministry of tourism (ministry of tourism is in charge for categorisation of accommodation establishments), local authorities data and with data from local tourist boards.

Monthly data for capacity is not produced. Only annual data with state on 31 August. Monthly data for the previous month T are released on the last day of the next month T+30/31. That means that data for March is released on 30 April.

For capacity we use only a data from Ministry of tourism and their list of tourist establishments and data from local municipalities for households that rent accommodation. For occupancy we use another statistics area (only trends) especially in high season (June, July, August, September) like retail trade, transport statistics and especially data from border police and National Tourism Organisation. Data is in high level comparable with these data. No thresholds.

Simultaneously with collecting, and manual coding, data are visually checked by statisticians for missing, invalid or inconsistent questionnaires or values, and if needed manually corrected. Reporting units are contacted for additional clarifications by expert from Tourism statistics department. Data are also compared with the previous period of the same year, as well as with same period of previous year.
