3.1. Data description

The source of data about travels of residents of Poland is a representative statistical survey conducted by CSO. It provides information about the number and structure of long-term domestic trips (with at least four nights) and short-term (1-3 nights), foreign travels (trips with at least one overnight stay and same day visits), its directions by countries, purpose of travel, length of trip, types of accommodation used, main means of transport, usage of travel agents and expenditures incurred in connection with the journey.  

Information is collected from households participating in domestic and outbound trips. Information is collected on a quarterly basis using the questionnaire PKZ "Participation in domestic / outbound trips ... quarter of 2022" (see annex questionnaire in national language or English).

In 2022, due to the persistence of the epidemic emergency related to the announcement of the epidemic state caused by the SARS-CoV-2 coronavirus, the survey 1.30.18 "Participation of Polish residents in travel" continued to be implemented using the telephone method.

In order to carry out the survey, Statistics Poland provided access to a database of telephone numbers of household members obtained from telephone operators. Preparation of the survey for implementation by the telephone method resulted in the necessity to use a shortened PKZ interview questionnaire - Participation in domestic / outbound trips in ... quarter of 2022. The collection of some variables from respondents, which were imputed was abandoned. In 2022, imputation was on the level 0,33 %. In the PKZ survey, 7 reserve addresses were randomly selected for each address from the basic sample.

The survey on travel conducted in Poland until the end of 2013, has been replaced since 2014 by methodologically harmonized integrated system of research in the field of travel (developed within the project MEETS). The introduction of a new survey system was preceded by a pilot survey and its results have been accepted by both the Methodological Commission of CSO, as well as all the concerned institutions (National Bank of Poland, Ministry of Sport and Tourism).

The survey aims at providing consistent information on travel for the needs of tourism statistics, balance of payments, national accounts and transborder areas statistics.

The works on the objective scope of the surveys involved Central Statistical Office, National Bank of Poland and the Ministry of Sport and Tourism.

The methodology of the surveys system of travel is a result of many years of experience and works in the field of tourism statistics and transborder areas statistics. This system replaces, organizes and integrates surveys previously carried out in this area, providing consistent data in terms of methodology adapted to diverse needs of users.

The legal basis for the survey on participation of Poles (residents) in tourism is: Act of 29 June 1995 on Public Statistics Journal of Laws of 2021., Item 955 with later amendments and the regulation of the Council of Ministers on Programme of Statistical Surveys of Official Statistics for the current year.

7.2. Confidentiality - data treatment

There are various measures to ensure confidentiality. The exchange of microdata between statistical offices is performed by a central server. Data are rendered anonymous in each quarter. Aggregated data are disseminated only after its control. Individual data are only available to those developing results. Statistical confidentiality is applied.

The staff involved in the process of collecting individual data is trained as to respect the principle of confidentiality. Statistical data processing is carried out with the secrecy of individual statistical data through an application that is accessible to employees of the Centre for Transborder Areas and Statistics for Euroregions within the domain account through proper "username" and "password".

During elaboration of data the following legal acts are used:

The act sets out rules of conduct for the processing of personal data and the rights of individuals whose personal data are or may be processed in databases.

Internal Regulation No. 12 of the President of the Statistics Poland dated 2 April 2014. (Annex 'Rules of procedure with statistical data - summary').

Rules of procedure with statistical data are based on current legislation on official statistics and taking into account the existing good practices in statistics in Poland and EU.

Regression models are used to generalization of data that meet the established criteria and thus guarantee high precision and accuracy of estimated results.

Transmission of data to Eurostat is performed in accordance with Annex II of the Regulation of the European Parliament and of the Council (EU) No 692/2011 concerning European statistics on tourism.

Since 2014 we collect information based on the same organizational and methodological principles (among others, population - sample size, frequency of survey, classifications, definitions, data collection methods).

Extensive system of logistic and accounting control assumptions.
A series of training sessions conducted by means of videoconferencing for interviewers and voivodship coordinators each time in the new survey year.

11.2.2 Main weaknesses

The respondent should complete the questionnaire in the presence of the interviewer because there is a possibility of incorrect interpretation of the questions in the questionnaire.

11.2.3 Quality improvements compared with previous reference year

In order to improve the quality of surveys work is being conducted on the recognition and use of non-statistical sources of data in surveys related to travel. Electronic form was introduced for the survey "Participation of Polish citizens (residents) in trips". Works on improving IT system for questionnaires registration by interviewers as well as control and correction of the data, the calculation of generalized tables output are being undertaken. Works on the expansion of the assumptions of the logic and accounting control of electronic form affect the improvement of the quality of the results. In addition, in order to improve the quality of data trainings aimed at increasing knowledge of substantive research coordinators and interviewers are organized.

Satisfactory completeness of a set.

Indicator of set completeness in 2022 amounted to 98,4%.

In the calculation of completeness indicator all households that were contacted and for which completed survey were collected in accordance with the method of Random Route were included (survey accompanied with the particular parts of PKZ survey and surveys with filled in data on household size).

Survey implementation indicator which takes into account only the surveys accompanied with the particular parts of PKZ survey in 2022 amounted to 72,3%.

12.1.2 Main users on a national level

Statistics on the demand side of tourism (e.g. the number of tourists and their expenditures) is based on research surveys of households and individuals (e.g. at borders, at airports). With the same or similar sources of information the balance of payments statistics is benefiting from in the section on travels. In 2012 the President of the Statistics Poland appointed a team for the statistics of foreign sector for national accounts and balance of payments. The members of this team - representatives of the Ministry of Sport and Tourism, the National Bank of Poland and the Statistics Poland agreed and approved the scope of the surveys that will secure information needs of tourism statistics, balance of payments, national accounts and cross-border areas.

The user satisfaction is monitored on a constant way through informal and formal contacts.

Sampling errors for ratios such as average expenditures are estimated with approximate formula based on Taylor expansion. This approach simplifies calculations without loss of precision.

Main sources of non-sampling errors are overcoverage and nonresponse errors (unit and item). Abandoned flats and houses, which cause overcoverage, are reported to update survey frame. Using calibration estimators allows us to deal with overcoverage and unit nonresponse errors. Item nonresponse errors occur because respondents are less likely to complete questions about the structure of expenditures. They do not remember it or do not want to reveal it. Data imputation for core variables occurs rarely. Mistakes made during entering data to database are checked during data validation stage. Processing errors are not measured.

Imputation was used in a small extent in the survey. The survey was designed in such a way that interviewers gather all necessary information from the respondent. Before the statistical year interviewers participate in training on the methodology of the survey and methods of conducting interviews, and in the course of the survey, if necessary, consult with people who are methodologically responsible for the survey. In addition, the survey (in a computer system) uses an extensive system of logic and accounting control, which does not allow the approval of the interviews in which too much information is missing.

Dwellings that are not surveyed are also drawn into the sample. These are:

Dwellings which were not found, because the building or dwelling was: demolished, destined for demolition, destroyed as a result of random events,

18.1.2.4 Coverage errors of population frame

An important problem arising in the course of the survey are all kinds of difficulties in obtaining replies from members of households living in randomly selected homes

The reasons for the lack of response, or failure to implement the questionnaire, can be divided into objective and subjective.
Objective reasons relate to the accidents preventing an interview in the household. These are:

-      dwellings for which the wrong telephone number was selected,

-      no contact with the respondent - no one answers the phone after many attempts to make a call, the voicemail is turned on,

-      the inability to make contact (interviewer did not find anyone at the dwelling, foreigners),

-      the inability to participate in the survey because of illness or old age.

Subjective reasons means the situation in which randomly selected household could participate in the survey, but refuses to participate. The most common reason for refusal is the reluctance to surveys or lack of time.

No response can also be caused by sampling errors, specifically its inadequate update. Sampling error occurs when the dwelling drawn for survey is vacant, was liquidated (demolished) or converted into non-residential building.

Stratified Simple Random Sampling without replacement is applied then. In each strata, Primary Statistical Units (PSU) are sampled and then, in each PSU, households are sampled.

Interviewing.
Questionnaires are collected through a telephone method on a random route basis. Seven reserve flats are drawn for each flat. If in a first household, there was no outbound trip, then survey is continued in the next household chosen with fixed rules ensuring randomness. Up to 8 households may be called before the route is terminated.

18.4. Data validation
18.4.1 Data validation

Verifying the data takes place immediately after the end of the survey. For handling the processing of data from collected questionnaires application was prepared by the Information Technology Division. This application is used for data registration, logic and accounting control and a data set completion in accordance with the list of drawn dwellings, as well as for the development of control and result tables.

To verify the data Excel and Access programme was also used. The software was used to create combinations between tables containing information on expenditures and travel. Data were analyzed by:

  • the size of the average expenditure on accommodation per one trip,
  • average expenditure incurred on particular type of accommodation,
  • the volume of spending on transport per single trip,
  • expenditures incurred for the given purpose,
  • trip duration related to the purpose of the visit,
  • distance of residence from the border and the mode of transport used, etc.

In addition, it is used for Access, which allows you to perform additional analyzes.

18.5.1 Data compilation

Estimation
Estimates are based on calibration estimator. Preliminary weights derived from probability sampling are calculated as an inverse of inclusion probability (as in Horvitz-Thompson estimator). Then the weights are calibrated with respect to non-response rate and demographic structure of households. Preliminary estimates are compared with registers, extrastatistical sources of data, forecasts of time series and expertise. Estimates are corrected if needed and then weights adjustment is performed.
