Statistics on industrial output describe industrial production as classified by the commodity classes of the PRODCOM list. The statistics are based on data reported by enterprises, their legal entities, or their local establishments. The statistics refer to annual output produced in Finland.

The statistics compiled comprise monetary value and physical quantity. The physical units are specific to commodity classes.

Industrial output is represented by the sold output and sub-contracted production in the commodity class. In classes where the output sold by the enterprises is likely to diverge significantly from their actual annual output, total physical output is also reported (in the case of larger vessels, its monetary value).

The statistics on industrial output are compiled for individual classes of commodities. A commodity is defined as a material or an immaterial medium that directly (consumer goods) or indirectly (capital goods) satisfies human needs. Commodities are yearly specified in the PRODCOM list provided by Eurostat in association with the national statistical offices. For national reasons, some supplementary commodity headings are included.

Industrial output also comprises industrial services. They are such as processing, re-modelling, processing, working and other such finishing, maintenance, repairs and installations.

The variables used for statistics on industrial output are the value (in euros) and the quantity (in physical units) of sold production, sub-contracting production and actual annual production. Sold production refers to domestic production sold to other firms or to other legal entities of the firm during the calendar year irrespective of the actual production date. Sold production also covers the sales of stored production. The sales of merchandise not reprocessed in the firm are not included in the value or quantity of sold production.

Subcontracting is an activity where the producer orders products from the subcontractor for whose (principal) planning and marketing the producer is responsible. In subcontracting the producer and subcontractor are always different legal units (Business ID). Subcontractors report the materials and supplies used in manufacturing production irrespective of who has purchased the raw materials (the principal or subcontractor). The subcontractor reports the material and supply data also when the producer is not a manufacturing enterprise or is not located in Finland.

Total production refers to domestic production during the calendar year. It encompasses the sold, the stored, and the intermediate products for reprocessing within the firm. Only quantity data are usually inquired on total production but in the case of larger vessels instead value data are. Data on total production are inquired about for complementary information in cases where sales are expected to diverge substantially from actual production.

The observation unit is the local establishment.

The reporting unit varies and is either legal unit or local establisment.

For the statistics on industrial output, the survey population comprises the enterprises, legal entities and their local establishments from the Business Register of Statistics Finland conducting significant enough industrial business to fall under the representativeness requirements of the EU’s PRODCOM regulation: Commission Implementing Regulation (EU) 2020/1197, EUR-Lex - 32020R1197 - EN - EUR-Lex (europa.eu) and Regulation (EU) 2019/2152.

The inquiry includes all enterprises with at least 10 employees and in certain cases smaller enterprises than this engaged in manufacturing activities (sections B and C of the Standard Industrial Classification (NACE)).

The statistics on industrial output only encompasses domestic production, which is published without regional division.

The data are from the calendar year 2024.

The statistics on industrial output describe industrial production at the detailed level of product classes. Adjacent or otherwise alike product headings may differ very little from each other, which makes misplacement of observations to unintended product classes a typical error.

The response burden in the inquiry on industrial output is significant. This leads to errors and omissions in reporting, especially in the case of smaller enterprises. Using complementary sources, it is often possible to compensate for the lack of data, but non-response is clearly detrimental to statistical quality.

The statistics being product heading-specific, there are often only one or two producers per product class, making non-response cases very local and thus methodological or manual supplementation of the data is not possible in all cases.
The statistics on industrial output should not be interpreted as statistics on the total industrial output but on individual product classes.

In the statistics on industrial output the data on value are inquired in EUR 1,000 for Eurostat and the StatFin service. The data on quantity are inquired and published in the commodity-specific physical units defined in the PRODCOM list or by Statistics Finland for the national supplementary headings.

The physical unit for quantities refers to the weight, length, area, volume, number (pieces or pairs), gross tonnage, power and energy, gross calorific value or some comparable property of the commodity. Quantity information is not inquired about for services or variably quantified commodities.

The data assessed to be reliable through detailed or mass scrutiny are accepted as a part of the database for the statistics on industrial output. The omissions are compensated for by calculated or, more rarely, judged estimates based on the data of the other firms. The data for the smallest firms, mostly those of 10-19 employees, are in their biennial fallow years estimated on the basis of their previous year’s data and the general industrial trend.

Data for the statistics on industrial output are annually inquired directly from enterprises engaged in manufacturing activities, their legal entities, or their local establishments or combinations thereof. In principle, the statistics are a total survey but the smallest entities of the population, mostly enterprises of 10 to 19 employees, are only inquired every second year and in the intervening years the data concerning them are represented by calculations based on their previous year’s data and the general industrial trend.

The statistics on industrial output are annual and published at the turn of July in the year following the statistical year, and updated in the coming December and at the corresponding times the next year.

The statistics on industrial output are nationally published and submitted to Eurostat for publication six months after the end of the statistical year at the turn of June and July.

The statistics on industrial output only concern Finland as a single geographic area. The data submitted to Eurostat accord with the EU standards and are fully comparable with the data from the other EU countries.

The statistics on industrial production have used the PRODCOM nomenclature for the classification of industrial products with national additions and/or clarifications since the statistical year 1997. As a result of the revised industrial classification 2008 and annual or periodic corrections and reforms of the underlying CN and CPA nomenclature, the comparability between different years has in places weakened at the most accurate heading level.

From the statistical year 2021, the distinction between subcontracting production and sold production makes it difficult to compare the value of sold production before the statistical year 2021. In 2020 and before that, subcontracting production was also included in the value of sold production. The change in the comparison of production volumes has no impact in different years.
