3.1. Data description

The OOHPI is based on the ‘net acquisitions’ approach, which measures changes in prices paid by households for the acquisition of dwellings that are new to the household sector and changes in other costs related to the ownership, and transfer of ownership, of dwellings.

3.2. Classification system

The OOHPI is broken down into the following expenditure categories:

  • O.1. Owner-occupiers’ housing expenditure;
    • O.1.1. Acquisitions of dwellings;
      • O.1.1.1. New dwellings;
        • O.1.1.1.1. Purchases of newly built dwellings;
        • O.1.1.1.2. Self-build dwellings and major renovations;
      • O.1.1.2. Existing dwellings new to households;
      • O.1.1.3. Other services related to the acquisition of dwellings;
    • O.1.2. Ownership of dwellings;
      • O.1.2.1. Major repairs and maintenance;
      • O.1.2.2. Insurance connected with dwellings;
      • O.1.2.3. Other services related to ownership of dwellings.

3.4. Statistical concepts and definitions

The main statistical variables are price indices.

3.5. Statistical unit

The basic unit of statistical observation are transaction prices of dwellings new to the household sector and of other products that the households acquire in their role as owner-occupiers.

Owner-occupied dwellings.

3.7. Reference area

Data available on a very detailed level including by dwelling categories (family houses, flats), but due to small number of transactions indices are compiled for the country as a whole.

Data are available starting from the first quarter of 2010.

The following units are used:

- Index point;
- Percentage change on the same period of the previous year (rates);

Owner-occupied housing price index is calculated for the country as a whole, there are no regional indices available.

The owner-occupied housing price index may partly overlap the scope of the house price indices. However, both indexes cover a different set of transactions and any comparison of the two indices should be done with this in mind.

The owner-occupied housing price indices may be revised.

Data are published on the 85th day after the end of the current quarter. Revised data for previous quarter are published together with the provisional data of current quarter.

18.1.1. Prices

Main data source used to obtain information is State Unified Computerised Land Register, as well as separate surveys have been prepared for calculation of sub-indices.

18.1.2. Weights

Data for weights provided by National Accounts. Weights reflect structure of the acquisitions of dwellings and other goods and services that households acquire in their role as owner-occupiers in the year T-2. Weights are revised every year and recalculated into prices of the 4th quarter of the previous year.

18.2. Frequency of data collection

Data are collected on a quarterly basis. For several sub-indices less frequent data collection is performed (real estate appraisal fee; real estate agents service fee; insurance). Service providers review prices less frequently than on quarterly basis therefore such a data fulfils comparability requirements.

CSB receives data from Land Register and surveyed companies on a regular basis.

OOHPI is a Laspeyres-type price index.

18.5.1.2. Aggregation method

Indices for all stratum are aggregated to the country total using weights provided by NA.

The weights reflect structure of the acquisition of dwellings and other goods and services that households acquire in their role as owner-occupiers in the year T-2 (NA data). The weights are revised every year and recalculated into the prices of the 4th quarter of the previous year.

18.5.2.1. Timing for pricing

Registration of ownership in Land Register. There is no specific time requirement regarding the ownership registration in Land Register, however such registration is mandatory and if performed with unnecessary delay (later than 6 months after transaction took place) the registration fee is 1.5 times higher.

18.5.2.2. Treatment of VAT

VAT is included in the price of newly built dwellings.

18.5.2.3. Treatment of other taxes

Other taxes are not included in the price of dwellings.

18.5.2.4. Treatment of government subsidies

Government subsidies for housing acquisition do not influence market prices but rather owner occupier expenditure.

Land price is excluded from weights, but included in prices used for the index calculation purposes (newly built dwellings; existing dwellings new to the household sector).

Housing cooperatives are not relevant.

To get the most comparable data and exclude outliers only transactions within predefined parameters are used. Also manual identification of outliers based on the market situation is used.
