3.1. Data description

The OOHPI is based on the ‘net acquisitions’ approach, which measures changes in prices paid by households for the acquisition of dwellings that are new to the household sector and changes in other costs related to the ownership, and transfer of ownership, of dwellings.

3.2. Classification system

The OOHPI is broken down into the following expenditure categories:

  • O.1. Owner-occupiers’ housing expenditure;
    • O.1.1. Acquisitions of dwellings;
      • O.1.1.1. New dwellings;
        • O.1.1.1.1. Purchases of newly built dwellings;
        • O.1.1.1.2. Self-build dwellings and major renovations;
      • O.1.1.2. Existing dwellings new to households;
      • O.1.1.3. Other services related to the acquisition of dwellings;
    • O.1.2. Ownership of dwellings;
      • O.1.2.1. Major repairs and maintenance;
      • O.1.2.2. Insurance connected with dwellings;
      • O.1.2.3. Other services related to ownership of dwellings.

Households which are owner occupiers.

3.4. Statistical concepts and definitions

The main statistical variables are price indices.

3.5. Statistical unit

The basic unit of statistical observation are transaction prices of dwellings new to the household sector and of other products that the households acquire in their role as owner-occupiers.

3.6. Statistical population

Owner-occupied dwellings.

3.7. Reference area

The OOHPI covers the entire area of the country.

3.8. Coverage - Time

Data are available since first quarter of 2010.

3.9. Base period

The index reference period is 2015=100.


4. Unit of measure Top

The following units are used:

Index: equal 100 in the base period;
Annual rates of change: percentage change on the same period of the previous year;
Quarterly rates of change: percentage change on the previous period;
Weights are given as parts in 1000.

The compiled quarterly indices represent the whole calendar quarter.

National legislation: Under the Official Statistics Act (Official Gazette, No. 25/20), the Croatian Bureau of Statistics (CBS) cannot publish, or otherwise make available to any individual or organization, statistics that would enable the identification of data for any individual person or legal entity. Individual data are strictly confidential and must not be published or reported.

European legislationRegulation (EC) No 223/2009 on European statistics (recital 24 and Article 20(4) of 11 March 2009 (OJ L 87, p. 164), stipulates the need to establish common principles and guidelines ensuring the confidentiality of data used for the production of European statistics and the access to those confidential data with due account for technical developments and the requirements of users in a democratic society.

The OOHPI is not published on the CBS website.

The Croatian OOHPI is only published by Eurostat on a quarterly basis according to Eurostat’s Release calendar for HPI.

All sub-indices are calculated according to the EU regulation.

The following OOH price index categories are included in the calculation of the total OOHPI: „Purchases of newly built dwellings”, „Self-build dwellings and major renovations”, „Existing dwellings new to households” (excluded since 2017), „Other services related to the acquisitions of dwellings”, „Major repairs and maintenance” and „Insurance connected with the dwelling”. The category „Other services related to ownership of dwellings” is not included in the calculation of the OOHPI.

14. Timeliness and punctuality Top
14.1. Timeliness

The Croatian OOHPI is published approximately 100 days after the end of the related quarter only at the Eurostat website in line with Eurostat release calendar.

14.2. Punctuality

Data are sent to Eurostat according to the requirements – no later than 85 days from the end of the quarter to which the indices relate and no later than June 15 of the reference year for weights.

There is no record on delays in the data production so far and see 14.1.

17.1. Data revision - policy

OOHPI series are revisable under the terms set in Commission Regulation (EU) No 2023/1470 of 17 July 2023. The published OOHPI data may be revised for mistakes, new or improved information, and changes in the system of harmonised rules.

18.1.1. Prices

The main data sources for OOHPI are administrative data source and conducted surveys.

18.1.2. Weights

The data sources for compiling OOHPI weights are data from National Accounts, administrative data – Tax administration and from the Croatian Insurance Bureau.

18.2. Frequency of data collection

Most price data are collected quarterly and only for the Insurance connected with dwellings category, data are collected in a monthly cycle.

Administrative data are received quarterly, for both, transaction prices and weights, by electronic protocol established between the CBS and the Tax Administration. Other weights data are collected annually.

18.3. Data collection

Administrative data are received by electronic protocol established between the CBS and the Tax Administration.

Other data are collected or conducted by central CBS staff via Internet or electronically.

All data are checked for completeness and internal consistency in terms of eliminating various errors in the database and records.

18.5.1.1. Index formulae

OOHPI is a Laspeyres-type price index.

18.5.1.2. Aggregation method

OOHPI sub-indices are calculated separately by using different sources.

Croatian OOHPI is an index that covers elementary indices for purchases of newly built dwellings, self-build dwellings and major renovations, existing dwellings new to households (excluded since 2017), other services related to the acquisitions of dwellings, major repairs and maintenance and insurance connected with the dwelling. These indices are then aggregated to a higher level and level total using a chain-linked Laspeyres-type price index formula.

18.5.1.3. Derivation of sub-index and elementary aggregate weights

From 2021 elementary aggregate weights are based on provisional expenditures from National Accounts (t-1) as well as on Tax administration data and are updated each year.

18.5.1.4. Price updating

Elementary aggregate weights are price-updated on the basis of price change between the previous year and the last quarter of the previous year.

18.5.1.5. Chaining and linking method

The OOHPI is chained on an annual basis using the fourth quarter of the previous year as the linking period.

Transaction prices are fixed in the buying contract and date of contract must be in the quarter for which the index is calculated.

VAT is included in the price of new dwellings.

18.5.2.3. Treatment of other taxes

Other taxes are not included in the price of dwellings.

18.5.2.4. Treatment of government subsidies

Transactions which include government subsidies are normally below market prices and they are excluded from calculation.

The price of land is included in prices and deducted from weights.

18.5.2.6. Housing cooperatives

Housing cooperatives are not covered.

The fractional transactions are included in calculation with no special treatment.

18.5.3.1. Elementary aggregate formulae

Elementary aggregate indices for Other services related to the acquisition of dwellings and for Insurance connected with dwellings have been computed as a ratio of current and the price referent period geometric mean (Jevons).

18.5.3.2. Replacements

As regards replacement, case-by-case approach will be performed if necessary.

18.5.3.3. Quality adjustment

There are not automatic procedures and case-by-case approach is performed. The choice of method depends on specific replacement situation.

For price data in categories Other services related to the acquisition of dwellings and for Insurance connected with dwellings only direct price comparison method is used.

Discounts are taken into account while there are no cases related to inducements.

No seasonal or calendar adjustments are made.

The hedonic method (time dummy rolling window method) for purchases of newly built dwellings and purchases of existing dwellings new to households (up to 2017) was selected.
