3.1. Data description

European statistics on electricity prices for household and final non-household customers.

3.2. Classification system

Internal Eurostat classification system based on annual electricity consumption bands and tax levels.

3.3. Coverage - sector

Household sector and final non-household sector (industry, services, offices, agriculture, etc).

3.4. Statistical concepts and definitions

The prices are reported in national currencies per kWh and according to different bands of consumption.

For the household sector, these bands are:

  • DA: customers consuming less than 1000 kWh.
  • DB: customers consuming 1000 kWh or more but less than 2500 kWh.
  • DC: customers consuming 2500 kWh or more but less than 5000 kWh.
  • DD: customers consuming 5000 kWh or more but less than 15000 kWh.
  • DE: customers consuming 15000 kWh or more.

For the final non-household sector, the bands are:

  • IA: customers consuming less than 20 MWh.
  • IB: customers consuming 20 MWh or more but less than 500 MWh.
  • IC: customers consuming 500 MWh or more but less than 2000 MWh.
  • ID: customers consuming 2000 MWh or more but less than 20000 MWh.
  • IE: customers consuming 20000 MWh or more but less than 70000 MWh.
  • IF: customers consuming 70000 MWh or more but less than 150000 MWh.
  • IG: customers consuming 150000 MWh or more.

There exist 2 different levels of disagregation for semestrial and annual prices:

1- Semestrial prices:

These prices are reported twice a year and are divided in 3 levels:

  • Level 1 prices: prices excluding taxes and levies.
  • Level 2 prices: prices excluding VAT and other recoverable taxes and levies.
  • Level 3 prices: prices including all taxes and levies.

2- Annual prices:

These prices are reported once a year together with the data for the second semester and are divided into the following components and taxes:

  • Energy and supply: generation, aggregation, balancing energy, supplied energy costs, customer services, after-sales management and other supply costs.
  • Network cost: transmission and distribution tariffs, transmission and distribution losses, network costs, after-sale service costs, system service costs, and meter rental and metering costs.
  • Value added taxes (VAT): as defined in Council Directive 2006/112/EC.
  • Renewable taxes: taxes, fees, levies or charges relating to the promotion of renewable energy sources, energy efficiency and CHP generation.
  • Capacity taxes: Taxes, fees, levies or charges relating to capacity payments, energy security and generation adequacy; taxes on coal industry restructuring; taxes on electricity distribution; stranded costs and levies on financing energy regulatory authorities or market and system operators.
  • Environmental taxes: taxes, fees, levies or charges relating to air quality and for other environmental purposes; taxes on emissions of CO2 or other greenhouse gases. This component includes the excise duties.
  • Nuclear taxes: taxes, fees, levies or charges relating to the nuclear sector, including nuclear decommissioning, inspections and fees for nuclear installations.
  • All other taxes: taxes, fees, levies or charges not covered by any of the previous five categories: support for district heating; local or regional fiscal charges; island compensation; concession fees relating to licences and fees for the occupation of land and public or private property by networks or other devices.

In addition to these elements, the network cost is split into the respective shares of transmission and distribution. The relative share of consumption in the different consumption bands is reported by the countries and used to calculated the single national electricity prices (weighted averages for consumer bands IA-IF and DA-DE) but not published because it could be used to re-calculate some confidential values.

 

3.5. Statistical unit

Household and final non-household consumers divided into consumption bands.

Electricity prices are collected from the electricity supplier. Suppliers are economic entities, companies that must own a license (license) for performing electricity supply activities in the territory of Bosnia and Herzegovina. The licenses are issued by the competent regulatory authorities of SERC, FERK and RERS, according to the location of the suppliers.

3.6. Statistical population

In accordance with the terms of the license, the supplier is obliged to submit to the regulator the data on the consumption of final customers, income, and the realized average prices of electricity with the customers it supplies. These prices are obliged to record and display in accordance with the Eurostat methodology, especially for households, and especially for customers who are not classified as households (industrial, commercial, public institutions, public lighting and others).

Number of suppliers: 25, number of active suppliers 10, total number of the end customers 1.548.740.

Electricity prices data for Bosnia and Herzegovina are available since 2012.

4. Unit of measure Top

Prices are reported in national currency per kWh.

Eurostat also calculates and publishes the prices in EURO and PPS (purchasing power parity).
Relative shares of sub-component of the network component and consumption volumes are reported in percentages.


5. Reference Period Top

For semestrial prices, the reference periods are from January to June for semester 1 and from July to December for semester 2.

For annual prices, the reference period is the whole calendar year (from January to December).

6.1. Institutional Mandate - legal acts and other agreements

At EU level:

  • Regulation (EU) 2016/1952 of the European Parliament and of the Council of 26 October 2016 on European statistics on natural gas and electricity prices and repealing Directive 2008/92/EC (Text with EEA relevance).
  • Commission Implementing Regulation (EU) 2017/2169 of 21 November 2017 concerning the format and arrangements for the transmission of European Statistics on natural gas and electricity prices pursuant to Regulation (EU) 2016/1952 of the European Parliament and of the Council (Text with EEA relevance).
  • Commission Implementing Regulation (EU) 2019/803 concerning the content of quality reports on European statistics on natural gas and electricity prices pursuant to Regulation (EU) 2016/1952 of the European Parliament and of the Council (Text with EEA relevance).

At national level:

  • The State Electricity Regulatory Commission (SERC) signed Memorandum of Understanding with the  Agency for Statistics of Bosnia and Herzegovina on 19 April 2011.This MoU creates the base on which both parties undertake activities, in accordance with the competencies of each party, to facilitate and accelerate the process of harmonization of official statistics and EU statistics, with the systematic monitoring and application of international standards.

  • Eurostat does not share the data collected with other organisation appart from its usual dissemination chanel (Eurostat's database, statistic explained articles and press or news release) .

At national level:

  • Data is sent to Eurostat.

7.1. Confidentiality - policy

At EU level:

  • Regulation (EC) No 223/2009 of the European Parliament and of the Council, of 11 March 2009, on the transmission of data subject to statistical confidentiality to the Statistical Office of the European Communities.

At national level:

  • The Law on Statistics of BiH (Official Gazette of BiH 26/04 and 42/04 - Chapter XI Article 23-29) establishes the principle of confidentiality as one of the main principles. The Agency for Statistics of BiH disseminates statistics in accordance with the principles of the European Statistics Code of Practice and in particular with the principle of statistical confidentiality.
7.2. Confidentiality - data treatment

Published data should not allow identification of single consumers.

The confidentiality of statistical data is required by Law of Statistics, and the staff conducting the statistical survey has the same legal obligation to protect confidentiality.

The Agency for Statistics of BiH does not have individual data for electricity prices in BiH. The SERC delivers aggregated data to the Agency for Statistics of BiH.

Information on the dissemination of statistical data is published in the Calendar of publishing on the website of the Agency for Statistics of BiH. The calendar of announcements describes the subject area, the reference period and the date of publication. Any deviation from the timetable of dissemination is announced as soon as possible, with an explanation of why there has been a deviation, and a new time of publication is stated. 

The data are published twice a each year, according to Eurostat classes.

11.1. Quality assurance

Pursuant to the Law on Statistics of Bosnia and Herzegovina, the Strategy for the Development of Statistics BiH 2020, as well as other relevant documents, relying on the Declaration on the Quality of the European Statistical System, the European Code of Practice (CoP), the recommendations of the Eurostat Quality Assurance Group (LEG) refers to the quality management system, the Quality Assurance Framework for Eurostat (QAF) and a number of other documents on internationally accepted good practice, the Statistics Agency of BH is committed to consistently adhering to and complying with a quality policy based on the following principles of the Full Quality Management Model (TQM):

-       Monitoring the quality of statistical processes and products

-       User satisfaction with statistical data

-       Strengthening cooperation with data providers (reducing the burden on respondents)

-       Rational use of available resources

Professional orientation of employees (education, motivation and satisfaction)

12.1. Relevance - User Needs

Data users in Bosnia and Herzegovina are institutions that deal with the analysis of economic trends in BiH and other beneficiaries such as scientific-educational institutions and others. User needs are satisfied, the user is also Eurostat. 

12.2. Relevance - User Satisfaction

The Customer Satisfaction Survey was conducted in October 2020   (https://bhas.gov.ba/). The goal of the Agency for Statistics of BiH Customer Satisfaction Survey is to better understand the current needs of our customers. The results of this research make it possible to improve the quality of data and services provided by the Agency in those segments in which users have expressed less satisfaction.

Data on electricity prices in BiH meet the needs of users at the national level. So far, no comments have been recorded on the quality or the data structure.

13.1. Accuracy - overall

Electricity price reporting is not done on the sample basis, but on the basis of full coverage (the suppliers of electricity who, on the basis of the license conditions, are obliged to regularly produce customer supply reports). Accordingly, coverage errors are not possible, ie they are reduced to a minimum.

13.2. Sampling error

Sample errors do not occur because the statistical analysis is not performed on a sample basis.

Since the price of electricity is derived (synthetic) data from invoiced financial amounts and consumption of electricity measured by the electricity meter of customers, the only measurement errors that may arise are errors in the measurement of consumption.

Administrative source of data for electricity price statistics is SERC.  There are no coverage errors.

The only source of data for electricity price statistics is SERC.The Agency for Statistics of BiH takes aggregated data from SERC.

 The Agency for Statistics of BiH takes aggregated data from SERC. 100% of the data are covered by the survey.

13.3.2. Measurement error

It is full coverage of electricity prices  (the suppliers of electricity who, on the basis of the license conditions, are obliged to regularly produce customer supply reports).

Measurement errors have no impact or their impact is negligible on the calculation of average electricity prices. If an error is spotted, reporting units are contacted for the check-up of inaccurate or incomplete data and for the correction of  data.

13.3.3. Non response error

The suppliers of electricity on the basis of the license conditions, are obliged to regularly produce customer supply reports. All the suppliers are answering to the survey and they are providing all data point needed.

Processing errors were not detected. All data is processed in standard excel tables with programmatically created formulas, the possibility of errors is minimized.

Electricity providers that participate in the national data collection are requested to provide the electricity price data within 8 weeks after the reference period. After arrival, the SERC checks the micro-data for correctness, consistency.

18.1. Source data

Source for data is BiH  State Electricity Regulatory Commission (SERC).

The State Electricity Regulatory Commission is an independent institution of Bosnia and Herzegovina, which acts in accordance with the principles of objectivity, transparency and equality, and has jurisdiction over and responsibility for transmission of electricity, transmission system operation and international trade in electricity as well as generation, distribution and supply of electricity for customers in Brčko District BIH.

SERC was established by the Parliamentary Assembly of Bosnia and Herzegovina by adoption of the Act on Transmission of Electric Power, Regulator and System Operator of BIH, and appointment of the Members of the Commission.

 BHAS send the Questionnaire to SERC, they fill and sent it back  via e-mail. 

18.2. Frequency of data collection

The prices collected cover average prices over a period of six months, from January to June (first half or semester 1) and from July to December (second half or semester 2) of each year.

18.3. Data collection

In BHAS statistical release (Table 1 and Table 2) was given the average electricity price for the two categories of spending, households and non-household. Source for data is State Electricity Regulatory Commission (SERC).

The prices collected cover average prices over a period of six months, from January to June (first half or semester 1) and from July to December (second half or semester 2) of each year. Prices include the basic price of the electricity, transmission and distribution charges, meter rental, and other services. Electricity prices for household consumers are presented including taxes, levies, non-tax levies, fees and value added tax (VAT) as this generally reflects the end price paid by household consumers. As non-household consumers are usually able to recover VAT and some other taxes, prices for enterprises are shown without VAT.

Processing errors were not detected. All data is processed in standard Excel tables with programmatically created formulas.

18.5. Data compilation

Data on average electricity prices for end customers are recorded and calculated twice during the calendar year. Data are collected in regulatory institutions, in accordance with the terms of the license for supply, in the manner that suppliers deliver relevant price data for a six-month period on the prescribed forms.

Forms have been formed in such a way that they exist for the number of customers, total energy, invoiced revenue for the network, invoiced revenue for energy and supplies, and the total invoiced amount. The value added tax (VAT) and the invoiced amount with the tax are also shown. On the basis of these data, the average price for the net and the average price for energy and supplies, and the total average price, is calculated. All variables are calculated for each class of consumption in the household category and category non-household customers.

18.6. Adjustment

Suppliers use seasonal tariffs in the supply of electricity to customers. The higher seasonal tariffs are applied in the period September-March or November-February, and lower seasonal positions in the period April-September or March-October depending on the supplier, and due to the symmetry compared to the semi-annual periods of price observation, seasonal tariff positions have no impact on time comparability, ie. seasonal tariff are neutral in terms of price.
