Luxembourg statistics on natural gas prices for household and final non-household consumers.
3.2. Classification system
The gas prices are classified in accordance with the structure for transmitting statistical data on electricity price as defined in the Annex I of the Commission Implementing Regulation (EU) 2017/2169 of November 2017 concerning the format and arrangements for the transmission of European Statistics on natural gas and electricity prices pursuant to Regulation (EU) 2016/1952 of the European Parilament and of the Council.

Household sector and non-household final consumption sector (industry, services, offices, agriculture, etc).
3.4. Statistical concepts and definitions
The prices are collected in EUR per GJ and according to different bands of consumption.
For the households sector, these bands are:
D1: Annual consumption below 20 GJ.
D2: Annual consumption 20 GJ or more but less than 200 GJ.
D3: Annual consumption 200 GJ or more.
For the final consumption non-households sector, the bands are:
I1: Annual consumption below 1 000 GJ.
I2: Annual consumption 1 000 GJ or more but less than 10 000 GJ.
I3: Annual consumption 10 000 GJ or more but less than 100 000 GJ.
I4: Annual consumption 100 000 GJ or more but less than 1000 000 GJ.
I5: Annual consumption 1 000 000 GJ or more but less than 4000 000 GJ.
I6: Annual consumption 4 000 000 GJ or more.
There exist 2 different levels of disagregation for semi-annual and annual prices:
1 - Semi-annual prices:
These prices are reported twice a year and are divided in 3 levels:
Level 1 prices: Prices excluding taxes and levies.
Level 2 prices: Prices excluding VAT and other recoverable taxes.
Level 3 prices: Prices including all taxes.
2 - Annual prices:
These prices are reported once a year together with the data for the second semester and are divided into the following components and taxes:
Energy and supply: meaning that generation, aggregation, balancing energy, supplied energy costs, customer services, after-sales management and other supply costs.
Network cost: it refers to transmission and distribution tariffs, transmission and distribution losses, network costs, after-sale service costs, system service costs, and meter rental and metering costs.
Value added taxes (VAT): Gas is subject to a reduced VAT rate (8%).
Renewable taxes: Nothing to be reported at the moment
Capacity taxes: Nothing to be reported at the moment
Environmental taxes: it corresponds only to CO2 tax (entered into force in Luxembourg only in 2021)
Nuclear taxes: Not applicable for Luxembourg
All other taxes: it is a residual category covering all othes excises
In addition to these elements, the network cost is split into the respective shares of transmission and distribution. The relative share of consumption in the different consumption bands is used to calculated the single national electricity prices (weighted averages for consumer bands D1:D3 and I1:I6) and published. Confidentially issues apply to the consumption share for the bands I4 and I5, as result they are not disseminated.
VAT (TVA) for gas is refunded at 100% for purchases for commercial purposes in Luxembourg for the industrial sector (I1:I6).
