2.1.1. Introduction
This metadata information is provided by Poland's authorities to ensure compliance with the requirements of Article 6 of Regulation 862/2007 on Community Statistics on Migration and International Protection.

As required by Article 9 of the Regulation 862/2007, Member States must report to Eurostat on the data sources used, the reasons for the selection of these sources and the effects of the selected data on the quality of the statistics. Member States shall provide it with all the information necessary to evaluate the quality, comparability and completeness of the statistical information.

The reference terms for the assessment of quality compliance are provided by Eurostat in the Residence permit statistics technical guidelines applied for 2015 reference period (See section 3.4 Statistical concepts and definitions from the Residence permits statistics ESMS file).

The statistics collected under the Regulation 862/2007 are widely used in official publications and by a wide range of users at national, European and International level. The Residence permits statistics produced are regularly used by national administrations, academic researchers and civil society groups working on a wide range of topics including the integration of immigrants, the development and monitoring of national asylum and immigration procedures, and the projection of the future population and labour force.

At European level, the main users of Residence permits statistics are Eurostat and DG Migration and Home Affairs. These statistics are used in several publications of the Commission, as well as in the preparation of regular reports, policy proposals and analysis.  The statistics also provide an input to the European Migration Network (EMN) studies and reports that address specific issues of current policy importance.

10. Cost and Burden Top

The Office for Foreigners fulfils its obligations towards the EUROSTAT and other European institutions and disseminates the necessary data in line with the obligations imposed on the Office. For its surveys, the Office uses the registers of other institutions, i.e. the Ministry of Foreign Affairs. The data are generated from internal IT systems which means that there is no additional burden on respondents.


11. Confidentiality Top

Article 76(1) of the Act of 21 November 2008 (Dz. U. 2008 No 227 item 1505, as amended) on civil service impose an obligation on members of civil service corps to preserve statutory confidential information. Statistical confidentiality is subject to statutory protection pursuant to Article 10 of the Law of 29 June 1995 on official statistics (Dz. U. of 2012 item 591, as amended).
Data confidentiality is also guaranteed by the Act on personal data protection and the Act on protection of classified information. In line with the security policy, the employees of the Office for Foreigners undergo training on protection of classified information and personal data protection. After the training, the employees are informed about the liability for infringements of the protection of information protected by law and make a commitment in writing to keep the classified information confidential. There are legal regulations on physical and technical security and integrity of statistical databases, namely, the Instruction on management of computer systems which is formal act. In addition, issues of data security in the Office of govern general legal acts [such as Regulation of the Council of the Ministers of 12 April 2012 on the National Framework of Interoperability, Minimum Requirements for Public Registers and Exchange of Digital Information and Minimum Requirements for IT Systems (Journal of Laws 2012, item 526) and Standard PN-ISO/IEC 27001 IT. IT security. Systems of information security management] and internal legal acts [such as: Information security policy, Instructions on the management of IT systems which process personal data in the Office for Foreigners (with the attachments) and Instructions on the protection of the Office for Foreigners (Warsaw, 16 Koszykowa St.)]. The Office was established position responsible for the technical data protection - Data Protection Supervisor and the position responsible for the physical protection of data - The Plenipotentiary for the Protection of Undisclosed Information.
