2.1. Data description

2.1.1. Introduction

This metadata information is provided by Liechtenstein's authorities to ensure compliance with the requirements of Article 6 of Regulation 862/2007 on Community Statistics on Migration and International Protection.

As required by Article 9 of the Regulation 862/2007, Member States must report to Eurostat on the data sources used, the reasons for the selection of these sources and the effects of the selected data on the quality of the statistics. Member States shall provide it with all the information necessary to evaluate the quality, comparability and completeness of the statistical information.

The reference terms for the assessment of quality compliance are provided by Eurostat in the Residence permit statistics technical guidelines applied for 2015 reference period (See section 3.4 Statistical concepts and definitions from the Residence permits statistics ESMS file).

 

2.1.2. General description of the statistical domain at national level

National system for compilation of residence permits statistics (level of development, main changes that affected the system in the last years and further development)

Liechtenstein submitted data since the reference year 2013. The date are based on the permits issued by the Immigration and Passport Office of Liechtenstein. There are no changes since the reporting year 2013.

The European Regulation (EC) No 862/2007 of 11 July 2007 on Community statistics on migration and international protection is directly applicable in Liechtenstein.
National Foreigners Act (Ausländergesetz LGBl. 2008 Nr. 311).

The Immigration and Passport Office of Liechtenstein issues the resident permits and is the owner of the database.

The Office of Statistics Liechtenstein has access to the resident permits and it compiles the data.

 

2.1.5. General procedure for issuing first residence permits at National level

With the exception of tourist visits not longer than 3 months, any stay in Liechtenstein requires a permit. Citizens of the European Economic Area (EEA) have the right to reside in Liechtenstein only subject to the quotas set out in a bilateral agreement.
According to the Regulation (EC) No 862/2007, Iceland and Norway are rated as third countries although they are members of the EEA. Switzerland is a third country as well according to the Regulation (EC) No 862/2007.

1. EEA citizens
Half of the residence permits issued each year is allocated by a lottery; the other half is granted, either for the purpose of work to economically active persons (at least 56 per year)or for the purpose of residence without work to economically non- active persons (at least 16 per year).
The awarded residence permit in principle entails the right for a spouse and children under the age of 21 to reside in Liechtenstein as well.

2. Swiss citizens
All residence permits issued each year are granted either for the purpose of work to economically active persons or for the purpose of residence without work to economically non-active persons.

3. Citizens of "other countries"
Liechtenstein in principle has no obligation to grant residence permits. Nevertheless, citizens of "other countries" may be granted residence permits either for the purpose of non-self-employed work and for the purpose of residence without work to economically non- active persons.
The issue of a residence permit is guided by national economic considerations in this regard. There is the possibility of granting residence permits to persons of particular interest to the country (article 20 of the national Foreigners Act) or on grounds of important public interests (article 21 of the national Foreigners Act).
The awarded residence permit in principle entails the right for a spouse and joint single children under the age of 18 to reside in Liechtenstein as well.
Applications for the purpose of work and for the purpose of residence without work must be directed to the Office for Migration and Passports (Ausländer- und Passamt), which passes the requests to the Liechtenstein government for decision taking on a monthly base, or applications for residence without work on a quarterly base respectively.
