2.1. Data description

2.1.1. Introduction

This metadata information is provided by Croatia's authorities to ensure compliance with the requirements of Article 6 of Regulation 862/2007 on Community Statistics on Migration and International Protection.

As required by Article 9 of the Regulation 862/2007, Member States must report to Eurostat on the data sources used, the reasons for the selection of these sources and the effects of the selected data on the quality of the statistics. Member States shall provide it with all the information necessary to evaluate the quality, comparability and completeness of the statistical information.

The reference terms for the assessment of quality compliance are provided by Eurostat in the Residence permit statistics technical guidelines applied for 2017 reference period (See section 3.4 Statistical concepts and definitions from the Residence permits statistics ESMS file).

 

2.1.2. General description of the statistical domain at national level

National system for compilation of residence permits statistics (level of development, main changes that affected the system in the last years and further development)

Statistical information concerning granted temporary/permanent residence, as well as residence and work permissions and data on issued residence cards for persons granted asylum or subsidiary protection for Tables RP1-RP7, BC1-BC3, SP1, LTR, SW1 and SW2, FRPS, ICT1 - ICT3 and SR1 - SR3 is provided by the Ministry of the Interior of the Republic of Croatia (hereinafter referred to as MoI). Department for foreigners matters within Administration for administrative and inspection matters of MoI in cooperation with IT sector of MoI gather data, fills into EUROSTAT templates and validates the results within tables. Relevant data are extracted from information system of MoI, which is an on-line database (not static database).

General information about type of data recorded in information system about issued permits pursuant to national legislation is as follows:

Temporary and permanent residence: database number of TCN and sex, surname, birth surname, name of a TCN, and name of father or mother, date, place and country of birth, citizenship, occupation/level of skills, knowledge of language, marital status, type of residence, data on criminal or misdemeanour liability, number, type, date and place of issuance as well as date of validity of passport, date and place of entrance into the Republic of Croatia, name of competent Police administration/police station, residence, domicile and an address in the Republic of Croatia, personal identification number, biometric data if issued with a travel document for a stateless person, mark.

In addition, type of data on TCNs on temporary residence include: purpose of temporary stay, date of issue of permission, validity period and number of granted temporary residence.

In addition, type of data on TCNs on permanent residence include: number and date of issuance of permission for permanent residence, date and reason for easing from database, number of permanent permission. 

Type of data recorded in information system about issued residence and work permissions are as follows: database number of TCN and sex, surname, birth surname, name of a TCN, and name of father or mother, date, place and country of birth, citizenship, number, type, date and place of issuance as well as date of validity of passport, occupation/level of skills/name of work place, knowledge of language, marital status, residence, domicile and an address in the Republic of Croatia, date and place of entrance into the Republic of Croatia, type of permission for residence and work (within/outside annual quota), name of competent Police administration/police station, number and date of issued permission for residence and work, date of validity, name and address of the employer, or legal or natural person to whom TCN is providing services, date and reason for erasing from database, personal identification number, data on criminal or misdemeanour liability, mark.

Also, type of data on polycarbonate residence permits (card) include: data on TCN (name and surname, birth surname, date, place and country of birth, citizenship, sex, name of parent, address in the Republic of Croatia, address abroad, personal identification number, data on passport or identity card), name of competent Police administration or police station, serial number, type of residence, date of issue and validity period, date of delivery, marks, date of acceptance of report of missing card and means of missing, number and date of issuance of report of competent authority on missing card, date and reason for annulment, data which are contained in RFID chip.

Type of data on polycarbonate residence permits (card) for family members of EU citizens and family members of Croatian nationals include: data on foreigner (name and surname, birth surname, date, place and country of birth, citizenship, sex, name of parents, address in the Republic of Croatia, address abroad, personal identification number, data on passport or identity card, name of competent police administration or police station, serial number, type of residence, date of issue and validity period, date of delivery, marks, date of acceptance of report of missing card and means of missing, number and date of issuance of report of competent authority on missing card, date and reason for annulment, data which are contained in RFID chip.

General conditions for extraction of data are that temporary/permanent/residence and work permission is granted in reference year and that is valid for more than 90 days.

Therefore, in relation to Technical guidelines for each application of TCN for temporary/permanent residence in accordance to national legislation following data is recorded in information system: type of application, database number for person, status of application, reason for granting application, date of validity (from-till), citizenship, sex, date of birth, and for residence and work permissions data on legal ground for granting. Also, data include data on family members of TCNs and their family ties with this person. Depending on status, type of application and citizenship of a person, data are further disaggregated in accordance with Technical guidelines on first permits, renewed and changes of status, having in mind their length of validity.    

All valid residence permits at the end of the year

Recorded cases for all valid permits at the end of the year refer to cases where temporary/permanent/residence and work permission/polycarbonate residence cards for persons granted asylum of subsidiary protection, was granted/issued before 31 December of the reference year, which are still valid on 31 December of the reference year.

For EU Blue Cards data is extracted if they are marked as EU Blue Card, and data on family members for TCNs to whom temporary residence is granted for the purpose of family reunification with holder of EU Blue Card.

2.1.4. Institutional infrastructure

List of the institutions involved in managing the registers related to Residence permits statistics and the institutions involved in the compilation of the Residence permits statistics

Statistical information concerning granted temporary/permanent residence, as well as residence and work permissions and data on issued residence cards for persons granted asylum or subsidiary protection are gathered by IT unit of MoI and in cooperation with Administration for administrative and inspection matters, Department for foreigners and asylum of MoI.

 

2.1.5. General procedure for issuing first residence permits at National level

Police Administrations and Police stations are responsible for entering the data about the foreigner and his/her application for temporary/permanent residence, residence and work permissions and residence cards into information system of MoI. Data on first permits is extracted from information system following the rules from Technical guideline, that is permission is recorded as first if it the case of granted temporary residence/residence and work permissions/permanent residence and issued polycarbonate residence cards for TCNs granted asylum or subsidiary protection issued to person for the all first time, or if the time gap between the expiry of the previous permit and the start of the validity of a new one is more than 6 months.

 

2.1.6. General procedure for recording change of status or reason to stay of the permit (reason)

Recorded cases refer to situation when changing reason for temporary residence of the major categories, i.e., only changes between following categories:

- when temporary residence was granted for the purpose of family formation and reunification,

- when temporary residence was granted for the purpose of education and study,

- when temporary residence was granted for the purpose related to remunerated activities,

- life partnership,

- when temporary residence was granted for other reasons, provided that the period between the expiry of the previous residence and the start of the new residence is less than 6 months.  

For year 2017 we also included changes of status from temporary residence to permanent (long term) residence. Recorded cases refer to cases where previous temporary residence was granted (for purpose of family formation and reunification, education and study or remunerated activities) and person is now issued with permanent (long term) status. Such cases are recorded under category “Other reasons”.

Please note that these cases were not included in data for 2013 and 2014.

Also, some recorded cases that changed immigration status/reason to stay from temporary residence (granted for other reasons) to permanent residence (recorded also under other reasons) could not be recorded. These cases were given in metadata of Table RP5. 

 

2.1.7. General procedure for recording all valid residence permits at the end of the year

Include information on all permits valid in the end of the year and long term permits

Recorded cases refer to cases where temporary/permanent/residence and work permission/polycarbonate residence cards for persons granted asylum of subsidiary protection, was granted/issued before 31 December of the reference year, which are still valid on 31 December of the reference year.

 

2.1.8. General procedure for recording residence permits for Highly Skilled Workers and EU Blue Cards

Include information for first permit data collection and EU Blue Cards data collection

Recorded cases concerning EU Blue Cards refer to granted residence and work permission that are marked as EU Blue Card.

Type of data recorded in information system about issued residence and work permissions include: see answer to 2.2.

Also, type of data on polycarbonate residence permits (card) EU Blue Card include: data on foreigner (name and surname, birth surname, date, place and country of birth, citizenship, sex, name of parent, address in the Republic of Croatia, address abroad, personal identification number, data on passport), name of competent Police administration or police station, serial number, date of issue and validity period, date of delivery, marks, date of acceptance of report of missing card and means of missing, number and date of issuance of report of competent authority on missing card, date and reason for annulment, data which are contained in RFID chip.

Category highly skilled workers not applicable.

 

2.1.9. General procedure for recording single permits

Cases recorded include recorded granted temporary and permanent residence status with right to work, as well as residence and work permissions (status) recorded as granted (not issued residence cards). Cases excluded by Directive 2011/98/EU were not counted. Cases include children.

Also, under category first permit-other for year 2017 cases of national permanent residence were included.

Category “Change of status” does not contain cases when switching from temporary to permanent residence.    

Note regarding residence cards - some residence cards issued to this category of TCNs have a mark with notice regarding the right to work, and some are without this mark, but they nevertheless all allow for TCNs to work.

 

2.1.10. Type of residence permits counted for Residence permits statistics (e.g. residence permits, long-term visas, authorisation to stay, work permit, education permit, etc) referirng to all applicable tables

Recorded cases refer to temporary residence, residence and work permission and permanent residence statuses recorded as granted in information system of MoI, they do not refer to issued polycarbonate residence cards (Please note that some categories of TCNs are issued with written decision on their residence status. In addition, they are issued with polycarbonate residence cards).

Please note that for 2017, for Table RP4 and RP6, under categories "Refugee status" and "Subsidiary protection" recorded cases refer to residence permit cards issued to TCNs granted either asylum or subsidiary protection. Cards are issued with the validity of 5 years for asylum status and 3 years for subsidiary protection.

 

2.1.11. Main problems that affect the quality of the data and what tables are concerned including the compliance status with the definitions from Residence permits statistics Technical Guideline

Overall, differences between definitions in national system and Technical guidelines, and gathering further clarifications for some of the tables, therefore in 2015 Tables RP5 and RP6 were filled with additional data. Also, it depends on person entering the data (human factor) for the accuracy of entered data.

All data that are entered into database are controlled, meaning that for type, status, reason of approving of residence, citizenship and sex of a person there are set of codes of pre-allowed values. Nevertheless, the quality of data still highly depends on person entering the data (human factor) and the accuracy of entered data.

5.1. Relevance - User Needs

5.1.1. General aspects

Include information on main users of Residence permits statistics at national level, European and International level.

The statistics collected under the Regulation 862/2007 are widely used in official publications and by a wide range of users at national, European and International level. The Residence permits statistics produced are regularly used by national administrations, academic researchers and civil society groups working on a wide range of topics including the integration of immigrants, the development and monitoring of national asylum and immigration procedures, and the projection of the future population and labour force.

At European level, the main users of Residence permits statistics are Eurostat and DG Migration and Home Affairs. These statistics are used in several publications of the Commission, as well as in the preparation of regular reports, policy proposals and analysis. The statistics also provide an input to the European Migration Network (EMN) studies and reports that address specific issues of current policy importance.

 

5.1.2. Residence permits statistics data publication at national level

At national level, some statistics are available on the web page of MoI, namely number of valid temporary and permanent residence status at the end of the reference year and the number of granted residence and work permit (within and outside annual quota) within reference year. Statistical data is not disaggregated nor does contain categories as set in Technical guidelines and all data include EU nationals.

Long-term resident status under Directive 2003/109/EC was granted since 01 July 2013, but this long-term resident status was not marked as different subcategory in our database. Since 2014 this kind of national long term has a mark of recognition, so these cases with marks were counted as EU National Long-term. First permits (as defined above in 2.5.) were counted for tables RP1-RP4 and renewed temporary residence (issued during 6 months after the expiry of a previous one, and provided that there was a change between major categories of reason to stay) were recorded in RP5. Cases recorded under RP5 for year 2017 also include changes of status from temporary residence to permanent (long term) residence.

These cases were not included in data for 2013 and 2014. Recorded cases refer to cases where previous temporary residence was granted (for purpose of family formation and reunification, education and study or remunerated activities) and person is now issued with permanent (long term) status. Such cases are recorded under category "Other reasons".

Please note that due to further explanation and clarifications of guidelines and methodology from EUROSTAT regarding the data for year 2015 and onward, changes are as follows:

RP1 Autonomous residence is for year 2015 and onward counted under table RP4, “Other reasons”, “Residual categories”, for 2013 and 2014 it was counted under RP1.

RP2 Temporary residence granted for the purpose of learning Croatian language is counted under table RP4, “Other reasons”, “Residence only”, but for 2013 and 2014 was counted under RP2.

Concerning table RP3 under national highly skilled workers we recorded data on persons who were marked as highly skilled in our IT system, not the cases of issued residence and work permits under national program National highly skilled workers, since this category is not applicable. Therefore, there was no data for 2014 and onward (this category is not applicable).

Regarding table RP4, for year 2015 and onward we also included permanent residence (namely national permanent residence) granted as first in 2017, under “Residual categories”, with validity for more than 12 months. This kind of status is granted for indefinite period (until is ceased or withdrawn) and residence card for this kind of status is issued with validity of 5 years. For 2013 and 2014 these cases were not included. Please note that under category “Refugee status and subsidiary protection” for 2015 and onward we recorded cases of issued residence permit cards to TCNs granted either asylum or subsidiary protection. Cards are issued with the validity of 5 years for asylum status and 3 years for subsidiary protection.

Regarding table RP5, for year 2015 and onward we also included changes of status from temporary residence to permanent (long term) residence therefore this could be shown as increase in 2015 (these cases were not included in data for 2013 and 2014). Recorded cases refer to cases where previous temporary residence was granted (for purpose of family formation and reunification, education and study or remunerated activities) and person is now issued with permanent (long term) status.
