1. Introduction

This metadata information is provided by Croatia's authorities to ensure compliance with the requirements of Articles 5 and 7 of Regulation 862/2007 on Community Statistics on Migration and International Protection.

As required by Article 9 of the Regulation 862/2007, Member States must report to Eurostat on the data sources used, the reasons for the selection of these sources and the effects of the selected data on the quality of the statistics. Member States shall provide it with all the information necessary to evaluate the quality, comparability and completeness of the statistical information.

The reference terms for the assessment of quality compliance are provided by Eurostat in the EIL technical guidelines applied for 2014 reference period (See section 3.4 Statistical concepts and definitions from the EIL ESMS file).

2. General description of the statistical domain at national level

EIL National System (level of development, main changes that affected the system in the last years and further development)

In Croatia all procedures related to migration of foreigners are in responsibility of the Ministry of Interior (MoI). The relevant data on procedures in the area of the MoI are inserted in the data bases on Central Informatics System of the MoI. The data base on measures applied to foreigners was rearranged in 2001 in a way that it was added with relevant data related to illegal border crossings and data related to treatment of foreigners (readmission, removal). The data base was further added in 2004, 2007 and 2013 for alignment with the current Law on Aliens.

3. Main problems that affect the quality of the data and what tables are concerned including the compliance status with the definitions from EIL Technical Guideline

(See metadata information including concepts and definitions from the EIL ESMS file)

The differences among definitions of particular treatments and the absence of certain instruments in our legislation affect to quality of data.

Due to the change of methodology and criteria for the submission of data, data for different years are not comparable and it can lead to the wrong conclusions and outcomes.

8.2. Comparability - over time

Methodological changes between the present reference year and previous year(s)

In the previous year the Service for informatics pulled out the data from data base according to the number of events. If one person was registered three times it was number three. This year the Service for informatics pulled out the data from data base according to the number of persons. If one person was registered three times it was number one (last year data of illegally stay were given according to the number of illegal border crossings, and this year the data were given by the number of persons caught in illegally staying).

Justification of the important changes in figures reported for the present reference year and previous year(s)

The Republic of Croatia note significant decrease of number of irregular migrants in the past two/three years.

8.2.1. Length of comparable time series

Not applicable.

8.3. Coherence - cross domain

1. Links between the statistics on refused Non-EU citizens and the statistics on Non-EU citizens found to be illegally present.

All procedures to foreigners are in common data base. Therefore, data can be separated in a different way.

All our data bases are based on personal data. Every treatment is connected to particular person.

2. Links between the statistics on Non-EU citizens found to be illegally present and the statistics on Non-EU citizens with obligation to leave.

All our data bases are based on personal data. Every treatment is connected to particular person.

3. Links between the statistics on Non-EU citizens found to be illegally present and the statistics on Non-EU citizens with obligation to leave.

All our data bases are based on personal data. Every treatment is connected to particular person.

4. Coherence between the EIL statistics and Asylum statistics

These two data bases are separated. In informatics system there are data about asylum seekers too.

5. Dublin cases included in EIL statistics and the impact on the totals provided

We do not have this record.

6. Inclusion of voluntary returned Non-EU citizens in the statistics on Non-EU citizens who actually left the territory

All our data bases are based on personal data. Every treatment is connected to particular person.

Links between the EIL statistics and Asylum statistics and details related to the asylum applicant(s) case(s) included in EIL statistics.

Statistics on asylum seekers are provided by asylum service of the Ministry of Interior.

The data base on treatment of foreigners and the data base on asylum seekers are linked. Therefore, data from both data bases can be separated.

8.4. Coherence - sub annual and annual statistics

Not applicable.

8.5. Coherence - National Accounts

Not applicable.

8.6. Coherence - internal

1. Links and differences between the Non-EU citizens with obligation to leave and Non-EU citizens who actually left the territory

Data when return decision was issued are inserted in the informatics system. The data come to border crossing point. When the person is leaving the country, he/she is obliged to report himself/herself to the police officer at the border crossing point and gives him one copy of the return decision. On that way we know that person left the country.

2. Links and differences between the Non-EU citizens who actually left the territory and Non-EU citizens who left the territory to a third country

In the informatics system there are data that person went out and the name of the border crossing point, so we know in which of the neighbouring country person went.
