3.1. Data description

This metadata information is provided by the Dutch authorities to ensure compliance with the requirements of Article 4.4 (Dublin statistics) of the Regulation (EC) 862/2007 on Migration and International Protection as amended by the Regulation (EU) 2020/851.

As required by Article 9 of the Regulation (EC) 862/2007, Member States must report to Eurostat on the data sources used, the reasons for the selection of these sources and the effects of the selected data on the quality of the statistics. Member States shall provide Eurostat with all the information necessary to evaluate the quality, comparability and completeness of the statistical information.

The reference document used for assessing the compliance of the concepts and definitions in this metadata file is the document Dublin statistics - Eurostat Technical guidelines to Dublin statistics (see Annex).

The "Centraal Bureau voor Statistiek" (CBS) is responsible for the statistics on the application of the Dublin III regulation.

3.1.1. General description and overview of the statistical domain at national level

This metadata information is provided by Country's authorities to ensure compliance with the requirements of Article 9 of the Migration Statistics Regulation.

As required by Article 12 of the Regulation 223/2009, Member States must report to Eurostat on the data sources used, the reasons for the selection of these sources and the effects of the selected data on the quality of the statistics. Member States shall provide it with all the information necessary to evaluate the quality, comparability and completeness of the statistical information.

The reference terms for the assessment of quality compliance are provided by Eurostat in the Dublin statistics technical guidelines applied for 2015 reference period.

The text of Art.4 of the Regulation (EC) 862/2007 on Migration and international protection refers in general to statistics based on the number of persons and not on the number of applications. However, the article describing the 'Dublin' statistics (Art.4.4) refers to statistics based on the number of requests. Commission services recommend that Art.4.4 (more precisely 4.4.a, 4.4.c and 4.4.d) is interpreted as referring to the number of persons concerned by each request, decision and transfer.

12.1. Relevance - User Needs

The statistics collected under Regulation (EC) 862/2007 are used by a wide range of users at national, European and International level to cover various usersʼ needs.

 

Users of Dublin statistics :

The statistics collected under the Regulation (EU) 851/2020 are widely used in official publications and by a wide range of users at national, European and International level. The Dublin statistics produced are regularly used by national administrations, academic researchers and civil society groups working on a wide range of topics including the integration of immigrants, the development and monitoring of national asylum and immigration procedures, and the projection of the future population and labour force.

At National level CBS is the main user of the Dublin statistics.

At European level, the main users of Dublin statistics are Eurostat and DG Migration and Home Affairs. These statistics are used in several publications of the Commission, as well as in the preparation of regular reports, policy proposals and analysis.  The statistics also provide an input to the European Migration Network (EMN) studies and reports that address specific issues of current policy importance.

18.1. Source data

Statistics regarding the Asylum indicators are compiled by the INS (Immigration and Naturalisation Service), the organisation responsible for the handling of the asylum applications and Dublin procedures. 

INS (Immigration and Naturalisation Service) collects the data for the tables from INDIGO and METIS. INDIGO is the administrative system in which Dublin requests are registered. METIS is the data warehouse with the logical data layers.

The sole source for the datasets for year 2012 and onwards is METIS, the INS datawarehouse, based on INDIGO, the INS registration system. The datasets for the years 2008 through 2011 are based on INDIS, the former registration system of the Netherlands.
