2.1.1 Describe shortly the main characteristics of the statistics  

The Landings Regulation (Reg (EC) 1921/2006) requires Member States and EEA EFTA States to submit statistical data on an annual basis and within six months of the end of the reference calendar year. They are required to provide data on total quantities and unit values of the fishery products landed in their territory by EU and EEA EFTA vessels.

2.2. Classification system

Data are broken down by:
1) the species of aquatic organisms identified using the 3-alpha codes as defined by the FAO (ASFIS List of Species for Fishery Statistics Purposes);
2) the flag state of the fishing vessels carrying out landings (as per the codes set out in Annex II to the Landings Regulation);
3) the ‘presentation’ of the products i.e. processed state of the fisheries product or part thereof e.g. fresh fillets, frozen headed and gutted, smoked, etc. (See Annex III of the Regulation);
4) the intended use of the products i.e. how landed fish are intended to be used e.g. for human consumption, industrial uses, bait etc. (See Annex IV to the Regulation).

Fishery products landed on Member States territory and EEA EFTA States territory by EU and EEA EFTA vessels

2.4. Statistical concepts and definitions

Total quantities and corresponding value of all fishery products landed in the reporting country are to be reported, regardless of the nationality of the vessel making the landings. Landings by vessels of the reporting country in foreign ports are excluded. Details on products presentation and intended use are required, as well as vessel nationality.
'Community fishing vessels' means fishing vessels flying the flag of an EU Member State and registered in the Community.
'EFTA fishing vessels' means fishing vessels flying the flag of, or registered in, an EEA EFTA country.
'Unit value' means the value at first sale of the fishery products landed (in national currency) divided by the quantity landed (in tonnes), or for fishery products not immediately sold, the average price per tonne in national currency, estimated using an appropriate method.
Landed quantities are expressed in Tonnes Product Weight.
Unit values are reported as unit price in national currency per tonne.

The basic statistical units are the individual fishing vessels with authorisation to fish.

 

2.6. Statistical population

All registered vessels having a fishing activity and landing fishery products in the EU and in the EEA EFTA States.

The population is all fishing vessels with authorisation to fish landing in Spain. This is subdivided into four different groups (fishing vessels from third countries, which are not included in the following classification, do not at present form part of the population of the Statistical Operation 'Maritime Fisheries Catches and Landings Statistics').

-           non-Spanish Community fishing vessels landing in Spain;

-           EFTA-country fishing vessels landing in Spain;

-           Spanish Community fishing vessels landing in Spain;

-           Spanish Community fishing vessels landing or transhipping outside Spain but covered by the T2M form contained in Annex 43 to Commission Regulation (EEC) No 2454/93 of 2 July 1993 laying down provisions for the implementation of Council Regulation (EEC) No 2913/92 establishing the Community Customs Code.

The data necessary to compile the Catches and Landings Statistics are obtained from the different sources mentioned above, which are provided by the General Secretariat of Fisheries:

1. Landing declarations by Spanish fishing vessels.

2. Transhipment declarations by Spanish fishing vessels.

3. Landing declarations by non-Spanish Community fishing vessels.

4. Landing declarations by fishing vessels from EFTA countries.

5. First sale notes

Once the information has been refined and standardised, an initial database is made in which the data are processed and the results obtained.

The need to standardise the information provided by the different statistical sources requires a thorough processing of the data at each source. The objective is to elaborate the general table that will provide a starting point for calculating the results.

Among the users of the data from this statistical operation, the following should be highlighted: Public bodies such as the General Secretariat of Fisheries of the MAPA that uses the information collected for its fisheries sector management function, European Commission bodies such as DGMARE, Eurostat and JRC (Joint Research Centre) that require the data for the study of the fisheries sector of Spain as a member country of the EU, Economic agents of the fisheries sector such as fishing companies and associations, Researchers and the academic and scientific world such as Universities and the Spanish Oceanographic Institute, Media and Individuals.

In particular, each of these users has different needs depending on the destination and usefulness of the information they require, but in any case, and in general, this statistical operation provides knowledge of the activity of the Spanish fishing fleet as well as of the maritime fishing landings carried out in Spain.

Law 12/1989 on the Public Statistical Function provides that MAAA may not disseminate, or make available in any way, individual or aggregated data that could lead to the identification of data previously unknown to a person or entity.

Furthermore, Regulation 223/2009 on European statistics establishes the need to establish common principles and guidelines to ensure the confidentiality of data used for the production of European statistics and access to such confidential data, taking into account technical progress and the needs of users in a democratic society.

11.2.1 Describe the procedures for ensuring confidentiality during dissemination

The necessary logical, physical and administrative measures are taken to ensure that the protection of confidential data is effective, from data collection to publication and storage.

The publication of the results analyses the detail of the information to avoid that confidential data can be derived from the statistical units. In case of access to microdata files, these are always anonymized
