3.1. Data description

We are reporting according to the old calculation rules (Decision 2005/270) in terms of missing information for POM ferrous metals and aluminium. In terms of calculation point there should not be any difference in the final amount of recycled waste, as the Bulgarian recyclers (except for the export) are the only source of data and they are supposed to provide information for the actual amount of waste recycled. Average loss rates has been applied.

Data on packaging placed on the market are presented by materials - plastics, paper and cardboard, metals, wood, textiles, glass and composite materials, in accordance with Implementing Decision (EU) No 2019/655 amending Decision 2005/270/EC establishing formats related to the database system pursuant to Directive 94/62/EC on packaging and packaging waste, at national level (total for the country). Data on packaging quantities are based on data from the “Packages placed on the market statistical survey (PPoMSS)”.

3.4.3. Information on temporary storage of packaging waste

Information on waste treatment operations is gathered via the annual reports from all waste operators submitted to Executive Environment Agency according to Ordinance № 1 of 04 June 2014 on the procedure and templates for providing information on waste activities, as well as the procedure for keeping public registers. Cross-check is performed throghout the chain from collection reports, pretreatment facilities reports to final recyclers reports. Each annual reporting template for packaging waste recycling (as well for other recycling) contains data on "waste introduced into an efficient recovery process as of 31 December of the previous year" and "waste not put into an efficient recovery process as of 31 December of the previous year". The same information is filled in the report also as of 31 December of the reported year.

For PPoMSS the statistical unit is an enterprise that is a member of organizations for recovery of packaging waste, and an enterprise, whose main activity is in certain industries producing packaged goods, but which are not members of organizations for the recovery of packaging waste.

For PPoMSS the statistical population is made up of statistical units (enterprises), included in the Statistical Business Register (SBR)  , whose economic activity (NACE Rev.2 ) is related to the placing on the market of packages and enterprises that are members of organizations for recovery of packaging waste, for which it is known in advance that they bear the characteristics surveyed

For the NSI survey (PPoMSS)

Regulation (EC) No 223/2009 on European statistics provides for the need to establish common principles and guidelines ensuring the confidentiality of data used for the production of European statistics and access to such confidential data, with due regard to technical developments and the requirements of users in a democratic society.

The Statistics Act (Art. 25, para. 1) stipulates that individual data received and collected in statistical surveys are statistical secrets and may be used only for statistical purposes.

For PPoMSS

The quality of the data is ensured by applying the principles of the European Statistics Code of Practice and the Common Framework for Quality Management in the National Statistical System, including through the application of the internal methodology "Statistics and Environmental Accounts, developed by the NSI.

The quality assurance activities guarantee compliance with the requirements of the Statistics Act in terms of quality criteria: adequacy, accuracy, timeliness, punctuality, accessibility and clarity, comparability and logical coherence. They also ensure the application of the principles of the European Statistics Code of Practice: sound methodology; appropriate statistical procedures; moderate burden on respondents; cost-effectiveness; applicability; accuracy; timeliness and accuracy of presentation; comparability and coherence; accessibility and clarity.

11.2. Quality management - assessment

For PPoMSS

The quality assessment is carried out at each stage of the statistical production process, in accordance with the Common Framework for Quality Management in the NSS and the principles of the European Statistics Code of Practice. It includes statistical processes and statistical information. The requirements of the current methodological documents are applied for quality assessment, including the instructions in the internal methodology "Statistics and Environmental Accounts", developed by the NSI.

To ensure high quality of the data, their consistency with data from the annual reports on the activities of enterprises is checked (net sales revenue, production revenue, revenue from industrial services, incl. from services for the production of goods, employee). For the needs of the additional statistical assessment, the statistical indicator "Production revenue" is used. In order to ensure the quality of the data, work is also being done to continuously improve the online-based information system for collecting primary data, providing the possibility of arithmetic and logical control of the input data, and additional analyses and checks are being carried out.

Additional information about the methodology, including the combination of methods used:

All waste operators are obliged to report according to Ordinance 1 from 4 june 2014 on the procedure and templates for providing information on waste activities, as well as the procedure for keeping public register (EEA website - Waste). They report all waste quantities collected, pretreated or recycled on the basis of R-codes. Executive Environmental Agengy performes a cross-check comparing the whole data from collector, through pre-treatment operators to final recyclers. Data from EPR schemes (quantities POM and recycled within their scope) and municipalities is also used for cross-check.

18.3.4. Explanation of the scope and validity of surveys to collect data on the generation and treatment of packaging waste

The survey combines comprehensive and sample study.The primary data are collected via information system. The survey combines comprehensive and sample study. All members of the Producer responsibility organization(PRO) are included in the studied population and are studied comprehensively. Added to the list are all enterprises with more than 10 employees that are in industries that clearly produce and market packaged goods. The questionnaire applies only to the packages placed on the market in Bulgaria. Amounts are tracked in the National Information System on Waste (NISW), managed by the Executive Environment Agency. 90% of the plastic packaging waste is treated in domestic facilities. Exported amounts are also tracked in the NISW and the PROs ask for recycling certificates.

18.4.3. Description of measures to ensure broadly equivalent waste treatment

According to Art. 18 of Regulation (EC) No 1013/2006 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 14 June 2006 on shipments of waste, shipment of packaging waste is accompained by Annex VII. The following provisions of Ordinance № 1 OF 4 JUNE 2014 ON THE ORDER AND FORMATS FOR PROVIDING INFORMATION ON WASTE ACTIVITIES, AS WELL AS THE PROCEDURE FOR KEEPING PUBLIC REGISTERS shall apply:
Art. 22. (1) The persons performing activities under Regulation (EC) 1013/2006 of the European
Parliament and of the Council of 14 June 2006 on shipments of waste (OB L 190/1), hereinafter referred to as ""Regulation (EC) № 1013/2006"", as notifiers receiving waste or facilities for recovery, provide an annual report according to a format according to Annex № 35.
(2) (suppl. - SG 30/20, in force from 31 March 2020) The persons, regulating transportations, and
recipients of waste under Regulation (EC) № 1013/2006, in cases where it is not required notification, provide an annual reference-declaration in accordance with Annex №36.
