3. Statistical processing Top

There are two parties involved in this data supply: Ministry for Innovation and Technology, Hungarian Central Statistical Office

 Relationship of the parties/sources to the areas of the Regulation on Waste Statistics:

  1. The Ministry for Innovation and Technology operates the Waste Information System (WIS) which is the basis of the data supply for Regulation EC 2150/2002.
  2. Hungarian Central Statistical Office is the institution responsible for the actual data supply to Eurostat and for the compilation of the quality report. The two institutions are jointly responsible for the quality of the data sets and for the professional control.

Indirect determination via waste collection, based on data collected by WIS: estimation by data of WIS and former HCSO time series, estimation for the mixed and separately collected waste, for the separately collected waste it covers all the different waste types.

 

Waste Information System (WIS):

 There are 3 types of questionnaires:

  • Questionnaire for enterprises on the amount of waste generated (except for municipal waste handled by public waste collection service)
  • Questionnaire for waste collectors and pre-treatment facilities on the amount of waste collected from municipalities and enterprises

Determination of waste generated by households

 Waste collectors supply data on waste collected from households by settlement code and they supply data on waste generated in commercial activities by the environmental code of the institutions, that’s how municipal waste collected from households and municipal waste collected from institutions and business can be determined separately.

 

Data sets 2 and 3: Waste treatment

General description of methodology

The definition of waste treatment is based on the Act CLXXXV of 2012 on waste, according to this, ‘treatment’ shall mean recovery or disposal operations, including preparation prior to recovery or disposal.

 

According to the Government Decree 309/2014 (XII. 11.) on data registering and data supplying obligation on waste, the waste treatment facility – excluding the transporters of waste – keeps a record in every local unit on the waste generated by its economic activity and on the waste taken from other waste generators and on the waste taken to other treatment facilities. The record contains the amount and the composition of waste treated.

 

To maintain a regularly updated database, treatment facilities dealing with non-hazardous waste are obliged to supply data annually, while treatment facilities dealing with hazardous waste are obliged to supply data quarterly regarding every local unit. Data supply of treatment facilities is collected by the Waste Information System (WIS), and all the regular data suppliers had to check-in the system until 31 March 2004. All the treatment facilities have to register into the system in 60 days after starting their activity.

 

The environmental inspectorates keep a record on the official decisions and declarations of the administrative authorities. Its legal basis is the Law on the basic rules of the environment protection (LIII of 1995) and the ministerial decree on the rules of keeping a record on administrative decisions (7/2000., V.18.).

 

The follow-up and entry system has been functioning since WIS received the data for 2006.

3.3. Data collection

Data reporting obligation have to be met in accordance with Act LIII of 1995. on the general rules to protect the environment (hereafter referred to as Act on environment), Act CLXXXV. of 2012 on waste (hereafter referred to as Act on waste) and 309/2014 (XII. 11.) Government Decree (hereafter referred to as Gov. Dec.).

According to the Act on environment, users fulfil its reporting requirement according to the conditions on electronic communication part of the Act CXL of 2004 on the General Rules of Administrative Procedures and Services (Public Administrative Procedures Act, PAPA).

The information provided on the provisions of data reporting requirements and the necessary electronic forms are published on the website of National Environmental Information System.

The reporting requirements have changed since 1. January 2015.

 

Deadlines for submission of data reporting:

a, Waste producer has to submit the data on the amount of waste generated in the current year, by 1st March next year;

b, Non-hazardous waste: collectors, dealers and receivers have to report data on the current year annually, by 1st March next year;

c, Hazardous waste: collectors, dealers and receivers have to report data on the current year, by the 8th working day of the next quarter (with exception to 4th quarter of 2014 for which the deadline is 15th February 2015.)

 

The reporting obligation has to be met according to the Gov. Dec. Data are stored in the Single Waste Management Information System (EHIR). Waste producers have reporting obligation by site if the amount of waste generated exceeds 200 kg for hazardous waste; 2000 kg for non-hazardous waste; 5000 kg for non-hazardous construction and demolition waste. Utilities have to meet reporting obligation for the waste collected by them.

All the data supplies of waste treatment facilities are collected by the WIS, any changes in any identification data (address, name, etc) has to be sent to the inspectorates in 30 days.

 

When registering to WIS, the enterprises enter the Basic Environmental Register that contains the common basic data of the different environmental fields. There are two enterprise numbers that identify the enterprises:

1. Environmental Customer Identifier: to identify the clients

2. Environmental Object Identifier: to identify the local units

 

Based on the up-to-date register kept by local units, non-hazardous waste producers, collectors, waste pre-treatment facilities, recovery and disposal operators provide data on Annex 3 of Government Decree 309/2014 (XII. 11.), hazardous waste collectors and waste pre-treatment facilities, recovery and disposal operators provide data on Annex 4 Waste treatment facilities, as waste generators, supply data on secondary waste generated during the treatment operation on Annex 3.

 

Non-hazardous waste treatment facilities provide data annually, hazardous waste treatment facilities supply data quarterly on the amount of waste treated. Every waste treatment facility has an annually reporting obligation on the amount of secondary waste generated.

        Data collection on treated quantities

  • The modification of Ministerial Decree on the list of wastes 72/2013. (VIII. 27.) came into force on 2005. 01. 01., and this modification contain the abolition of List B.

 

3.4. Data validation

Reported data are managed electronically and verified by a four level control system. Validation of data in EHIR is partly automatically done in ÁNYK and by incorporated controls. The new system supports the administrator in data check function. The aim of examining the data quality is to avoid numerical and waste management mistakes.

When verifying the data the first three of the four level control system is done electronically. If the programme notices an error in the submitted data it automatically sends an error message to the data provider to correct it. Professional verification and adoption of data is done by an expert at the territorially competent authority that is supported by the programme referred to before.

If the authority finds the submitted data professionally inappropriate, they electronically send the data and a list of errors back to the party with reporting obligation who shall correct them. If the submitted data is correct the authority accepts and loads them in the central database.

There is a difference between data of 2018 and 2020 in the NACE E38 and G4677,because not the same companies reported quantities in the EHIR system. 28 company , who reported in 2018 on this codes, didn't reported in 2020 and 15 new companie reported. This rearranged the structure of the market.

There is a difference between 2018 and 2020 also in EWC W103 because the new structure of the market. 66 company stoped their activity and 84 new company reported on this code.

There was a considerable increase in Generation of waste from NACE EP_HH probably because of Covid 19, when people were at home and working from home during the lockdowns.

Discarded equipments changes waste code after dismantlation and continue the way in waste stream on other codes. That's why the amount of treated waste on code W08A (discarded equipments) doesn't goes from the same amount of generated waste on W08A. We cannot compare the amount disposed to the landfill with the entire treated amount. Based on WEEE data collection the amount of treated discarded equipments was 88 000 tonnes from this 73000 tonnes was recycled.

 

 

 

3.5. Data compilation

The data collection, on which this data supply is based, changed in 2016. The most significant change was the conversion to electronic data collection form. The main advantage of this was the possible use of inline controlling rules and more remaining capacity to validation.

During the change to electronic data collection form we revised the method of imputation and we decided not to use it. (The imputation was necessary in the generation side, because the response rate is 75% and the threshold of the obligatory data supply is 2000 kg in case of non-hazardous waste in case of non-hazardous construction and demolition waste is 5000 kg and for hazardous waste is 200 kg.) The main reason of this was that a relevant difference have been observed between the local unit data of Environmental Register and the Business Register. The method of the imputation was based on these information, so we decided not to use it. The determination of generated waste was different from the previous years. The Waste Information System (hereinafter referred to as “WIS”) allows to observe the amount of waste from different approaches, so we defined that “point” in the system where the generated waste appears at the very first time. This equals with the amount of waste collected for further treatment, because at that point it is already subject to reporting / data supply (the one providing the data is the actor carrying out waste management operations). We have distributed the amount of waste collected for further treatment in proportion of NACE Rev.2 according to the generation side.

There was no imputation in the case of hazardous waste. So, we supply generated waste regarding hazardous waste.

We used the same methods in 2020 too.

1. Environment planners

 This group includes the Ministry of Agriculture, its institutions and local units, municipalities and their experts.

 In the planning process, data on waste generated, on waste collection and treatment are essential. These data are available at NUTS2 level. In general, data on waste according to the main waste types are required, but in some cases data according to the NACE categories are also needed.

 

2. Waste management planners

 Experts preparing national, regional and local waste management plans are also important stakeholders in the waste management scheme. They need more detailed data on waste generation and treatment.

 

3. Economic and regional development planners

 For regional development plans, for country planning, for the Comprehensive Development Plan and for the National Development Plan, data at national, regional and settlement level are needed.

 

4. Environmental experts in the environment industry

 Enterprises offering and demanding services of environment industry also require data. In general, they need specific, individual data, but for market researches they need regional, aggregated data too.

 

5. People with an interest to waste management

 Business, administration, legal and private entities can have an access to the general database at the level of settlements.

 

6. People interested in individual data on waste management

 According to data protection laws, individual data are available with certain limitations.

 

7. Authorities

 Environment protection authorities, (inspectorates and municipalities) can have an access to the WIS database, but they have access to the data collected for statistical purposes without the identifier of the data suppliers.

Enterprises supply data by local unit and by the activity code of local unit, but because of the estimation method data are aggregated according to the main activity code of the enterprises, that’s why waste generated due to a side-activity is registered according to the main activity code. The scope of data suppliers has largely expanded since the Government Decree 164/2003 came into force. Data supply has to be conducted based on an up-to-date register prescribed also by the government decree. Pursuant to this up-to-date register, data supply does not cause significant additional work to the data suppliers. Keeping the register does not need additional investment.

Additional work occurs in the case of non-hazardous waste. Data supply on hazardous waste became more simple than before.

Since its establishment in 1867, the Hungarian Central Statistical Office has declared it as a vocation and as a duty that during the whole statistical business process – from data collection through production until dissemination – the Office strictly protects the individual data it handles and guarantees that this information is used exclusively for statistical purposes.
