3.1. Data description

The environmental goods and services sector (EGSS) accounts report on an economic sector that generates goods and services produced for environmental protection or the management of natural resources.

Products for environmental protection prevent, reduce and eliminate pollution or any other degradation of the environment. Examples are electric vehicles, catalysts and filters to decrease pollutant emissions, wastewater and waste treatment services, noise insulation works or restoration of degraded habitats.

Products for resource management safeguard the stock of natural resources against depletion. Examples are renewable energy production, energy-efficient and passive buildings, seawater desalinization or rainwater recovery, and materials recovery.

EGSS accounts provide data on output and export of environmental goods and services and on the value added of and employment in the environmental goods and services sector.

EGSS data are compiled following the statistical concepts and definitions set out in the UN System of Environmental-Economic Accounting 2012 – Central Framework.

3.2. Classification system

Data are reported cross-classified by 1) the type of environmental protection or resource management activity and 2) economic activity. Environmental protection activities are classified by environmental domain as set out in the Classification of Environmental Protection Activities - CEPA. Resource management activities are classified as set out in the Classification of Resource Management Activities - CReMA. see the revised CEPA and CReMA explanatory notes for detail. Economic activity is classified according to the Statistical Classification of Economic Activities in the European Community, Rev. 2 (2008).

3.3. Coverage - sector

EGSS comprises a sector of the economy that produces goods and services aimed at environmental protection and resource management (see SEEA CF 2012 chapter 4). Environmental goods and services either reduce environmental pressures or help maintaining the stock of natural resources or they are designed to be cleaner and more resource efficient than conventional products. Environmental goods and services can be produced by corporations, households, governments and non-profit institutions. The list of environmental activities and products has been set out in the Commission Implementing Regulation (EU) 2015/2174 ('the indicative compendium of environmental goods and services').

3.4. Statistical concepts and definitions

EGSS has the same system boundaries as the European System of Accounts (ESA 2010) and consists of all environmental products within this production boundary. ESA defines production as the activity carried out under the control and responsibility of an institutional unit that uses input of labour, capital, goods and services to produce output of goods and services.

Only goods and services produced for environmental purposes are included in the scope of the environmental goods and services sector.

'Environmental purpose' means that a good or service helps either 1) preventing, reducing and eliminating pollution and any other degradation of the environment or 2) preserving and maintaining the stock of natural resources and hence safeguarding against depletion.

The EGSS statistics aim at compiling data for the following economic variables:

Output: consists of products that become available for use outside of the producer unit, any goods and services produced for own final use and goods that remain in the inventories at the end of the period in which they are produced. Apart from market output, output for own final use and non-market output, EGSS statistics also include ancillary output, comprising output intended for use within an enterprise.

Market output is to be valued at basic prices, that is, the prices receivable by the producer from the purchaser minus taxes and plus subsidies on products.
Output for own final use is to be valued at basic prices of similar products sold on the market or by the total costs of production.
Non-market output is to be estimated by the total costs of production.
Ancillary output is measured as a total of recurrent production costs (such as intermediate consumption, compensation of employees and consumption of fixed capital) incurred by enterprises to: 1) reduce environmental pressures arising from their production process or 2) produce environmental goods or services not intended for use outside the enterprise, but instead supporting other (non-environmental) activities undertaken within the enterprise (e.g. waste management services carried out in-house). For market producers, a mark-up for net operating surplus is added to the value of the EGSS ancillary output.
Gross Value Added: represents the contribution made by the production of environmental goods and services to GDP. It is the difference between the value of the output and intermediate consumption.

Employment: is measured in full-time equivalent jobs engaged in the production of output of environmental goods and services. Full-time equivalent is defined as total hours worked divided by the average annual working hours in a full-time job.

Exports: consist of sales, barter, gifts, or grants, of environmental goods and services from residents to non-residents.

3.5. Statistical unit

Council Regulation (EEC) No 696/93 of 15 March 1993 on the statistical units for the observation and analysis of the production system in the Community describes the different statistical units of the production system.

The recommended statistical unit for the collection and compilation of EGSS statistics (excluding general government) is the establishment. For general government, the recommendation is to use institutional units and groupings of units as defined in the European System of Accounts (ESA 2010).

The statistical population is the national economy as defined in SEEA CF 2012 and the European System of Accounts (ESA 2010). It includes all economic activities undertaken by resident units.

EGSS accounts are compiled and reported in accordance with Regulation (EU) No. 691/2011 on European environmental economic accounts (EEEA).

The EEEA follow internationally agreed concepts and definitions set out in the SEEA Central Framework (2012), the international statistical standard adopted by the UN Statistical Commission. They present data in a way that is compatible with National Accounts (ESA, 2010).

Because EGSS compilation except ancillary activities is based on a mathematical model that uses predominantly published data, confidential data are not included in the EGSS tables. General rules for non confidential data: an aggregation of 3 or more entities, the share of the highest value does not exceed 85% of the total.


Ancillary activities are not compiled by the mentioned way. For ancillary activities are directly used results from the statistical survey and the confidentiality is flagged in accordance with the stated rule.

The compilation of EGSS tables is based on simplifying assumptions, a mathematical model is applied to input data (e.g., the division of output by NACE is based on shares in the SUT). It is assumed that the NACE share on environmental CPA is the same as the NACE share on total production in SUT, but in reality, the environmental product does not have to be produced in this NACE.
In case that a product may be in a few CEPA / Crema, we apply the same shares (e.g., 711216). In case that a product may be in any CEPA / Crema, we assign the same shares to CEPA 9 and Crema 16 (e.g. CPA 749013).

The indicative compendium was used only marginally.  Environmental products and activities presented in the compendium are mostly identical with description of environmental products and services in the file "2015 EGSS list of envi products.xlsx". The annex of the regulation presents only overview products and activities without link to classification CPA or PRODCOM. This annex does not have real usage for our work.          

Due to the wide range of items of IC for EGSS, it is not possible to list in detail the products and services that are not included in the report. In general, it can be stated, if a good or service does not have an accurate CPA or PRODCOM code, or we cannot obtain them from an administrative source, we are not able to provide it.

As an example we present:
Electric transport equipment is covered by only three prodcom codes and the other products developed in the Guidance note on electric transport equipment are unidentifiable to us.
Construction - the necessary details are not available, part is derived only from building permits.

Products which have not exact codes: Bio-plastic products, containers for waste management, protection against particle radiation, water management and protection of climate and ambient air, sacks and bags for replacing plastics bags, tubes and pipes for wastewater treatment plants as well as for water management...

Generally, we do not have any special survey on EGSS, compilation of EGSS is based on the results of other statistics, so EGSS results are in compliance with business, energy and agricultural and foreign trade statistics because in all cases EGSS data is a subset of above mentioned statistics.

From the reference year 2018, ancillary activities are newly included in the EGSS report. This activities are already comparable to the ancillary output in EPEA report. Minor deviations are due to confidential data. Described in point 18.5.2.

15.3.4. Coherence - other statistics

Generally, we do not have any special survey on EGSS, compilation of EGSS is based on the results of other statistics, so EGSS results are in compliance with business, energy and agricultural and foreign trade statistics because in all cases EGSS data is a subset of above mentioned statistics.

From the reference year 2018, ancillary activities are newly included in the EGSS report. This activities are already comparable to the ancillary output in EPEA report. Minor deviations are due to confidential data. Described in point 18.5.2.

Consistency of data sources is essential for data coherency. The primary data come just into the environmental output. GVA, employment and exports data are derived from this output using shares, formulas.

18.5. Data compilation

The EGSS scope is determined according to "2015 EGSS list of envi products.xlsx". At present, EGSS scope is based on current knowledge and we are gradually analyzing the possibility of including other products from this list.

The scope of selected products is also updated due to changes in the nomenclature PRODCOM, if any occur in a given year.

If the "2015 EGSS list of envi products.xlsx" contains the CPA code that needs to be estimated, we try to find PRODCOM by name, which best matches the envi product description. If we find this PRODCOM, we consider it 100%.
- If the name does not entirely match the envi product description, then we analyze producers of this product (their website) and try to determine if they have envi production or not. Subsequently, we find the share of the production of designated environmental producers to total production in the given PRODCOM and this is determined share.

- If there is a large number of reporting entities and it is difficult to identify whether they have environmental production or not, we do not include this code.

We use the established shares only for the calculation of the envi production. The calculated envi production for each identified PRODCOM (CPA) is determined by its CEPA / CreMA according to the "2015 EGSS list of envi products.xlsx". We also recalculate this production to the NA and divide into NACE by NACE share of CPA 2-share (SUT).

Essential data were obtained from statistical surveys of the Czech Statistical Office - Prům 2-01 (industry), data source - P5-01 (crosscutting statistics),COFOG (general government data), statistical survey of Ministry of industry and trade (energy from renewable sources, biofuels), FADN ( The Farm Accountancy Data Network - organic agricultural products ), the statistical survey Les 8-01 (fuel wood),  the statistical survey Stav 7-99. (low energy consumption and passive buildings),the statistical survey Stav 2-12 (building permits and building announcements, buildings and flats) . Data are modeled according to shares of NACE on output of CPA in SUT (NA).

Exports:
For the determination of export we use the table of environmental production and the table on export of domestic production (NA). First, we calculate the share of export of individual NACE on the total production of particular CPA (NA). These shares are then applied to environmental production by NACE and CPA.

Non market output, output for own-final use is reported only by government sector, data source are COFOG tables.

Ancillary activities:
Ancillary activities are based on the statistical survey ŽP1-01 (Annual report on environmental protection expenditure) and are newly provided:

- To report the Ancillary activities, we have newly used internal non-investment costs from the statistical survey ŽP1-01 Annual report on environmental protection expenditure.
- Internal non-investment costs can be considered as ancillary activities. They are classified only according to the CEPA classification. As a standard, internal non-investment costs are determined for NACEs: A, B, C, D, H, O.
- For EGSS purposes, NACE E is excluded from the report to avoid dabble counting.
- Due to the significant amount of confidential data in ancillary activities, we excluded values <1 mil NAC to be able to publish the data. The share of excluded values to the total ancillary activities is no more than 0.5%, which is negligible.

18.5.3. Data compilation - by NACE

We use SUT tables.  Environmental production is allocated to individual NACEs according to NACE shares on CPA production (rows of supply table).

18.5.4. Data compilation – CReMA 13B memo item

There are no available corresponding data sources for MEMO ITEM_CReMA 13B.

We use data from the statistical survey Stav 7-99 which provide information on the construction of low-energy consumption and passive buildings (this source corresponds to CREMA 13B only).

The energy class is given by Decree no. 364/2020 Coll. - A decree on the energy demandingness of buildings and the statistical survey Stav 7-99 directly identifies the building energy class.

The statistical questionnaire does not provide any other additional information about what the value of the building includes but we suppose that there is the whole value of the building.

 We are not able to provide a required detailed information for the reported time series and all 4 sheets (output, GVA, employment, export)."
