3.1. Data description

 

The EU Labour Force Survey (EU-LFS) is the largest European household sample survey. Its main statistical objective is to classify the population of working age (15 years and over) into three mutually exclusive and exhaustive groups: employed persons, unemployed persons, which together represent the ‘labour force’, and the people outside the labour force.

3.3.1. Coverage

The Lithuanian Labour Force Survey is a private households survey. The population of the survey – all permanent residents of the Republic of Lithuania, living in private households, including those who are temporarily abroad for a period of less than one year. The population also includes foreign nationals who have been living in Lithuania at least a year.

3.3.2. Inclusion/exclusion criteria for members of the household

Only members actually living in the selected private household are interviewed. Household is a person or a group of persons  sharing the same living accommodation and expenditures, including collective provision of vital needs.

3.4. Statistical concepts and definitions

Unemployed person is a non-working person of an established aged 15–74 who has been actively looking for a job in the last four weeks and is ready to start working in two weeks.

Long-term unemployed person is an unemployed person who has been looking for a job for one year or longer.

Inactive persons – persons who are neither working nor looking for a job and who can be categorised as neither employed nor unemployed.    

Employed persons refer to persons doing any kind of work, for which they are remunerated in cash or in kind or have income or profit. In the survey, the employed population is defined as persons aged 15–89 who were doing any kind of work for at least one hour in the reference week for which they have been remunerated in cash or in kind or had profit or income, as well as those who had a job but temporarily were not working.

Labour force refers to the total employed population and the unemployed.

Activity rate is an indicator expressed as a ratio of the labour force of the selected age group to the total population of the same age.

Unemployment rate is an indicator expressed as a ratio of the unemployed to the labour force.

Employment rate is an indicator expressed a ratio of the employed population of a selected age group to the total population of the same age.

6.1. Institutional Mandate - legal acts and other agreements

EU level:

The EU-LFS is based on European legislation since 1973. The principal legal acts, currently in force, are the Regulation (EU) 2019/1700 establishing a common framework for European social statistics, the Commission Delegated Regulation (EU) 2020/256 establishing a multiannual rolling planning, the Commission Implementing Regulation (EU) 2019/2181 regarding items common to several datasets, and the Commission Implementing Regulation (EU) 2019/2240 which specifies the implementation rules, technical items and contents of the EU-LFS.

 

National level:

Regulation (EU) 2019/1700 of the European Parliament and of the Council of 10 October 2019 establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples, amending Regulations (EC) No 808/2004, (EC) No 452/2008 and (EC) No 1338/2008 of the European Parliament and of the Council, and repealing Regulation (EC) No 1177/2003 of the European Parliament and of the Council and Council Regulation (EC) No 577/98.

6.2. Institutional Mandate - data sharing

Member States shall make available to the Commission (Eurostat) the data and metadata required under the Regulation 2019/2240 using the statistical data and metadata exchange standards specified by the Commission (Eurostat) and the Single Entry Point.

The Commission (Eurostat) shall, in cooperation with Member States, publish the aggregated data on the Commission (Eurostat) website, in a user‐friendly way, as soon as possible and within six months of the transmission deadline for annual and infra‐annual data collection.

 

Data sharing and exchange between international data producing agencies, for example, a Eurostat data collection or production that is in common with the OECD or the UN.

Regulation (EU) No 557/2013 17 June 2013 as regards access to confidential data for scientific purposes and repealing Commission Regulation (EC) No 831/2002. It implements the Regulation (EC) No 223/2009 of the European Parliament and of the Council on European Statistics, which sets criteria for confidentiality of data.

 

National level:

In the process of statistical data collection, processing and analysis and dissemination of statistical information, Statistics Lithuania fully guarantees confidentiality of the data submitted by respondents (households, enterprises, institutions, organisations and other statistical units), as defined in the Confidentiality policy guidelines of Statistics Lithuania.

 

7.2. Confidentiality - data treatment

Data is released after checking it does not reveal confidential data. Administrative identifiers, interconnecting statistical identifiers and any other identification data shall be removed (or they shall be modified to an extent where they cannot directly identify the unit to which they relate).

8. Release policy Top
8.1. Release calendar

(1) the Member States shall transmit pre‐checked microdata without direct identifiers, according to the following two‐

step procedure:

(a) during the first three years of implementation of this Regulation, as provided for in Article 11(4):

— for quarterly data: within ten weeks of the end of the reference period,

— for other data: by 31 March of the following year;

(b) from the fourth year of implementation as follows:

— for quarterly data: within eight weeks of the end of the reference period,

— for other data regularly transmitted: by 15 March of the following year,

— for other data concerning ad‐hoc subjects: by 31 March of the following year.

Where those deadlines fall on a Saturday or Sunday, the effective deadline shall be the following Monday. The detailed topic income from work may be transmitted to the Commission (Eurostat) within fifteen months of the end of the reference period.

 

(2) The Member States shall transmit aggregated results for the compilation of monthly unemployment statistics within 25 days of the reference or calendar month, as appropriate. If the data are transmitted in accordance with the ILO definition, that deadline may be extended to 27 days.

European social statistics are provided on the basis of equal treatment of all types of users, such as policy‐ makers, public administrations, researchers, trade unions, students, civil society representatives including non‐ governmental organisations, and citizens, which can access statistics freely and easily through Commission (Eurostat) databases on its website and in its publications.

 

Statistical information is prepared and disseminated under the principle of impartiality and objectivity, i.e. in a systematic, reliable and unbiased manner, following professional and ethical standards (the European Statistics Code of Practice), and the policies and practices followed are transparent to users and survey respondents.

All users have equal access to statistical information. All statistical information is published at the same time – at 9 a.m. on the day of publication of statistical information as indicated in the calendar on the Official Statistics Portal. Relevant statistical information is sent automatically to news subscribers.

The President and Prime Minister of the Republic of Lithuania, their advisers, the Ministers of Finance, Economy and Innovation, as well as Social Security and Labour of the Republic of Lithuania or their authorized persons, as well as, in exceptional cases, external experts and researchers have the right to receive early statistical information. The specified persons are entitled to receive statistical reports on GDP, inflation, employment and unemployment and other particularly relevant statistical reports one day prior to the publication of this statistical information on the Official Statistics Portal. Before exercising the right of early receipt of statistical information, a person shall sign an undertaking not to disseminate the statistical information received before it has been officially published.

Statistical information is published following the Official Statistics Dissemination Policy Guidelines and Statistical Information Dissemination and Communication Rules of Statistics Lithuania approved by Order No DĮ-176 of 2 July 2021 of the Director General of Statistics Lithuania.

The survey is conducted using a simple random sampling method. About 8 thousand households are interviewed every quarter. Sampling units are all private household members living at the address of the person sampled.

 The LFS data includes total employment (employees, self-employed with employees, self-employed without employees, family workers). All persons who worked at least one hour or more for pay or profit in the reference week are considered to have been employed.
The Business statistics data includes only employees who working under written employment contract. Also employees number excludes persons on parental, maternity or paternity leave who are calculated in LFS.

 The LFS is a sample survey. Data are collected from private households.
In Business statistics the statistical unit is an enterprise, institution or organization.

  • in Business statistics number of average number of hours actually worked per employee per week in individual enterprises are excluded.

 State Data Agency (Statistics Lithuania) estimates and publishes the number of the unemployed based on an ILO definition of the term “unemployed”.

Unemployment counts as presented by the National Employment Service Under the Ministry of Social Security and Labour of the Republic of Lithuania (Employment Service). National description ‘Registered Unemployed’ are persons actively undertaking or keeping a registration in one of the bureaus of the Employment Service in the country.

The criteria are the following: 

persons from the age of 16 years to the retirement age established by the Law on State Social Insurance Pensions of the Republic of Lithuania;

does not work under an employment contract;

not self-employed;

does not study according to general education programs, except for persons who study according to adult primary, basic and secondary education programs.

 The unemployment rate published by State Data Agency (Statistics Lithuania) is estimated based on the Labour Force Survey data, and is expressed as a ratio of the unemployed to the labour force. Labour force means the total employed persons and the unemployed.

The Lithuanian Employment Service publishes data on registered unemployment, expressed as a ratio of the unemployed registered with the labour exchange to the working-age population.

The sources of quarterly statistical information are the Labour Force Survey and administrative data from the State Social Insurance Fund Board (Sodra) and the Population Register.

 The sample is constructed as follows: having selected a simple random sample of the fixed number of persons of the sampling frame, the members of their households are also included. Even in case turned out that according to the address denoted, a part of people or all of them were not included into the list of the sample, all household members actually living there were interviewed. The cluster sample of persons is thus obtained. All the persons living at the address selected belong to the same cluster. The actual composition of the cluster is indicated during the survey.

The Population register. The Population register has some shortcomings: it suffers from the undercoverage and overcoverage; not all the addresses are included in the frame, part of them are imprecise, and it is impossible to follow the person selected up to his correct address. The Population register for persons of age under the survey coverage with the addresses of residence in towns and at least the name of the village in rural area is used as a sampling frame. This frame is actually used as a frame of addresses.

 At first respondents can answer the LFS questionnaire by themselves on the internet (CAWI). If they choose not to do so, interviews are conducted by face-to-face (CAPI) or telephone (CATI) according to the circumstances. The interview normally takes place during the week immediately following the reference week but never later than five weeks after the reference week.
The interview is on average about 11 minutes in the first interview and shorter in the subsequent interviews. If the target persons selected to the sample cannot be reached, a proxy may by used on certain conditions.
