3.2. Frequency of data collection

UOE data collection use data from Ministry of Education database (data is collected once a year as of 30 September) and from Ministry of Science and Higher Education (yearly data  as of 30 November) .

Moreover Statistical Office in Gdańsk collects data on yearly HEI questionnaires and receives financial yearly data on national budget from Ministry of Finance.

Statistical Office in Gdańsk - financial data on collected on yearly electronic questionnaires F-01/o (ISCED 0-5) and F-01/s (ISCED 6-8);  electronic questionnaires S-10 and S-12 for theological academies.

Ministry of National Education - collects data in student and schools database.

Ministry of Science and Higher Education - collects data in individual student database.

Ministry of Finance - yearly reports on Execution of the state budget expenditures.

    ISCED 0-5 - schools for children and youth - full-time programmes, schools for adults - part-time programmes. In Poland normal study load for ISCED 0-5 is calculated by the Ministry of National Education basing on Ministry of Education Regulation on typical framework curricula in public schools Number of hours througout the learning cycle (full-time programme):100%. Number of degree mobile graduates by country of origin and sex (some Bachelor's programmes and doctoral level) - no data on graduates by country of orgin and sex. Estimations on the basis of structure of students in the school year corresponding to the theoretical duration of the programme.

Personel              

Number of full- and part-time teachers (ISCED 1 nad 2) - inssuficient data on the number of teachers by age and sex. This is due to the reorganization of education system in Poland which includes changes in the primary and lower secondary education since the 2017/18 school year. Lower secondary schools are to be abolished and replaced by 8-year primary school which covers two ISCED levels of primary and lower secondary education (so-called single structure education). Ministry of Education developed estmation method that allows distribution of new primary school teachers by ISCED 1 and ISCED 2 level. This method is based on distribution of theoretical teaching hours arising from the outline timetables.

Class              

Number of classes (ISCED 1 nad 2) by type of institution. This is due to the reorganization of education system in Poland which includes changes in the primary and lower secondary education since the 2017/18 school year. Lower secondary schools are to be abolished and replaced by 8-year primary school which covers two ISCED levels of primary and lower secondary education (so-called single structure education). Number of classes in VII grade by type of institution (reported on ISCED2) are estimated on the basis of known structure from the previous school year (2016/2017).

The results of questionnaire are supposed to supplement the missing data on private educational institutions. Due to the fact that F-01/o questionnaire on revenues, costs and the financial result of schools and other education establishments was conducted in Poland for the first time, some methodological issues might have influence on the results of the survey. Additionally schools had some difficulties with preparing financial data. Nonexistence of administrative obligation on non-public educational institutions in Poland as regards the financial reporting on the funds coming from any sources of financing other than public, including foreign subsidies to educational activities is also very problematic matter. Summing up all previously mentioned difficulties with colecting data, resulted in estimation of expenditures in private institutions (FIN2Nature). Methodological changes aimed at  improvement on calculculations of initial funds. Major of initial education funds comes from the educational subsidy at the central level of government. In the process of intergovernmental transfers  educational subsidy deposits the local government accounts. For many years it was very hard to determine the amount of money that local government adds to the subsidy (from own funds). In the result, all cash flows (governmental subsidy and local government’s own sources) were indicated at the local level. Now, we have revised our methodology and calculated the correct values for the year 2016.

The reform of the education system began on  1 September 2017, implementing a new school system. Primary school pupils who completed grade 6 in the 2016/17 school year, continued education in grade 7 and thus became pupils of the new 8-year primary school. Graduates of grade 8 from the 2018/19 school year can continue their education in a 4-year general secondary school, a 5-year technical secondary school or a 3-year stage I sectoral vocational school. For 2017/2018 school year  in UOE data collection  students of 1-6 grade are reported on ISCED 1 level and students of  7 th grade on ISCED 2 level together with the students of 2-3 grade of lower secondary schools (these schools are being phased out).

All data collection questionnaires (ISCED 0-5) are also available at the websites of Ministry of National Education, and in case of ISCED level 6-8 - at websites of Statistics Poland and Ministry and Ministry of Science and Higher Education.

According to Polish statistical law (art. 10 of Official Statistics Act of 29th June, 1995) providing or use of individual and personal data for other purposes than statistical calculations, compilations and analyses is prohibited. This data is only available for statistical services in preparation of statistical surveys.

All data is protected by Polish Law issued on 29 June 1995 on Official Statistics as amended.
