In fact, the total expenditure for higher education R&D as reported in the OECD DSTI data collection includes the PhD scholarships (as it is an R&D expenditure) while in Finance 1 the PhD scholarships are a financial aid to ISCED 6 level students. Therefore, the whole HERD expenditure is not fully included in expenditure for R&D activities.
