Data referring to population on 31 December of the reference year transmitted to Eurostat under the Regulation (EU) No 1260/2013 on European demographic statistics (Articles 4 and 5). The total population figure is based on the ´usual residence´ concept.

The usual residence means the place where a person normally spends the daily period of rest, regardless of temporary absences for the purposes of recreation, holidays, visits to friends and relatives, business, medical treatment or religious pilgrimage.

The Slovak Republic assesses the usual residence as a place of permanent residence, i.e., by the registered and legal residence. The permanent resident population (de iure population) include residents who have permanent residence in the Slovak Republic at the reference date and have the intention to live here 12 months or more. Permanent residence is a person´s permanent place of abode. It is the municipality in which the citizen of the Slovak Republic, or the foreign citizen stays according to official registration, i.e., signing up for permanent residence (Act. No. 500/2004 Coll. and Act. No. 48/2002 Coll. in wording of later regulations).

For the purposes of the ´URESPOP data collection – 2022 reference year´, part of persons with temporary refuge status who left Ukraine were included in the number of usual residence population of the Slovak Republic on the basis of the Eurostat´s methodological document ´Guidance on the inclusion of refugees from Ukraine who benefit from temporary protection in the EU in the usually resident population´. We used the ´Signs of life method´, i. e., only those Ukrainian refugees were included in the total URESPOP population, who met the following conditions: they had to be registered (with a valid record) in at least two administrative data sources, one of which had to be the Register of Natural Persons.

URESPOP – the methodology after the 2021 Population Census

 The methodology for URESPOP is based on the ´Sings of Life´ (SoL) methodology used in the 2021 Population and Housing Census (2021 Census).

 

´Sings of Life´ for the Population Census

The principle of the SoL method is that the resident of a given territorial unit is reflected in some way in the selected data sources on a reference date and thus ´accumulates´ the so-called ´signs of presence´ (´signs of life´). Based on the number of ´signs of presence´, a flag ´SoL´ or ´SoLX is assigned to each record of resident obtained from a statistical survey or from administrative sources, where ´SoL´ means that the resident is included in the population of the Slovak Republic and ´SoLX´ means that the resident is not included in the population of the Slovak Republic. A number of ´signs of presence´ of 2 or more is required to assign the flag ´SoL´ to a resident.

By means of applying the SoL method for the census purposes, the population with permanent residence, current residence and usual residence in the Slovak Republic as of 1 January 2021 was defined.

Permanent residence is the resident´s permanent place of abode in the territory of the Slovak Republic, where s/he is administratively registered (Act No. 253/1998 Coll. on Reporting of Citizen Residency and the Registry of Residents of the Slovak Republic; Act No. 404/2011 Coll. on Stay of Aliens and on Amendments and Modifications to Some Other Acts).

Current residence is the resident's actual place of residence at the reference date, in which s/he does not need to be registered for permanent residence, temporary residence or tolerated residence.

Usual residence is a place where a person normally spends the daily period of rest and lives there continuously for at least 12 months before the reference time, or s/he came to the place of her/his usual residence during the 12 months before the reference time with the intention of staying for at least 1 year.

The SoL for usual residence as of 1 January 2021 was statistically processed by deriving usual residence by its definition from the set of records for permanent residents and current residents. Residents with the flags ´SoLR´ and ´SoLU´ were explicitly defined, with ´SoLR´ indicating a residence of more than 1 year and ´SoLU´ indicating a resident with the intention to live in the Slovak Republic for more than 1 year.

The quantification of the data and their analyses after the application of the usual residence conditions proved that in the conditions of the Slovak Republic the usual residence is equal to the permanent residence.

 

´Sings of Life´ for URESPOP – 2022 reference year

After the 2021 Population Census, the ´SoL´ method will be applied to determine the number of usual residence population as of 31 December of the reference year.

The approach is analogous to the population census, using data from relevant administrative data sources (ADS) and replacing the census data with data from the demographic balance of population (BIL).

 

´Signs of life´ are evidenced from the following data sources:

 

A)   Statistical survey:

• Demographic Balance (BIL) – created by updating the database of microdata from the Population Census by the balance method on the basis of the statistical survey of the Statistical Office of the SR on the population change (births, deaths, migration) in the reference year.

 

B) Administrative data sources (ADS): 

  • Register of Natural Persons (RFO) – only valid records of residents are entered into the processing, i. e., meeting the following conditions:
    • the resident was born before 31 December of the reference year
    • the resident did not die during the reference year
    • the date of registration of the resident for permanent residence is before 31 December of the reference year or the date of registration for permanent residence is blank
    • the resident's permanent residence has not been terminated or the permanent residence is not terminated until after 31 December of the reference year
    • the permanent residence of the resident is in the Slovak Republic

  

  • Database of the Health Care Surveillance Authority, data from the Central Register of Insured Persons (UDZS_CRP) – only valid records, i. e. meeting the following conditions, are entered into the processing:
    • the resident was born before 31 December of the reference year
    • the resident did not die during the reference year

  

  • Database of the Social Insurance Agency (SP_POI, SP_DP) – only valid records, i. e. meeting the following conditions, are entered into processing:
  • the resident has a valid social/pension insurance in the reference year
  • the resident's social/pension insurance ceased after 31 December of the reference year

  

  • Database of Regional Education of Children, Pupils and Students (DZP) and the Database of Regional Education Employees (ZAM) – only valid records, i. e. meeting the following conditions, are entered into the processing:
  • the resident is studying in the reference year or the study was completed after 31 December of the reference year
  • the resident is an employee of regional education, has a valid employment relationship in the reference year or the employment relationship was terminated after 31 December of the reference year

  

  • Database of Higher Education (CRS) and the Database of Higher Education Employees (CRZ) – only valid records, i. e. meeting the following conditions, are entered into the processing:
    • the resident is studying in the reference year or the study was completed after 31 December of the reference year
    • the resident is an employee of higher education, has a valid employment relationship in the reference year or the employment relationship was terminated after 31 December of the reference year

  

  • Database of the Central Office of Labour, Social Affairs and Family (UPSVAR_NEZ, UPSVAR_PRP, UPSVAR_PPPNAO) – only valid records, i. e. meeting the following conditions, are entered into the processing:
    • the resident is registered as unemployed as of 31 December of the reference year
    • the resident is in receipt of parental or care allowance as of 31 December of the reference year

 

Application of the ´Signs of Life´ method for usual residence

Valid records from the relevant ADS were linked to the ´Demographic Balance´ database.

The link was made uniquely, through the resident ID, i. e., the unique identifier of the resident (personal identification number), which was in all data sources used.

Once linked, a 'mask' of the occurrence of each potential resident's ID in specific data sources was created, identifying the presence/absence of the ID in that data source.

Based on this mask, it is possible to identify the ´signs of presence´ of each resident in each data source and also to quantify the frequencies of each combination of ´signs of life´ within the data sources.

In order to determine the length of residence, the linked database uses the variable ´DATE OF REGISTRATION FOR PERMANENT RESIDENCE´, the source of which is the RFO and on the basis of which it is possible to derive the length of stay of a resident in a particular territorial unit. The length of residence is calculated in years, as the difference between the date of 31 December of the reference year and the date of registration for residence.

The resident is assigned the SoL flag for usual residence:

  • ´SOL_OP_R´ – means that the resident has ´signs of presence´ in at least two or more data sources, one of which is the ´Demographic Balance´, and, at the same time, the length of her/his stay in the Slovak Republic is at least 1 year.
  • ´SOL_OP_U´ – means that the resident has ´signs of presence´ in at least two or more data sources, one of which is the ´Demographic balance´, and, at the same time, the length of her/his stay in the Slovak Republic is less than 1 year or the length of stay is undetermined.
  • ´SOL_OP_F´ – means that this is a citizen of Ukraine with authorised temporary refuge (i. e. this person is on tolerated stay) in at least two or more administrative data sources, one of which is the Register of Natural Persons.

 

Application of the ´Signs of Life´ method for persons with Ukrainian citizenship who were granted temporary refuge (i.e. for residents with tolerated stay) 

The Register of Natural Persons (RFO) contains data on all persons with permanent, temporary and tolerated residence on the territory of the Slovak Republic, including the so-called ´temporary refuge´ for persons who have left Ukraine. For the purposes of the URESPOP data collection – 2022 reference year, part of those persons was included in the number of usual residence population on the basis of the Eurostat´s methodological document ´Guidance on the inclusion of refugees from Ukraine who benefit from temporary protection in the EU in the usually resident population´. Due to the impossibility of verifying the actual residence of all persons with temporary refuge in the RFO reference register, the 'Sings of Life' method was applied to them in a similar way as for the rest of the population. In order to include Ukrainian citizens with temporary refuge in the usual residence population, they had to be recorded (with a valid record) in at least two administrative data sources, one of which had to be the Register of Natural Persons. As they did not meet the requirement of 1 year or more of residence in the territory of the Slovak Republic as of 31 December 2022, the length of residence was not taken into account. 

Only for the purposes of the ´URESPOP data collection – 2022 reference year´, a group of Ukrainian citizens with temporary refuge in the Slovak Republic was added to the usual residence population based on the Regulation (EU) No. 1260/2013, if they met the ´Signs of Life´ conditions.

The Quality Declaration expresses basic visions and commitments of the President and Top-Management of the SO SR to Quality Policy of the SO SR, as well as to increase effectiveness and efficiency of the Integrated Quality Management System of the SO SR. Quality policy is based on the mission of the SO SR to provide high quality and objective statistical products and services by keeping confidentiality of statistical data and by minimising burden on interested parties using effectively existing resources with the aim to support improvement of the information and intellectual capital of customers.

The SO SR produces technical projects describing the data processing, including a description of the statistical controls and algorithms within the Integrated Statistical Information System. The actual process of data collection is ensured by the regional office of the SO SR by means of statistical controls and algorithms to ensure consistency and completeness of data.

In the Slovak Republic, demographic statistics are collected by way of exhaustive statistical survey on population changes (vital events and migration) covering the entire population of the Slovak Republic (i. e. SR citizens, EU citizens registered for permanent residence in the territory of the SR, and third-country citizens with granted permits for permanent residence in the territory of the SR).

Demographic statistics are based on results of the Population Census. In the intercensal period (i.e. between two subsequent censuses), the population is calculated by means of the balancing method. The census results are the basic data that serve for balance the population data in the intercensal period in the Slovak Republic.

The 2021 Population Census was the first fully electronic census (completely without paper forms) as well as the first integrated census (a combination of data taken from administrative sources and data collected from the population). The preparation for the integrated census was based on the identification of appropriate administrative data sources. Data from administrative sources were analysed, and data quality was evaluated.

After the 2021 Population Census, the ´SoL´ method is applied to determine the number of usual residence population as of 31 December of the reference year. The approach is analogous to the population census, which uses data from relevant administrative data sources (ADS) and replaces census data with data from the demographic balance of population (BIL). Demographic Balance (BIL) has been created by updating the database of microdata from the Population Census using the balance method on the basis of the statistical survey of the Statistical Office of the SR on the population change (births, deaths, migration) in the reference year.

For the purpose of ´URESPOP - 2022 reference year´, data from 12 different sources were statistically processed. All the ´data combinations´ reached almost or over 100% of the population balanced by the Statistical Office of the SR.

Only for the purposes of the ´URESPOP data collection – 2022 reference year´, a group of Ukrainian citizens with temporary refuge in the Slovak Republic was added to the usual residence population based on the Regulation (EU) No. 1260/2013 on European demographic statistics, if they met the ´Signs of Life´ conditions (see 10.6 / Annex in Excel format).

Until the 2021 Population and Housing Census, 3 data sources (i. e. 2 administrative data sources + ´Demographic balance´ database of the Statistical Office of the SR) had been used to estimate the usual residence population, as follows:

  • Demographic Balance (administered by the SO SR),
  • Register of Natural Persons (administered by the Ministry of Interior of the SR)
  • Database of the Health Care Surveillance Authority - data from the Central Register of Insured Persons

Since the 2021 Population and Housing Census, a total of 12 data sources (i. e. 11 administrative data sources + ´Demographic balance´ database of the Statistical Office of the SR) have been used to estimate the usual residence population:

18.3. Data collection

Demographic statistics are collected by way of the statistical survey on population changes (vital events and migration) conducted each year by the Statistical Office of the Slovak Republic by means of statistical reports OBYV 1-5/12 (´POP 1-5/12´). The survey covers the whole population of the Slovak Republic (i. e. SR citizens, EU citizens registered for permanent residence in the territory of the SR and third-country citizens with granted permit for permanent residence in the territory of the SR). It is an exhaustive survey conducted under the Programme of State Statistical Surveys. The Programme of State Statistical Surveys is a legislative document imposing the reporting duty concerning all statistical surveys on reporting units according to § 18, Par. 3 of Act No. 540/2001 Coll. on State Statistics as amended.

Demographic statistics in the Slovak Republic cover the following demographic events: birth, marriage, divorce, migration, death. The data are collected from the reporting units including municipal and city authorities in charge of keeping birth, marriage and death registers (i.e. registry offices), health institutions, competent courts, residence registration offices of municipal and city authorities, competent departments of the Ministry of Interior for foreigners. There is also a special register of demographic events that occurred to Slovak Republic´s citizens abroad.

Demographic data are drawn from the following reports on demographic events for each person in the Slovak Republic:

Demographic statistics are built upon results of the Population Census. Data from the Population Census make up the foundation for balancing of the number and structure of the population in the next ten years´ term. The 2021 Population Census was the first fully electronic census (i. e. completely withou paper forms) as well as the first integrated census (i. e. combination of data taken from administrative data sources and data collected from the population).

The external data sources (see 10.6 / Annex in Excel) were provided by the administrators of departmental information systems.

The system of checks for consistency and completeness of data has been developed.

In the data collection process, automatic checks are performed to check for the data completeness and relationships between variables. In terms of the severity of errors, a distinction is made between informative notices (i. e. warnings) and serious errors which have to be corrected or justified by the reporting unit.
