3.4. Statistical concepts and definitions

Usually resident population means all persons having their usual residence in a Member State at the reference time (31.12.2022).

Live birth means the birth of a child who breathes or shows any other evidence of life, such as beating of the heart, pulsation of the umbilical cord or definite movement of voluntary muscles, regardless of gestational age.

Death means the permanent disappearance of all evidence of life at any time after live birth has taken place (post-natal cessation of vital functions without capability of resuscitation).

Immigrant means a person undertaking an immigration where immigration means the action by which a person establishes his or her usual residence in the territory of a Member State for a period that is, or is expected to be, of at least 12 months, having previously been usually resident in another Member State or a third country.

Emigrant means a Person undertaking an emigration where emigration means the action by which a person, having previously been usually resident in the territory of a Member State, ceases to have his or her usual residence in that Member State for a period that is, or is expected to be, of at least 12 months.

The reference date for population data is the end of the reference period (midnight of 31 December).

The reference period for vital events data is the calendar year in which the events occurred.

The issues of statistical confidentiality by the Hellenic Statistical Authority (ELSTAT) are regulated by Articles 7, 8 and 9 of Law 3832/2010 as in force, with articles 8, 10 and 11 (2) of the Regulation of Statistical Obligations of the bodies of the Hellenic Statistical System and Articles 10 and 15 of the Regulation of Operation and Management of ELSTAT.

ELSTAT treats and disseminates the statistics in compliance with the statistical principles of the European Statistics Code of Practice and in particular with the principle of statistical confidentiality.

13.1. Accuracy - overall

Regarding vital events data are administrative and overall accurate. Regarding immigration there are no reliable administrative sources.

Immigration is estimated taking into account GDP annual change and immigration of the year before. Documantation is available. According to the definition, a part of the refugees who have stayed in the country is included.

Similar to immigration, there are not administrative sources for emmigration and therefore the total is estimated by a mathemathical formula. Since, at that point of time, data related to 2022 migration flows are not yet fully available, emmigration is considered unchanged since 2021.

14.1. Timeliness

For the purposes of qualified majority voting in the Council, Member States shall provide the Commission (Eurostat) with data on the total population at national level at the reference time, in accordance with Article 2 ( c ), within eight months of the end of the reference year.

15.2. Comparability - over time

31.12.2021 population estimation along with 2022 vital and migration data are used as input for the basic demographic equation Pt+1 = Pt + B - D + IMM - EMI where B, D IMM and EMI are births, deaths, immigration and emigration during year t.

Pt is 31.12.2021 population which is estimated on the basis of provisional 2021 census results. On the light of census final results Pt is expected to be revised and consequently Pt+1 is expected to be revised as well.

In that context, Pt is not comparable with the latest population estimations (Pt-1) which were based on the 2011 census results.

 

 

15.3. Coherence - cross domain

The total usual residence population  transmitted by the national statistical offices to Eurostat in the framework of the Usual Residence Population data collection may differ from those available in National Accounts, Labour Force Survey or in the survey on Income and Living Conditions. The difference is given by the population coverage (see metadata specific to each domain).

18.1. Source data

Vital data are derived from the civil registries. Immigration data are derived from Census collections, and immigration totals are estimated using an estimation equation based on GDP growth. Emigration is estimated using imigration from Greece data of major migration destination countries. For both immigration and emigration flows, available administrative data on refugees and asylum or temporary protection seekers are used.
